Two Inmates' Views on California's Prison Overcrowding Crisis

Editor's Note: This January, a panel of three federal judges ruled the State of California must reduce its prison population by up to 40,000 inmates, bringing it to 137.5 percent of its designated capacity (which, at 160,000 inmates, is currently at 200 percent of capacity). The order grew out of lawsuits alleging inadequate medical and mental health care in California’s prisons, primarily the result of overcrowding, which had brought the state prison under court receivership.
The court, however, stayed its order until the U.S. Supreme Court rules on the appeal filed by the Governor Arnold Schwarzenegger administration, which will not likely be decided before the end of this year. In the meantime, the state has put forth its own plan, which would increase prison capacity, divert some prisoners to county jails, reduce some parole revocations, and grant certain prisoners additional credits toward early release.
Below, two of those prisoners respond to the proposals of the California Department of Corrections and Rehabilitation, and to the conditions they face on a daily basis. Both are serving long prison sentences in Salinas Valley State Prison (Soledad). They represent opposite ends of the age spectrum.

Group Offers New Beginnings for Incarcerated Youth

Editor's Note: At a time when the juvenile justice system is being re-examined across the country, and several states are lacking in mentoring programs for incarcerated youth, two women who met in law school in Washington, D.C. are pairing juvenile offenders with adults in the city to do just this.
The cafeteria at the youth detention center is empty by 7 p.m. except for three teenage residents, who are waiting for their mentors to arrive. When they do, the mentors come bearing three boxes of Domino’s pizza, two-liter bottles of soda and clear trash bags filled with board games and cards.

Chinese authorities have put a Beijing-based writer under house arrest and prevented another from returning home to celebrate the traditional Lunar New Year holiday with his family, amid continuing investigations into a document calling for sweeping political reform.
"The police came to see me again," Beijing-based Liu Di, a member of writers' group Independent Chinese PEN and a signatory to Charter 08, which sparked a wave of interrogations and detentions after its publication online in December.

Three men and three women have been charged, because they found a way to meet up in jail and have sex. The inmates figured out how to remove metal ceiling panels in the Greene County Jail and used the passageway more than a dozen times in September and October, according to court documents.
The men — ages 44, 38 and 17 — and the women — ages 27, 26 and 21 — crawled through the ceiling after midnight, having sexual encounters and drinking homemade alcohol that was found hidden in the male cell block, a police affidavit said.
The inmates were able to find a security camera “blind spot” where they could remove ceiling tiles and create a passage between the cell blocks, Sheriff Terry Pierce said Tuesday.
