The UK was among a group of countries to sign a treaty against the use of cluster bombs in 2008, however some nations like the US did not sign.
Though according to the article, in April this year Parliament noted the government was storing cluster bombs for the US in UK territory (land leased in the Indian Ocean Island Diego Garcia) and stated the removal of the bombs.
""I can confirm that the US has identified its cluster munitions on UK territory as exceeding its worldwide operational planning requirements. Therefore, these cluster munitions will be removed from sites in the UK in 2010 and from all UK territories by 2013."
However, Wikileaks shows the Foreign Office informed the US on a loophole, which would mean the banned cluster bombs could still be stored there without the knowledge of MPs. The government’s attempts to delay the current proceedings that have yielded highly classified documents for public consumption have received a rebuttal out of court. The failed attempt to suppress the information out of court, a ’spin-off’ hope from the appeal court’s dismissal of the same case in May, has dented the coalition’s plans to restore confidence in the British Intelligence service who have been implicated in the torture of British citizens in Guantanamo and Afghanistan.

An official report of an interview with Omar Deghayes confirmed his testimony, that British Intelligence were complicit in his torture during interrogation at a US airbase in Afghanistan.

The report formally recognises Deghayes complaints that he suffered internal bleeding, and showed considered revulsion at Deghayes’ health visibly deteriorating during repeated visits to interrogate him in US custody, “Throughout the interview Deghayes expectorated rather disgustingly into a tissue as if he were still tubercular.
