A state agency that represents the mentally disabled and mentally ill is investigating the case of a man with autism who died after being handcuffed by Lexington police last month.
Officials with Kentucky Protection and Advocacy say the organization is looking into the death of Roland Campbell, 21, and another recent case in which a mentally disabled man lost consciousness after police responded to a call about a disorder.
Marsha Hockensmith, director of Kentucky Protection and Advocacy, said the agency is trying to determine whether the cases are part of a "systematic problem" in how police handle calls involving the mentally disabled.
"We're not asserting that it is, but we want to make sure," she said.
Police have said officers acted appropriately.
Campbell, who was severely autistic and could not speak, died April 18 after police responded to a call about "a mentally challenged subject that was out of control" at a Waco Road group home owned by Adult Daycare of Lexington Inc.
Officers initially handcuffed Campbell without incident, intending to take him into emergency detention. Police have said physical evidence at the scene and witnesses' statements indicated that Campbell was "a danger to himself and others."
Police say Campbell became violent and escaped his restraints, and when officers were cuffing him a second time, he lost consciousness. The officers performed CPR until emergency medical personnel arrived. Campbell was later pronounced dead at St. Joseph Hospital.
Campbell's family questioned whether police injured Campbell while restraining him, but preliminary tests ruled out physical trauma and illness as causes of death, according to Fayette County coroner Gary Ginn.
The state medical examiner's office has not released its final autopsy report.
While waiting for that document, Protection and Advocacy is in the early stages of conducting interviews and requesting documents.
"We're just getting started," Hockensmith said.
The day before Campbell's death, Lexington police responded to another disorder involving a mentally handicapped person, who also lost consciousness while officers were on the scene.
Around 6 p.m. April 17, Barbara Renfro called police and emergency medical personnel about her son, Jon Jones, 30, who she said was reacting to prescription medication. She said Jones suffers from mental retardation and other disabilities.
Jones was breaking boards off a fence behind the house when police arrived, Renfro said. Jones is normally well-behaved, she said, but the medicine, which was prescribed for dental work, interacted with his normal mood medications and caused him to become restless and angry.
Sherelle Roberts, spokeswoman for Lexington police, verified that Jones lost consciousness while police were present, but said it did not appear officers were restraining him at the time. She said EMTs, who had been on the scene before police arrived, noticed Jones was unconscious after he was placed on a backboard to be loaded into an ambulance.
Jones was taken to University of Kentucky Hospital. Roberts said he regained consciousness in the ambulance.
Jones faces criminal charges in the incident. According to court documents, Jones attacked a responding officer with a fence board and spit into the mouth of another. He was charged with assaulting a police or probation officer, menacing and criminal mischief.
Recruits spend eight hours of training learning how to deal with mentally handicapped people, Roberts said, and officers undergo periodic in-service training.
Renfro said that the day before the incident, she had called police when her son was acting violently. She said the officers who responded that night calmed Jones by playing games with him, showing him their equipment and talking to him.
In the Campbell case, Protection and Advocacy and the state Cabinet for Health and Family Services are also investigating Adult Daycare, which provided housing and care for Campbell under the Support for Community Living Medicaid waiver.

A study designed to rank countries in terms of how aggressively they monitor their populatio
ns electronically, has placed the US as 6th and the UK as 5th on a global index.
The two countries lag behind only China, North Korea, Belarus and Russia in terms of governmental surveillance.
52 countries were rated on 17 criteria with regard to how far down the line they are toward a total electronic police state.
"In an Electronic Police State, every surveillance camera recording, every e-mail you send, every Internet site you surf, every post you make, every check you write, every credit card swipe, every cell phone ping… are all criminal evidence, and they are held in searchable databases, for a long, long time," the report states.
"Whoever holds this evidence can make you look very, very bad whenever they care enough to do so. You can be prosecuted whenever they feel like it – the evidence is already in their database," the report continues. "Perhaps you trust that your ruler will only use his evidence archives to hurt bad people. Will you also trust his successor? Do you also trust all of his subordinates, every government worker and every policeman?"
It is no surprise to see the UK ranking higher than the US, with it's estimated 4.5 million CCTV cameras, it's active DNA database, and given that the British government has openly announced the fact that it wants the authority to monitor and store all phone calls, text messages and emails, a practice already strongly rumoured to be in operation.
Extremely sobering words, we are worse than America for aggressive police tactics etc.
This has gone too far, we are all now guilty until proven innocent, and this isn't for terrorists, it's for people who just may say the wrong thing and step out of line in opposition to the government, our police officers have been brainwashed for years now, same as our Armies, and the only people who suffer will be you and me.

Barack Obama's overwhelming win was due in no small part to the millions he raked in via online appeals to supporters. Anyone hoping that his historic victory would end those daily pleas for cash was in for a surprise yesterday, though, when the campaign was back at it, asking for more money. This time the non-tax-deductable contributions go to pay the debts of the Democratic National Committee
I for one am very tired of getting ask for donations everyday in my email. The election is long over, and frankly, this is a disgrace. I looked on Obama's website once in September. Since then I have had hundreds of emails asking me for donations. I figured they would stop after the election. WRONG. I think it is shameful, for one thing Obama's team braged about how much money they had brought in, were bringing in, and how much extra they were going to have. So..why then do they keep it up? For 2012? Anyhow, for someone who is supposed to understand how the average American is hurting right now, this is a travesty. Also not very becoming of our President to be, I for one certainly would not let my associates beg for money long after the election, either he is greedy and doesn't care how tacky it looks or he is clueless to what his people are doing. TRACY, Calif. – A Girl Scout leader and her husband were arrested after an emaciated, terrified and nearly naked 17-year-old showed up at a gym with a chain locked to his ankle, saying he had just fled his captors, authorities said Tuesday.
Police were also seeking a third suspect and had an outstanding felony warrant against her for an earlier alleged assault against the teen.
The boy, who authorities said ran away from a Sacramento foster home last year, came into the In-Shape Sports Club in Tracy on Monday wearing only boxer briefs and covered in what appeared to be soot, gym manager Chuck Ellis said. Tracy is about 70 miles south of Sacramento.
Ellis said the teen was scared someone was going to come after him and asked to be hidden.
"He said, 'Don't let them get me, don't let them get me,'" Ellis said. "He was totally terrified."
The boy said he had been held captive for nearly a year, said Ellis, adding that he looked as if he was only 10 to 12 years old.
Authorities said they believe the boy had been chained to a car seat but picked up a dropped key, unlocked himself and fled when the car stopped.

I've been going into the grocery stores I frequent with high hopes recently, only to be disappointed. Gas prices are dropping—costing half what they were less than a year ago. And when food prices spiraled up earlier this year, food manufacturers explained that as gas prices rose, transportation costs rose with them.
So, I wondered, shouldn't food prices fall now? If you've been wondering why, too, I offer up a couple of possible explanations. First, from the Danville, Ill., Commercial News:
. . . the fuel price drop is almost one-sided. While gas moves downward by jumps, the price of diesel is taking a much conservative route. Recent prices in Danville averaged just under $2.90 per gallon earlier this week.
I understand about the difference between diesel and gas. Yes, diesel is staying persistently higher than gas fuel. But it's still down from highs that hovered close to $5 per gallon earlier this summer.
Another possible explanation: Fertilizer is petroleum-based. Crops this summer were planted when gas and diesel were much higher, as was fertilizer. So farmers still paid more for base costs this planting season, even though transportation costs to bring their products to market have dropped.

PESHAWAR, Pakistan (AFP) – Troops killed at least six militants while one soldier died Tuesday in Pakistan's restive northwest, the military said, where the country is waging a bloody offensive against Al-Qaeda and the Taliban.
They died during a two-hour shootout involving Pakistani helicopter gunships, which started when militants ambushed a security forces convoy in the Kabal area of Swat valley, a military statement said.
"Security forces pounded miscreants' (militants') hideouts in Kabal area. Five militants were killed and another two injured," the statement said.
One militant and one soldier also died in exchange of fire, it said.
The mountainous, snow-capped Swat region is renowned for its ancient Buddhist relics and once attracted large numbers of foreign and local tourists with Pakistan's only ski resort.
But since last year it has been beset by violence blamed on pro-Taliban militants and the army has launched a major offensive on the area in response.
On Monday at least 10 people were killed and 50 injured after a suicide bomber blew up his explosives-laden car at a security checkpoint in the town of Mingora in the Swat valley.
The region has been turned into a battleground since radical cleric Maulana Fazlullah, who has links to Pakistan's Taliban, launched a violent campaign for the introduction of Islamic Sharia law in the valley.

ETROIT – Ford Motor Co. will tell Congress that it plans to return to a pretax profit or break even in 2011 when the Detroit Three automakers' CEOs appear before lawmakers this week to request $25 billion in government loans.
Ford CEO Alan Mulally said he'll work for $1 per year if the company has to take any government loan money.
After grilling the CEOs at hearings last month, Congressional leaders demanded plans from the automakers by Tuesday to show that they will survive if they get federal funds. The plan Ford submitted said the company will cancel all management employees' 2009 bonuses and will not pay any merit increases for its North American salaried employees next year.
The company also said it will sell its five corporate aircraft. The CEOs of all three Detroit automakers were harshly criticized during last month's hearings for flying to Washington in separate corporate jets.
Mulally said in an interview with The Associated Press on Tuesday that Ford will give much more detail to Congress than it did previously, and the company will emphasize the steps it has taken to cut its labor costs with the United Auto Workers union.

MUMBAI, India – India demanded that Pakistan hand over suspected terrorists believed living in the country — including its most-wanted man — as diplomatic wrangling between the nuclear rivals intensified Tuesday following the deadly Mumbai attacks.
A list of about 20 names was given to Pakistan's high commissioner to India during a meeting Monday night, Foreign Minister Pranab Mukherjee told reporters.
India has already demanded Pakistan take "strong action" against those responsible for the attacks, and the U.S. has pressured Islamabad to cooperate.
The moves come as the government faces widespread accusations of security and intelligence failures after suspected Muslim militants carried out a three-day attack across India's financial capital, killing 172 people and wounding 239.
The 10 gunmen had trained for months in camps operated by a banned Pakistani militant group before slipping into Mumbai from the sea, the only known surviving attacker told police.

As the credit crunch bites, Britons may be turning to sex as a cheap way to pass the time, a charity says.
A YouGov survey of 2,000 adults found sex was the most popular free activity, ahead of window shopping and gossiping.
The Scots were most amorous with 43% choosing sex over other pastimes, compared with 35% in South England.
Aids charity the Terrence Higgins Trust, which published the survey, also welcomed recent figures showing an increase in condom sales.
Around one in 10 respondents to the survey, carried in November, said their favourite free activity was window shopping and 6% chose going to a museum as the cheapest way to pass the time.

The owner of the Taj Mahal hotel says the Mumbai hotel had been warned of a possible terrorist attack prior to this week's deadly terror assault.
Tata Group Chairman Ratan Tata would not provide details about the warning or the security measures that were enacted as a result, but he told CNN that they were eased in the days before gunmen entered the hotel.
Tata also told CNN's Fareed Zakaria that even if the security precautions had still been in place, they wouldn't have stopped the gunmen because they entered the building through a rear door that does not have a metal detector.
"If I look at what we had ... it could not have stopped what took place," Tata said. "It's ironic that we did have such a warning, and we did have some measures. People couldn't park their cars in the portico, where you had to go through a metal detector. They knew what they were doing, and they did not go through the front. All of our arrangements are in the front. They planned everything," he said of the attackers. "I believe the first thing they did, they shot a sniffer dog and his handler. They went through the kitchen."
Tata said the terrorists were very organized and moved with detailed precision.

Obama plans to nominate Sen. Hillary Rodham Clinton as secretary of state on Monday

President-elect Barack Obama planned to nominate Sen. Hillary Rodham Clinton as his secretary of state on Monday, transforming a once-bitter political rivalry into a high-level strategic and diplomatic partnership.
Obama will name the New York senator to his national security team at a news conference in Chicago, Democratic officials said Saturday. They requested anonymity because they were not authorized to speak publicly for the transition team.
To clear the way for his wife to take the job, former President Bill Clinton agreed to disclose the names of every contributor to his foundation since its inception in 1997. He'll also refuse donations from foreign governments to the Clinton Global Initiative, his annual charitable conference, and will cease holding CGI meetings overseas.
Bill Clinton's business deals and global charitable endeavors were expected to create problems for the former first lady's nomination. But in negotiations with the Obama transition team, the former president agreed to several measures designed to bring transparency to his post-presidential work.
