KAUKAUNA —Kaukauna Area School District projects $1.5 million surplus after contract changes to health care and retirement savings.
“When (Act 10) was being passed, there was so much misinformation about how this bill would hurt schools,” Steineke wrote. ‘But, as time has passed, it is becoming clearer that this bill gives schools the tools they need to create a better learning environment for the children of Wisconsin.”
As changes to collective bargaining powers for public workers take effect today, the Kaukauna Area School District is poised to swing from a projected $400,000 budget shortfall next year to a $1.5 million surplus due to health care and retirement savings.
The Kaukauna School Board approved changes Monday to its employee handbook that require staff to cover 12.6 percent of their health insurance and to contribute 5.8 percent of their wages to the state’s pension system, in accordance with the new collective bargaining law, commonly known as Act 10.
“These impacts will allow the district to hire additional teachers (and) reduce projected class sizes,” School Board President Todd Arnoldussen wrote in a statement Monday. “In addition, time will be available for staff to identify and support students needing individual assistance through individual and small group experiences.”
The district anticipates that elementary class size projections for next year will shrink from 26 students to 23 students. Class sizes for River View Middle School are expected to fall from 28 students to 26 students.
Kaukauna High School classes could be reduced from 31 students to 25 students.
The new rules and updated operating budget also institute $300,000 in merit pay for staff next year, to be awarded at the school board’s discretion.

MADISON, Wis. - Wisconsin Democrats delivered a petition Monday with enough signatures to recall a third Republican state senator who voted to strip most of public employees' collective bargaining rights.
Ann Schmidt, organizer for the committee to recall Sen. Luther Olsen of Ripon, submitted about 24,000 signatures to the state Government Accountability Board. If the board finds at least 14,733 signatures are valid, officials would call a recall election six weeks from the date of certification.
The board has 31 days to review the signatures, but it will ask a court to extend the review period to accommodate extensions to challenges and petitions from other recall committees. No petitions have been filed against any Democratic senators so far.
Olsen was not initially seen as one of the more vulnerable Republicans. He ran unopposed in 2008 and lives in a Republican-leaning district. But Schmidt, 56, said Olsen's support of the collective bargaining bill pushed by Gov. Scott Walker was a "tipping point" for many residents.
"Yes, collective bargaining is the big issue, that's a huge issue," Schmidt said. "But giving tax breaks to the wealthy at the same time that you're breaking the backs of the middle class and the lower class, that's uncalled for. That's unjustified. That's not in the spirit of Wisconsin."
Walker signed the bill March 10, but it has been on hold while it's tied up in the courts.
Olsen could not be reached for comment, but previously defended his vote on the bill, saying most of it was good state policy.
"If I would have voted no for that bill, (the recalls) probably would have went away, but that was not the right decision," Olsen said. "I know that by voting yes, that would keep the recall effort going. It may have happened even if I had voted no to the bill."
Democrats also submitted signatures this month to recall Republican Sens. Dan Kapanke of La Crosse and Randy Hopper of Fond du Lac. Hopper's campaign manager Jeff Harvey said they'll challenge some signatures on the basis that they were collected based under false pretenses. Kapanke's campaign is challenging the entire petition, saying the organizers failed to properly register with election officials.
Five other Republicans and eight Democrats are also being targeted for recall for their opposition or support of the budget repair bill. However, time is running out for the recall groups. Late on Friday, March 25, Gov. Scott Walker and his administration claimed that their union-busting bill was now law, even though a judge had issued a temporary restraining order preventing it from taking effect just a week before.
Citing a dubious standard, the Walker administration said the publication of the law by the Legislative Reference Bureau made the whole thing legit.
And the Walker administration says it’s already in the process of enforcing the law.
The outcry was loud and instantaneous over the weeke
This latest power grab by Governor Walker and his allies is a naked assault on Wisconsin’s democratic institutions,” said Robert Kraig, Executive Director of Citizen Action of Wisconsin. “It should be clear to all fair minded people, no matter what their position on collective bargaining rights, that enacting dramatic change in Wisconsin law in direct violation of a court order, and creating mass confusion about whether the law is in effect or not, is an act of treachery against our basic civic structures. Governor Walker and his allies have violated their oaths of office, and made a mockery of Wisconsin’s proud tradition of open and democratic government.”
“This is not the Wisconsin I know,” said Phil Neuenfeldt, President of the Wisconsin State AFL-CIO. “Once again Scott Walker and his Republican majority have used illegal backdoor maneuvers to ram through a deeply unpopular bill attacking Wisconsin families. On Tuesday morning at the Dane County courthouse, there will be a hearing on the legality of the law. Judge Maryann Sumi will be presiding. She’s the judge who imposed the restraining order on the grounds that the Republican legislature likely violated the state open meetings law when it railroaded the bill through committee on March 9. Next for Wisconsin aside from one ruling Party is the Right to govern his people with force and by the gun barrel, just like Panamanian strongman General Manuel Noriega.
The Republican establishment is acting more like a Dictatorship of governing than allowing people to voice their concerns. Really soon here in America if Republicans take over the country by force your rights will be history and we will be living just like North Korea with no rights, and if you voice your concerns… to the gallows!!

MADISON, Wis. — The Wisconsin law taking away collective bargaining rights that a court had ordered not to be published by the secretary of state has been published instead by the Legislative Reference Bureau.
The action was noted on the Legislature's home page Friday. It's not immediately clear whether the publication has the force of law. But if legally published, the law takes effect Saturday.
A judge last week issued a temporary restraining order blocking Secretary of State Doug La Follette from publishing the law.
But the Reference Bureau says it's required to publish every new law within 10 working days after it's signed by the governor.
Gov. Scott Walker signed the collective bargaining measure March 11.

They berate Susan Sarandon for showing up to support the protests. Old, ugly, "I thought she was dead". Well, you folks on the other side aren't exactly runway models either.
