REPORTING FROM SEOUL -- Japan’s response to the crisis at the Fukushima Daiichi nuclear power plant was flawed by poor communication and delays in releasing data on dangerous radiation leaks at the facility, which was struck by an earthquake-triggered tsunami on March 11, a government-appointed investigative panel has found.
The report attaches blame to both Japan’s central government as well as the utility that operates the plant -- the Tokyo Electric Power Co. -- depicting a scene of harried officials incapable of making decisions to stem radiation leaks as the situation at the coastal plant worsened in the days and weeks following the disaster.
The 507-page interim report, the product of interviews with hundreds of utility workers and government officials, said poor planning also worsened the disaster response, noting that authorities had grossly underestimated tsunami risks that followed the 9.0-magnitude earthquake.
The 40-foot-high tsunami that struck the plant was twice as tall as the highest wave predicted by officials. The erroneous assumption that the plant’s cooling system continued to function after the tsunami struck worsened the disaster, the report claimed.
The report, whose final version is due to be completed next year, also found that plant workers had no clear instructions on how to respond to such a disaster, causing miscommunications, especially when the disaster destroyed backup generators. Ultimately, the series of failures led to the worst nuclear catastrophe since Chernobyl.
Workers failed to immediately seek alternative sources of water to cool the overheating reactors because they assumed the system was working, even though numerous warning signs told them otherwise.
"This accident has taught us an important lesson on how we must be ready for a disaster," concluded the panel, headed by University of Tokyo professor emeritus Yotaro Hatamura.
The government also received its share of criticism after dangerous radioactivity leaked into the atmosphere, causing the evacuation of 80,000 nearby residents, most of whom have still not returned to their homes.
Fearing a national panic, Tokyo government ministries failed to relay critical information to the public, instead using language that attempted to lessen the severity of the evolving crisis, which included meltdowns at three of the plant’s reactors.
Following the March 11 earthquake and tsunami, then-Prime Minister Naoto Kan and his advisors had stationed themselves on the fifth floor of the prime minister's office, where they made key decisions in consultation with top ministers and Tepco officials. But the officials did not share information with other crucial ministries or even with the crisis-management headquarters set up in the basement of the office several floors below, the report said.
The panel also faulted government officials for delaying warnings on the spread of radiation in the region around the plant, unnecessarily exposing communities to exposure when they could have been immediately evacuated.
The panel recommended that the government and the utilities that run nuclear plants employ experts knowledgeable in assessing tsunami risks.
"The nuclear disaster is far from over," the report concluded.

Exclusive: Gulf Plague survivors being radiated

Corexit is not the only killer loose from the Gulf Operation, commonly called "BP's Oil Spill 2010." A new report by environmental attorney Stuart Smith emphasizes that radiation amounts from the Gulf oil gusher are larger than discussed. In an exclusive interview, head of Gulf Coast Barefoot Doctors, Delia Labarre reported that radiation poisoning signs are what suffering Gulf people typically exhibit.
Small traces of radioactivity can prove deadly.
Smith's report title reflects the Gulf state of affairs, "Chernobyl in the Gulf", an accurate term according to head of Gulf Barefoot Doctor, Delia LaBarre. For almost a year, LaBarre has been witnessing people with "Gulf Plague," also called "BP Flu," "BP Crud," or "Blue Plague." Most of them have radiation poisoning signs she said.
LaBarre has almost single-handedly provided approximately 300 Survival Kits to Gulf Plague victims over the past year.

Oil production produces radiation
Oil production releases radiation. Oil waste is ladened with radiation. These radioactive elements include but are not limited to radium, thorium and uranium, all now in the Gulf Region in unprecedented dangerous amounts according to Smith.
Radioactive elements are typically extracted from the ground with oil and gas and then separated from the fossil fuels, all part of the daily production process to make the array of oil-based goods westerners use daily, from plastic to car fuel.
"Once the NORM [naturally occurring radioactive materials] is extracted, it is flushed directly back into the ocean in the waste-stream byproduct known as produced water. Their discharge into the Gulf of Mexico has been a daily reality since the 1950s – but the amount that was released into the water from the runaway Macondo Well is unprecedented."
Even a small amount of radioactive material can have a devastating impact on humans unfortunate enough to come into direct contact with it according to Smith.
Ground Zero workers familiar with radiation poisoning signs
"Reports of unexplained health problems are soaring... [f]rom flu-like symptoms to blindness to intense chest pain to severe sinus inflammation, people across the Gulf region are reporting debilitating illnesses in the wake of the spill."
Radiation poisoning symptoms include: neurological problems such as memory loss; headaches and balance problems; seizures; stomach and digestive problems such as diarrhea; sweating; dizziness; nosebleeds and bleeding from ears, rectum and urinary tract; trouble sleeping; and rashes or skin irritations.
"We've had reports on all these symptoms," LaBarre reported Friday. "They've been well documented."
Most people have assumed that Corexit has been the cause of the illnesses, but, LaBarre said that these "very well may be caused by radiation exposure, as Smith says," adding, "This information has definitely been covered up."
Smith's report was partially based on Dr. Chris Busby's research project.
As Dupré reported after the untimely death of oil guru Matt Simmons, "Heeding his call for evacuation soon after the explosion would have helped prevent ongoing chemical and radiation poisoning of thousands of children and adults now being poorly treated. The Fukushima explosion is the worst nuclear disaster in Japan since World War II. This situation comes on the heels of—not one, but two—natural disasters, and the in the midst of this crisis, questions undoubtedly arise about the safety of radiation exposure.

How To Remove Radioactive Iodine-131 From Drinking Water

The Environmental Protection Agency recommends reverse osmosis water treatment to remove radioactive isotopes that emit beta-particle radiation. But iodine-131, a beta emitter, is typically present in water as a dissolved gas, and reverse osmosis is known to be ineffective at capturing gases.
A combination of technologies, however, may remove most or all of the iodine-131 that finds its way into tap water, all available in consumer products for home water treatment.
First, the standard disclaimers: Every government agency involved in radiation monitoring—the EPA, FDA, USDA, NRC, CDC, etc.—has stressed that the radiation now reaching the United States has been found at levels thousands of times lower than standards of health concern. When it found iodine-131 in drinking water samples from Boise, Idaho and Richland, Washington this weekend, the EPA declared:
An infant would have to drink almost 7,000 liters of this water to receive a radiation dose equivalent to a day’s worth of the natural background radiation exposure we experience continuously from natural sources of radioactivity in our environment.”
But not everyone accepts the government’s reassurances. Notably, Physicians for Social Responsibility has insisted there is no safe level of exposure to radionuclides, regardless of the fact that we encounter them naturally:
There is no safe level of radionuclide exposure, whether from food, water or other sources. Period,” said Jeff Patterson, DO, immediate past president of Physicians for Social Responsibility. “Exposure to radionuclides, such as iodine-131 and cesium-137, increases the incidence of cancer. For this reason, every effort must be taken to minimize the radionuclide content in food and water.”

No matter where you stand on that debate, you might be someone who simply prefers not to ingest anything that escaped from a damaged nuclear reactor. If so, here’s what we know:
Reverse Osmosis
The EPA recommends reverse osmosis water treatment for most kinds of radioactive particles. Iodine-131 emits a small amount of gamma radiation but much larger amounts of beta radiation, and so is considered a beta emitter:
Reverse osmosis has been identified by EPA as a “best available technology” (BAT) and Small System Compliance Technology (SSCT) for uranium, radium, gross alpha, and beta particles and photon emitters. It can remove up to 99 percent of these radionuclides, as well as many other contaminants (e.g., arsenic, nitrate, and microbial contaminants). Reverse osmosis units can be automated and compact making them appropriate for small systems.

However, EPA designed its recommendations for the contaminants typically found in municipal water systems, so it doesn’t specify Iodine-131 by name. The same document goes on to say, “Reverse osmosis does not remove gaseous contaminants such as carbon dioxide and radon.”
Iodine-131 escapes from damaged nuclear plants as a gas, and this is why it disperses so quickly through the atmosphere. It is captured as a gas in atmospheric water, falls to the earth in rain and enters the water supply.
This is what happened in Boise, Idaho, where iodine-131 was found in rainwater samples last week and then in drinking water samples a few days later.
Reverse osmosis works by forcing water through material with very tiny pores—as tiny as .0001 microns—so that almost nothing except water emerges on the other side. Almost nothing.
“Dissolved gases and materials that readily turn into gases also can easily pass through most reverse osmosis membranes,” according to the University of Nevada Cooperative Extension. For this reason, “many reverse osmosis units have an activated carbon unit to remove or reduce the concentration of most organic compounds.”
Activated Carbon
That raises the next question: does activated carbon remove iodine-131? There is some evidence that it does. Scientists have used activated carbon to remove iodine-131 from the liquid fuel for nuclear solution reactors. And Carbon air filtration is used by employees of Perkin Elmer, a leading environmental monitoring and health safety firm, when they work with iodine-131 in closed quarters. At least one university has adopted Perkin Elmer’s procedures.
Activated carbon works by absorbing contaminants, and fixing them, as water passes through it. It has a disadvantage, however: it eventually reaches a load capacity and ceases to absorb new contaminants.
Ion Exchange
The EPA also recommends ion exchange for removing radioactive compounds from drinking water. The process used in water softeners, ion exchange removes contaminants when water passes through resins that contain sodium ions. The sodium ions readily exchange with contaminants.
Ion exchange is particularly recommended for removing Cesium-137, which has been found in rain samples in the U.S., but not yet in drinking water here. Some resins have been specifically designed for capturing Cesium-137, and ion exchange was used to clean up legacy nuclear waste from an old reactor at the Department of Energy’s Savannah River Site.
Triple Threat
The best solution may be the one used routinely to treat water at the Savannah River Site. The process combines activated carbon, reverse osmosis, and ion exchange. If one doesn’t get the iodine-131, two others have a chance to capture the radiation through other means.
And that may be the best solution for the average drinker of tap water as well.
Vegetable Contamination
Once you have access to cleaned water, be sure to use it to wash your vegetables. The FDA has not yet begun monitoring U.S. produce for radiation because, the agency says, there is not yet a radiation threat here. The Chinese have been monitoring vegetables, and they’ve urged their citizens to wash their spinach:
The Ministry of Health also issued a statement Wednesday evening saying trace levels of radioactive isotope iodine-131 had been found in spinach planted in the open fields within the three regions.
It is has been proven that washing the spinach with water can effectively remove radioactive materials, the Health Ministry said.
It is believed that recent rains in these regions helped drop the radioactive iodine from the air to the ground, and the radioactive materials fell onto the surface of the spinach, the ministry said.”

Tokyo (CNN) -- A brief video clip released Saturday captures the massive tsunami that crippled Japan's Fukushima Daiichi power plant, showing the wall of water that slammed into the facility and created an ongoing crisis.
The video shows the giant wave generated by the historic March 11 earthquake crashing over the plant's seawall and engulfing the facility, with one sheet of spray rising higher than the buildings that house the plant's six reactors. Tokyo Electric Power, the plant's owner, told reporters the wall of water was likely 14 to 15 meters (45 to 48 feet) higher than normal sea levels -- easily overwhelming the plant's 5-meter seawall.
The footage was was shot from high ground about 900 meters south of the plant by a worker who evacuated before the tsunami hit, the Tokyo Electric Power Company said in releasing the six-second clip.
Photos released by the company showed shattered windows, scattered papers and dangling ceiling tiles throughout the plant's now-empty office annex. Two workers were killed in the basement of the No. 4 reactor's turbine plant when the tsunami struck, and their bodies were recovered only last week.
The tsunami knocked out generators and pumps needed to cool the plant's three operating reactors following the magnitude 9 earthquake, leaving engineers struggling to prevent a bigger disaster as those units radioactive cores overheated. In response to the quake, Japanese regulators issued tougher standards for emergency power at nuclear plants Saturday.
Power stations will be required to have two diesel generators as backup power for each reactor unit, said Hidehiko Nishiyama, the chief spokesman for Japan's Nuclear and Industrial Safety Agency. Current regulations require only one generator per unit.
At the plant, workers are beginning to lay ground-level pipes between the reactor units and the radioactive waste treatment facility where engineers hope to pump the contaminated water that has been building up, Sakae Muto, the head of the utility's nuclear power division, said Saturday.
Workers have been pouring hundreds of tons of water a day into the reactors in an effort to keep them cool until normal circulation systems can be restored. The No. 2 reactor is believed to be leaking highly radioactive water, some of which had been spilling into the Pacific until Wednesday, while flooded basements in the turbine plants of all three units are making it impossible to restore power, company officials said.
And engineers have been adding nitrogen into the primary containment shell around reactor No. 1, a move aimed at countering a buildup of flammable hydrogen in the unit. The inert nitrogen displaces oxygen that could fuel an explosion, like the hydrogen blast that blew apart the buildings surrounding units 1 and 3 in the days following the earthquake.
Hydrogen buildup is a symptom of damaged fuel rods in the cores of the reactors. But Tokyo Electric has called the chances of another explosion "extremely low." And new equipment allowed engineers to raise the concentration of nitrogen from 98 percent to 99 percent Saturday, Nishiyama said.
Workers returned to the plant Friday following a magnitude 7.1 aftershock late Thursday night that forced them to evacuate for about eight hours, Japanese authorities said. The aftershock is not believed to have inflicted any further damage to the plant, Tokyo Electric and the safety agency reported Friday.

More U.S. states find traces of radiation from Japan

(CNN) -- Colorado and Oregon have joined several other Western states in reporting trace amounts of radioactive particles that have likely drifted about 5,000 miles from a quake and tsunami-damaged nuclear power plant in Japan, officials say.
But, on a portion of its website dedicated to tracking such radiation, the Environmental Protection Agency noted Wednesday that these and other readings "show typical fluctuation in background radiation levels" and -- thus far -- "are far below levels of concern."
Sampling from a monitor in Colorado -- part of a national network of stations on the lookout for radioactivity -- detected miniscule amounts of iodine-131, a radioactive form of iodine, the state's public health and environmental department said Wednesday in a press release.
On the same day in Portland, Oregon, tiny quantities of iodine-131 were also detected by an Environmental Protection Agency air monitor, Oregon public health officials said.
Small amounts of radioactive material were detected Wednesday, too, in Hawaii -- just as they had a day earlier, according to the EPA. But while they were above the historical and background norm, the levels weren't considered harmful to human health.
Washington and California previously reported low levels of radioactive isotopes that likely came from Japan's Fukushima Daiichi nuclear power plant, which has been releasing radioactive particles into the air since its cooling and other systems were damaged by a 9.0-magnitude earthquake and massive tsunami on March 11. Efforts continued Thursday to cool down the spent nuclear fuel rods, prevent a further meltdown of the plant's six reactor cores and curb the release of additional radioactive material.
Sampling of these radioactive particles from these various monitors will be further analyzed at the EPA's national lab.
Still, right now, U.S. health officials have emphasized that, at about 5,000 miles from the plant, the West Coast is unlikely to see any dangerous levels of radiation regardless of what happens in Japan. Radioactive particles disperse in the air, thus there is less of a hazard the farther away you are.
"Our finding is consistent with findings in Washington and California. We have expected to find trace amounts of the isotopes released from the Japanese plant. There is no health risk," Gail Shibley, administrator of Oregon's Office of Environmental Public Health, Oregon Public Health Division, said in a statement.
Besides the Hawaii readings, the Environmental Protection Agency has found trace amounts of radioactive iodine, cesium and tellurium at four RadNet air monitor filters on the West Coast -- three in California and one in Washington. These levels are consistent with what a U.S. Department of Energy monitor found last week, the EPA said Monday.
Americans typically get exposure to radiation from natural sources such as the sun, bricks and rocks that are about 100,000 times higher than what has been detected in the United States.

Does anyone really know what is going on at the Fukushima nuclear complex? When problems at the facility first surfaced, authorities promised that no significant amounts of radiation would be released. Then we were told that only those living within 20 kilometers of the complex needed to take precautions. After that we were told that radiation was showing up in many different types of vegetables all over northern and central Japan but that it was not a major concern. Now we are being told that the tap water in Tokyo is unsafe for infants to drink. So what are they going to tell us next? Should residents of Tokyo be preparing for massive radiation exposure from this disaster? Tokyo is only 150 miles away from the Fukushima nuclear complex. If a worst case scenario plays out at Fukushima, exactly what would that mean for the over 30 million people that live in and around Tokyo?Does anyone really know what is going on at the Fukushima nuclear complex?
