The police shooting that killed one, wounded four bystanders and shocked South Beach over the holiday weekend may be the death knell for Urban Beach Week.
As calls for drastic change to the city’s popular but polarizing - and unofficial - hip-hop street party increase, Miami Beach commissioners will gather Wednesday for their monthly meeting. On the agenda: New ways to patrol the city’s annual Memorial Day weekend crowds, which typically reach between 200,000 and 300,000 people.
Commissioners’ proposals include curfews, forcing an early last call for clubs and bars, and eliminating all traffic in the city’s entertainment district.
“It’s time we just admit that we’re not equipped to handle a street festival with no place for people to go,” said Commissioner Deede Weithorn, who said a Saturday night out with police and code enforcement convinced her that the city should shut off traffic on Ocean Drive and Collins and Washington avenues after 10 p.m. during Urban Beach Week.
Business owners, police, activists and residents have been abuzz since early Monday morning, when officers shot and killed the driver of a car that allegedly struck a Hialeah officer, then led police on a three-block chase down Collins Avenue, crashing into cars, running up on the sidewalk and nearly crushing bicycle officers before skidding to a stop at 13th Street.
Commissioner Jerry Libbin, also president and CEO of the Miami Beach Chamber of Commerce, has proposed a curfew.
And while Mayor Matti Herrera Bower has dismissed that idea as unfeasible, she supports a move to end alcohol sales at bars and clubs earlier than the South Beach standard 5 a.m.
While commissioners debate what to do about Urban Beach Week, police and prosecutors are flushing out the details of the deadly shooting on Collins Avenue.
A YouTube video that captured the shooting — which led one activist to call South Beach a “warzone” — showed officers approaching the stalled car with guns drawn before unleashing a hail of gunfire into the vehicle. Police did not discover a weapon, but said they are investigating unconfirmed reports that shots came from the car and that passengers were in the vehicle and bailed out.
Four bystanders were shot, and police chief Carlos Noriega acknowledged that they may have been shot by officers.
Prosecutors are reviewing both of Monday’s police-involved shootings, which is standard procedure.
Miami Beach police brass was mum on the shootings Tuesday. They have yet to release the names of any of the 12 officers involved in the shootings, the three injured officers, the slain driver, four wounded bystanders, and the man arrested in the second shooting on Washington Avenue.
Sgt. Alejandro Bello, president of the local Fraternal Order of Police, said the dozen officers involved in the shooting acted reasonably.
“I’m confident that my officers and all officers involved acted appropriately,” Bello said. “We’re getting information that this guy was armed or that there was a shooting going on.”
Bello said he plans to lobby Beach politicians to do something about Urban Beach Week and how the event is handled by the city.
“This cannot continue this way,” he said.
Still, Bower says the city doesn’t have much ability to end Urban Beach Week, considering the throngs of tourists who flood Miami Beach’s Art Deco district don’t come for city permitted events, but for private concerts and parties.
“There is very little we can do,” she said, adding that scrutiny from the American Civil Liberties Union — which has called for a transparent and independent investigation into the Collins Avenue shooting — “ties our hands” when it comes to enforcement measures.
Urban Beach Week hit its 10th anniversary this year. Its history has been marked by controversy, including four fatal shootings, allegations of racial profiling and now police bloodshed. This year, police arrested 431 people, up from 382 last year.
Terrance Smith, the founder of BlackBeachWeek.com and a main promoter of a number of Memorial Day weekend parties from Jamaica to Cancun, Mexico, said he is conducting an informal poll to see how people feel about Urban Beach Week and the fatal Monday morning shootings. He said he will promote the event again next year if people still are interested.
“I don’t care if the community says end this event,” he said. “If the people are coming and booking hotels, I can’t just stop it.”
And Carlene Sawyer, an ACLU representative who spends time each Memorial Day weekend monitoring the enforcement of South Beach crowds, said it may be shortsighted to let one “horrible” incident mar an otherwise successful event.
“People are calling for the city to close it down and what they’re trying to get is ordinances that would force that,” she said. “But this is a market-driven event.”

WEST MEMPHIS, Ark - Two West Memphis Police officers were killed and two other law enforcement officers, including Crittenden County Sheriff Dick Busby, were shot today after two suspects were pulled over on a drug interdiction stop around noon on Interstate 40 at Airport Road.
Both suspects were later killed in a shootout.
West Memphis officers Brandon Paudert, 39, son of West Memphis Polic More..e Chief Bob Paudert, was killed, as was the chief’s nephew, officer Bill Evans, after they stopped a white Plymouth Voyager with Ohio license plates. Paudert died on the scene. Evans was airlifted to the Regional Medical Center at Memphis where he died.
After a massive manhunt, which included multiple law enforcement agencies, put the small city on a virtual lock down, the van was spotted at the Walmart Supercenter in West Memphis shortly after 1 p.m.
While trying to apprehend the suspects in the parking lot, Busby, 71, and Chief W.A. Wren, who is over patrol in the sheriff’s department, were both wounded in a shootout and airlifted to The Med.
At 2:30 p.m., Busby, who was shot in the shoulder, was still being examined by doctors, while Wren was in surgery at the Regional Medical Center at Memphis. A source said Wren had been shot in the stomach. At the same time, several family members of the wounded were rushed into the hospital, escorted by officers.
Wren was chief of police in West Memphis immediately before Paudert.
The two suspects were shot dead in the parking lot.
More than three dozen law enforcement officers swarmed the van with weapons drawn after the shootout. One of the suspect’s bodies could be seen in the window of the van.
Iesha Person, 19, arrived at about 1:20 to start her shift at Walmart when other employees ran out the door and told her to turn around.
“I was hearing gunshots,” she said. “They were telling me to turn around. So I turned my tail around.”
Memphis police and Shelby County Sheriff’s deputies assisted in the manhunt. Deputies and police officers were posted at exits along the I-40 in Memphis in case the suspects had made it across the Mississippi River.
In West Memphis, cars were stopped and searched on I-40 in case the suspects abandoned their van and were in another vehicle. Law enforcement officers holding shotguns were at the exits to the interstate.
Busby’s friend and fishing buddy, Max Herron, standing by at The Med, said he and the sheriff had planned to go fishing today at Heber Springs, Ark., but had delayed the trip until Friday because of rain.
Herron said Busby is married with two daughters, a son and several grandchildren.
On Tuesday, West Memphis Assistant Police Chief Mike Allen was elected to replace Busby as sheriff. Busby was scheduled to retire in January.
At a press conference outside The Med, Memphis Police Director Larry Godwin spoke about the loss of officers’ lives.
“From an emotional standpoint of all law enforcement, this breaks the heart of every agency around,” he said. “I’ve known Chief Paudert for 36 years. It’s unbelievable the hurt and pain this has caused his family.”
The West Memphis Police Department web site shows only one police officer in its section of fallen officers.
Officer Michael Waters, 24, was killed during a pursuit on Sept. 11, 2003. Waters was thrown from his patrol car when it struck a concrete barricade, and another officer in the pursuit, ran over Waters as he lay on the pavement.
Brandon Paudert had been assigned to the drug interdiction unit.
West Memphis Police restarted their drug interdiction program six to eight months ago following a request from the federal Drug Enforcement Administration, said Ark. Rep. Keith M. Ingram, D-West Memphis.
Earlier this year, officers found a large amount of presumed drug money — roughly $1.5 million, Ingram said.
But an Arkansas law says local police agencies that seize large amounts of drug money could only keep $250,000 of it and must give the rest to the state government, Ingram said.
The law upset Police Chief Paudert, Ingram said.
“These people are so well-armed, they outgun the police forces,” Ingram said. “And (Paudert) was worried he was going to get somebody hurt. And to cap this for local agencies who were willing to take this challenge was ludicrous. And I agreed with him.”
Ingram said he had planned to bring up the matter in the Arkansas legislature.
Ingram said he knew all the officers who were shot and visited Paudert today to console him on the death of his son.
“You just can’t put into words some tragedy like this. I guess you thank God that we’ve got police officers that put their lives on the line for citizens.”
Arkansas Gov. Mike Beebe issued a statement that said, "Just last week, ceremonies across Arkansas were held to remember fallen law-enforcement officers and remind us of the dangers they face on a daily basis. That reminder was tragically reinforced today in Crittenden County. Sergeant Brandon Paudert and Officer Bill Evans died upholding their duty to serve and protect the residents of West Memphis. I have reached out to express my condolences to the entire West Memphis Police Department, including Sergeant Paudert’s father, Chief Bob Paudert."
“Our thoughts and prayers are also with Crittenden County Sheriff Dick Busby and Chief Deputy W.A. Wren, who both continue to fight for their lives at a Memphis hospital.”
“This is a loss shared by all Arkansans.”

Yemeni forces claimed to have killed two al-Qaeda fighters in a shootout near the capital Sanaa today, as the foundering country battles to stamp out a resurgent terrorist network.
The al-Qaeda members were killed when Yemeni troops pushed into the mountain area of Arhab, 50 miles north of the capital, where some tribal leaders are sympathetic to the Islamist extremists.
They were searching for Nazeeh al-Hanaq, an al-Qaeda chief whom Yemeni officials suspect is planning an attack on either the US or British embassy. Al-Hanaq escaped after a prolonged gun battle but two of his men died, Yemeni security officials said.
The threat to attack a Western embassy has led to the two missions being closed for the past two days. Today France and the Czech Republic joined them in closing their embassies' doors to the public, and warning their citizens to avoid travel to Yemen. The German mission has also imposed stricter security controls, limiting visitors.

(CNN) -- Some 2,000 police officers patrolled the streets of Rio de Janeiro Sunday after a bloody confrontation between rival drug gangs and authorities that killed 14 over the weekend, including two police officers.
Two suspected drug traffickers were killed and four were arrested in Sunday's operations by Rio de Janeiro's military police, the official news agency Agencia Brasil reported.
But the atmosphere in general appeared calm in the slum known Morro dos Macacos in northern Rio, where the day before crossfire between two gangs left 12 dead, including two police officers who died when their helicopter was shot out of the sky. Residents had also set eight buses on fire during the clashes in an attempt to divert the attention of police.
"This was truly one of the worst incidents of this type," one local resident told CNN en Español, who declined to give his name for fear of his safety. "It was like a scene from a real war. It was like the world would end, lots of bullets, lots of noise."
The violence comes two weeks after Rio, Brazil's second largest city, celebrated winning the 2016 Olympic Games.
The slain officers, Ednei Canavarro and Marcos Stader were buried Sunday, Agencia Brasil reported.
Rio's secretary of public security, Jose Mariano Beltrame, said the helicopter was likely brought down by .30- and .50-caliber machine gunfire, the news agency said. Four other police officers onboard were injured.
Beltrame on Sunday said that despite the city's crime, there is no reason for people to doubt the government's ability to host the Olympics.
"What I say to the (International Olympic Committee) and the public is this: we have historic problems. But we also have projects and proposals. We have security policies both to fight and to pacify," he said.
Last year, a wave of violence in Rio led to protests in December by a group called Rio de Paz. The group said 9,000 people had been slain since January 2007.
