Program re-ignites fears that active duty military are being primed to deal with civil unrest in aftermath of economic turmoil
Local government officials are training active duty military soldiers to run communities, re-igniting fears that troops will be used to deal with civil unrest in the event of a total economic collapse or other national emergency in a newly militarized America.
“The 3rd Brigade Combat Team, 10th Mountain Division met with City Manager Mary Corriveau, Mayor Jeff Graham and other City officials gaining insight about city infrastructure,” reports ABC 50.
“Government 101 is a new program that Fort Drum has established to learn from local officials about what it takes to run a community efficiently.”
The 10th Mountain Division is a light infantry division of the United States Army based at Fort Drum, New York that specializes in fighting under harsh terrain and weather conditions. The unit was deployed to Afghanistan in 2006 for one year and then to Iraq in April 2008.
The troops are being prepared for “A sitution where in essence they will become the local government,” said Corriveau.
The program is ostensibly aimed at preparing troops to govern occupied areas of Afghanistan, but as we highlighted over the last two years, the real purpose behind the training could hit a lot closer to home.
A similar program that was announced back in September 2008 involving the 3rd Infantry Division’s 1st Brigade Combat Team was geared around training troops who had recently returned from Afghanistan to conduct “homeland patrols” which began on October 1st of that year.
According to an Army Times report, part of the troops’ mission was to deal with “civil unrest and crowd control” by using non-lethal weapons against the American people. After the announcement caused controversy, the Army Times was forced to issue a clarification, claiming that the non-lethal weapons training was intended for use overseas, but the part about “civil unrest and crowd control,” a complete violation of the Posse Comitatus Act, was not retracted.
In November 2008, Northcom announced that over the course of the following three years, an additional 4,700 troops would be assigned for domestic homeland security missions.
The very next month, the Armed Forces Press Service initiated a propaganda campaign designed to convince the American people that deploying the 3rd Infantry Division in the United States in violation of the Posse Comitatus Act was a good thing, as fully uniformed soldiers were photographed helping to save car wreck victims, in another effort at incrementally conditioning Americans to accept troops on the streets as normal, despite the fact that it is the hallmark of corrupt dictatorships and empires in terminal decline like the former Soviet Union.
Under the pretext of “helping” local communities short of police in difficult economic times, U.S. troops are now occupying America as the country sinks into a state of de facto martial law.
The military are now being called upon to undertake roles normally designated to police as Americans are incrementally acclimated to accept the presence of troops on the streets as an everyday occurrence.
One example occurred in Kingman Arizona, where National Guardsmen were filmed “providing security” and directing traffic.
During the Kentucky Derby on May 2 last year, Military Police were on patrol to deal with crowd control.
We reported on numerous other instances of militarized units being used in traffic control, checkpoints, and security procedures.
With the government preparing to seize Americans’ private pensions as the economy further deteriorates, innumerable forecasters are predicting riots and mass civil unrest once the vanishing middle class finally rises from its slumber and realizes that their entire way of life is under immediate threat.
Unless we can communicate the fact that having troops patrol the streets is not normal and in reality is a warning siren for a country in dire straights, those same troops will soon be firing non-lethal weapons at angry American citizens – or worse.
As Gerald Celente often warns, once Americans have lost everything, they will begin to lose it – rioting in massive numbers and mirroring the growing civil unrest we are already seeing in Europe as people rise up en masse in a backlash against austerity measures and governments raising the age of retirement and seizing pensions.

In the middle of June it was reported that BP hired private security contractor to keep the media away from sites the transnational corporation claims it is cleaning. “BP, in a move destined to go down as one of the bestest public relations moves ever, has apparently hired a private security company to help to keep pesky reporters from covering the unfolding catastrophe on the beaches of the Gulf Coast,” Adam Rawnsley writes for Wired.
Last week the San Francisco Chronicle and CNN reported on the government’s effort to keep pesky journalists exercising the First Amendment from reporting on the supposed oil cleanup and the environmental impact of the worst oil disaster in history.
“Under threat of a federal felony, National Incident Commander Thad Allen has banned all media access to boom operation sites and clean up sites,” writes Yobie Benjamin. “Allen’s orders effectively bans all media — print, television, radio and Internet bloggers from talking to to any clean-up worker or to even come close to take pictures or videos of booms, clean-up workers, oil soaked birds, dead dolphins, dead marine life, burned and dead endangered sea turtles.”
In addition to acting as National Incident Commander Thad Allen is a retired United States Coast Guard four-star admiral. The Coast Guard is a branch of the United States armed forces and one of seven uniformed services. It operates under the Department of Homeland Security during peacetime. Allen was appointed deputy to FEMA director Michael D. Brown by Homeland Security Secretary Michael Chertoff during Hurricane Katrina.
The presence of the military in the wake of Hurricane Katrina was designed to violate the Posse Comitatus Act and condition the public to accept military integration within Homeland Security and the domestic response to natural disasters (and supposed acts of terrorism).
Allen’s appointment as National Incident Commander by Department of Homeland Security Secretary Janet Napolitano gives the federal response to the oil disaster a quasi-military cover. Allen’s decree banning the media has the appearance of a militarily-imposed command. It is no mistake Allen often wears a military uniform — even though he is retired from the Coast Guard — when he talks with the media.
Now citizens are reporting the presence of soldiers on Florida’s beaches. In the video below, several soldiers in combat fatigues were photographed driving vehicles on the beach in Panama City, Florida.
On May 4, up to 17,500 U.S. Army National Guard troops were mobilized by the Pentagon “to help various states with the oil spill,” according to the Associated Press. “Defense Secretary Robert Gates has granted requests to send troops of up to 6,000 by Louisiana, 3,000 by Alabama, 2,500 by Florida and 6,000 by Mississippi.”
The military pictured in the video do not appear to be engaged in clean-up activities. It appears their presence on a crowded beach during a holiday weekend has but one purpose — to acclimate citizens to the prospect of troops patrolling public spaces.
Florida has yet to experience oil washing up on beaches to the extent occurring in Louisiana and other Gulf of Mexico states.

On April 3, Infowars reported on the decision of the Tennessee Governor’s office to call off an illegal seat belt checkpoint operation that was scheduled to be conducted by the Whiteville police with DHS and military participation on April 4.
Earlier today on the Alex Jones Show, Tennessee Representative Johhny Shaw admitted he was unaware of the planned operation. He also said Governor Phil Bredesen did not know the DHS and military planned to collaborate with local police in Shaw’s district in violation of the Posse Comitatus Act.
Shaw’s admission state government was unaware of the scheduled checkpoint is more evidence the feds are contacting local police agencies directly without going through the state or informing them of operations that are in violation of the law.
It appears this is not the case in regard to another illegal operation. Last month, DHS, federal and state agencies, the Air Force, and local law enforcement worked together to violate the law in Tennessee.
On March 31, 2009, the Marion County News reported on a truck checkpoint set-up by the Tennessee Highway Patrol, Homeland Security, the Federal Motor Carrier Safety Administration, the Tennessee Department of Health, the Tennessee Emergency Management Agency, the Tennessee Department of Transportation, the Tennessee Department of Revenue, the Marion County Sheriff’s Department, the Monteagle Police Department, the Tennessee National Guard, the Arnold Air Force Base Police, the Bureau of Alcohol, Tobacco & Firearms, the Department of Commerce and Insurance and the FBI.
“Tennessee Highway Patrol troopers led explosive and drug sniffing dogs around the bases of trucks while National Guardsmen circled overseas containers with explosive and radiation detecting hand held devices in a scene reminiscent of ‘24’. Dozens of law enforcement vehicles, lights flashing, lined the brake inspection station, as trucks, both private and commercial, queued in the far right lane of 24 for what seemed like miles,” reports a Marion County News reporter.
According to a Tennessee Department of Safety press release, the object if the Homeland Security type checkpoints is to stop, evaluate and inspect as many commercial vehicles as possible, focusing in commercial vehicles, rental trucks and cargo tanks. Bruce Fein: Army to deal with potential domestic "civil unrest and crowd control".
The US federal government has made strong preparations for "continuity of government" in the event of a national catastrophe. A full army brigade is now on active duty within domestic borders, and the Bush administration has issued a directive which allows the president to coordinate all three branches of the federal government in such an event. The Real News spoke to Bruce Fein.

ACLU Demands Information on Military Deployment Within US Borders
Deployment Erodes Longstanding Separation Between Civilian and Military Government
NEW YORK - October 21 - The American Civil Liberties Union today demanded information from the government about reports that an active military unit has been deployed inside the U.S. to help with "civil unrest" and "crowd control" - matters traditionally handled by civilian authorities. This deployment jeopardizes the longstanding separation between civilian and military government, and the public has a right to know where and why the unit has been deployed, according to an ACLU Freedom of Information request filed today.
"The military's deployment within U.S. borders raises critical questions that must be answered," said Jonathan Hafetz, staff attorney with the ACLU National Security Project. "What is the unit's mission? What functions will it perform? And why was it necessary to deploy the unit rather than rely on civilian agencies and personnel and the National Guard? Given the magnitude of the issues at stake, it is imperative that the American people know the truth about this new and unprecedented intrusion of the military in domestic affairs."
According to a report in the Army Times, the Army recently deployed an active military unit inside the United States under Northern Command, which was established in 2002 to assist federal homeland defense efforts and coordinate defense support of civil authorities. This deployment marks the first time an active unit has been given a dedicated assignment to Northern Command.
Civilian authorities, not the military, have historically controlled and directed the internal affairs of the United States. This rule traces its origins to the nation's founding and has been reaffirmed in landmark statutes including the Posse Comitatus Act, which helps preserve the foundational principles of our Constitution and democracy.
"This is a radical departure from separation of civilian law enforcement and military authority, and could, quite possibly, represent a violation of law," said Mike German, ACLU national security policy counsel and former FBI Agent. "Our Founding Fathers understood the threat that a standing army could pose to American liberty. While future generations recognized the need for a strong military to defend against increasingly capable foreign threats, they also passed statutory protections to ensure that the Army could not be turned against the American people. The erosion of these protections should concern every American."
In order to assess the implications of the recent deployment, the ACLU requested the Departments of Justice, Homeland Security and Defense today to immediately make public all legal opinions, executive orders, presidential directives, memos, policy guidance, and other documents that authorize the deployment of military troops for domestic purposes.
Since the terrorist attacks of 9/11, the Department of Defense has dramatically expanded its role in domestic law enforcement and intelligence operations, including the National Security Agency's warrantless wiretapping programs, the Department of Homeland Security's use of military spy satellites, and the participation of military personnel in state and local intelligence fusion centers. The ACLU has repeatedly expressed concern about these incremental encroachments of the military into domestic affairs, and the assignment of active duty troops to Northern Command only heightens these concerns.
