A federal judge in Florida says the Obama administration's historic health overhaul is unconstitutional, siding with 26 states that had sued to block it.
U.S. District Judge Roger Vinson on Monday accepted without trial the states' argument that the new law violates people's rights by forcing them to buy health insurance by 2014 or face penalties.
Attorneys for the administration had argued that the states did not have standing to challenge the law and that the case should be dismissed.

David Cameron faced an embarrassing political row today after branding the NHS 'second rate' as he launched the biggest shake-up of the service in its history.
The remarks came during an interview on BBC Radio 4's Today programme as he attempted to promote his flagship policy.
'I don't think we should put up with a second rate - with coming second best,' he said, quickly correcting himself. 'We should aim to be the best.'
He said later: 'I think if you listen to the interview, I immediately said we shouldn't settle for second best and that is exactly what I meant to say.
'I speak often quickly, I don't just have a pre-arranged order of saying things and sometimes you can get a little word out of place and I immediately said, if you listen to the clip, we shouldn't settle for second best, that was the point I was making.'
Asked if he would apologise, he added: 'We shouldn't settle for second best is what I meant, it's largely what I said, if you skip over a quick word in the middle.'
The gaffe threatened to overshadow Mr Cameron's announcement of legislation that will see the biggest shake-up of the NHS.
During the announcement, the Prime Minister said that failure to modernise was draining resources away from the public sector.
In a keynote speech at the Royal Society of Arts in London, he dismissed suggestions that services could carry on as they were as 'a complete fiction'.
He said: 'Every year without modernisation the costs of our public services escalate.
'Demand rises, the chains of commands can grow, costs may go up, inefficiencies become more entrenched.
'Pretending that there is some "easy option" of sticking with the status quo and hoping that a little bit of extra money will smooth over the challenges is a complete fiction.
'We need modernisation, on both sides of the equation. Modernisation to do something about the demand for healthcare, which is about public health.
'And modernisation to make the supply of healthcare more efficient, which is about opening up the system, being competitive and cutting out waste and bureaucracy.
'Put another way: it's not that we can't afford to modernise; it's that we can't afford not to modernise.'

For two years, GOP leaders in Congress fought tooth and nail to oppose health care reform. They did their best to keep tens of millions without coverage, decrying any effort to help citizens as "socialist," "fascist" or some other equally baffling "ist."
Incredibly, now that they are the majority, their first act will be to vote to repeal health care reform that gives affordable care to 32 million Americans.
And yet, when it comes to their own coverage, Republicans in Congress are not only using government-sponsored health care, they even whined about having had to wait for it.1
As the Republicans are gearing up to appease Tea Party extremists and vote to repeal health care reform for Americans who need it, Senator Chuck Schumer is calling the GOP on their hypocrisy, and calling on them to give up their government-sponsored health care:
"It was a central value to us when we passed health care, and a central value to the American people, that members of Congress should get the same health care as everyone else. It seems unfair that house Republicans want to deprive middle-class Americans of the same health care as members of Congress but to keep it for themselves."
"Will Eric Cantor urge every Republican who is going to be for repeal to not take government health care themselves and to drop their existing health care?"

U.S. government officials lowered recommended limits for fluoride in water on Friday, saying some children may be getting tooth damage from too much.
Fluoride is added to the water supply in most U.S. communities because it can prevent and repair tooth decay. But health and environment officials said Americans get fluoride in so many sources now, such as toothpaste and mouth rinses, that it makes sense to lower levels.
The Health and Human Services Department lowered its recommended levels to 0.7 milligrams of fluoride per liter of water -- the lower limit of the current recommended range of 0.7 to 1.2 milligrams.
The Environmental Protection Agency said it would review its rules on how high fluoride levels may go. Currently they may go as high as 4 milligrams of fluoride per liter.
