Group Offers New Beginnings for Incarcerated Youth

Editor's Note: At a time when the juvenile justice system is being re-examined across the country, and several states are lacking in mentoring programs for incarcerated youth, two women who met in law school in Washington, D.C. are pairing juvenile offenders with adults in the city to do just this.
The cafeteria at the youth detention center is empty by 7 p.m. except for three teenage residents, who are waiting for their mentors to arrive. When they do, the mentors come bearing three boxes of Domino’s pizza, two-liter bottles of soda and clear trash bags filled with board games and cards.

The Pennsylvania Supreme Court on Thursday dismissed thousands of juvenile convictions issued by a judge charged in a corruption scandal, saying that none of the young offenders got a fair hearing.
The high court on Thursday threw out more than five years' worth of juvenile cases heard by disgraced former Luzerne County Judge Mark Ciavarella, who is charged with accepting millions of dollars in kickbacks to send youths to private detention centers.
The Philadelphia-based Juvenile Law Center, which represents some of the youths, said the court's order covers as many as 6,500 cases. The justices barred any possibility of retrial in all but a fraction of them.

SAN FRANCISCO — The San Francisco board of supervisors is expected to vote Tuesday to overturn a city policy that has been at the center of a national debate over offering illegal immigrants sanctuary.
The policy, ordered by Mayor Gavin Newsom last summer, requires the police to contact Immigration and Customs Enforcement whenever they arrest a juvenile on felony charges who they suspect is in the United States illegally. Since the policy took effect in August 2008, more than 100 undocumented minors have been turned over to federal immigration authorities.
Mr. Newsom has said that the ordinance is necessary to prevent young criminals from using the city’s so-called sanctuary policy, which prevents local agencies from cooperating with federal immigration officials, as a shield from prosecution.

Five juveniles were in custody Tuesday after a 15-year-old was intentionally set on fire at a Deerfield Beach, Florida, apartment complex, police said.
Michael Brewer suffered second-degree burns over 80 percent of his body. "He's in for a long, long recovery," Broward County Sheriff Al Lamberti told reporters.
Three juveniles were arrested Monday night, hours after the incident, and two others were arrested Tuesday, sheriff's Sgt. Steve Feeley said.
"A couple of them last night were laughing about it," he said. "One of them arrested today seems genuinely sorry about it."
The youths all attend school together, police said, and Brewer apparently owed one of the suspects $40 for a video game and had not paid it. So the suspect allegedly stole the victim's father's bicycle, Feeley said. Brewer reported the bicycle stolen Sunday, and the suspect was arrested that day, taken to a detention center and released to his parents early Monday, police said.

Thaddeus Jimenez ("TJ") was exonerated on May 1, 2009 through the work of the Center on Wrongful Convictions. TJ is the youngest person at the time of his arrest ever to be exonerated in Illinois and likely in all of the United States.
