If the war against unions has reached a tipping point, Wilma Smith is among those determined to rebalance the scales.
The 58-year-old assembler at the General Electric plant in West Burlington, Iowa, was called back to work in September.
She had been on layoff since 2007 from the non-union factory, which makes electrical switch gears for municipalities and energy-hungry factories, hospitals, and call centers. “You know how you have a fuse box in your house?” she asks. “These are like fuse boxes for a city,” the size of a refrigerator.
But the job came with new terms: a 50 percent pay cut—she’d now make $12 an hour. No health care coverage when she retired. And no chance she’d get the $5,000 bonus GE’s union workers won in last year’s national contract.
“You know what the deal is, so I don’t want to hear any complaining,” the manager at the 150-worker plant told her at orientation.
Six months later Smith is a leader in the Electrical Workers (IUE-CWA) organizing committee that’s expecting a Labor Board election in April.
The campaign was buoyed by a successful January vote at a GE factory that refurbishes locomotive motors in Kansas City, Missouri, the first GE plant to go union in a decade.
Success breeds success, and organizing is now under way in several other locations. “As soon as they heard the workers in Kansas City won, another group called us up immediately,” said Mike Knox, an Electrical Workers (IBEW) organizer involved in the Missouri win.
The organizing is a glimmer of hope against a dark backdrop for manufacturing unions struggling to maintain jobs and decent standards. Their efforts are further stymied by recent actions of the Obama administration, which seems to support the notion that low wages are the answer to globalization and runaway shops.

— Japan acknowledged Tuesday that it was unprepared for a severe nuclear accident like the tsunami-generated Fukushima disaster and said damage to the reactors and radiation leakage were worse than it previously thought.
In a report being submitted to the United Nations' nuclear watchdog agency, the government also acknowledged reactor design inadequacies and a need for greater independence for the country's nuclear regulators.
The report says the nuclear fuel in three reactors probably melted through the inner containment vessels, not just the core, after the March 11 earthquake, and the tsunami knocked out the Fukushima Daiichi nuclear plant's power and cooling systems. Fuel in the Unit 1 reactor started melting hours earlier than previously estimated.
The 750-page report, compiled by Japan's nuclear emergency task force, factors in a preliminary evaluation by a team from the International Atomic Energy Agency and was to be submitted to the IAEA as requested.
"In light of the lessons learned from the accident, Japan has recognized that a fundamental revision of its nuclear safety preparedness and response is inevitable," the report says. It also recommends a national debate on nuclear power.
The report says the "inadequate" basic reactor design — the Mark-1 model developed by General Electric — included the venting system for the containment vessels and the location of spent fuel cooling pools high in the buildings, which resulted in leaks of radioactive water that hampered repair work.
GE declined to comment on the specific conclusions of the report.
Hundreds of plant workers are scrambling to bring the crippled reactors to a "cold shutdown" by early next year and end the crisis. The accident has forced more than 80,000 residents to evacuate from neighborhoods around the plant.Los Angeles Times...

U.S. Sees Array of New Threats at Japan’s Nuclear Plant

United States government engineers sent to help with the crisis in Japan are warning that the troubled nuclear plant there is facing a wide array of fresh threats that could persist indefinitely, and that in some cases are expected to increase as a result of the very measures being taken to keep the plant stable, according to a confidential assessment prepared by the Nuclear Regulatory Commission.
Among the new threats that were cited in the assessment, dated March 26, are the mounting stresses placed on the containment structures as they fill with radioactive cooling water, making them more vulnerable to rupture in one of the aftershocks rattling the site after the earthquake and tsunami of March 11. The document also cites the possibility of explosions inside the containment structures due to the release of hydrogen and oxygen from seawater pumped into the reactors, and offers new details on how semimolten fuel rods and salt buildup are impeding the flow of fresh water meant to cool the nuclear cores.
In recent days, workers have grappled with several side effects of the emergency measures taken to keep nuclear fuel at the plant from overheating, including leaks of radioactive water at the site and radiation burns to workers who step into the water. The assessment, as well as interviews with officials familiar with it, points to a new panoply of complex challenges that water creates for the safety of workers and the recovery and long-term stability of the reactors.
While the assessment does not speculate on the likelihood of new explosions or damage from an aftershock, either could lead to a breach of the containment structures in one or more of the crippled reactors, the last barriers that prevent a much more serious release of radiation from the nuclear core. If the fuel continues to heat and melt because of ineffective cooling, some nuclear experts say, that could also leave a radioactive mass that could stay molten for an extended period.
The document, which was obtained by The New York Times, provides a more detailed technical assessment than Japanese officials have provided of the conundrum facing the Japanese as they struggle to prevent more fuel from melting at the Fukushima Daiichi plant. But it appears to rely largely on data shared with American experts by the Japanese.
Among other problems, the document raises new questions about whether pouring water on nuclear fuel in the absence of functioning cooling systems can be sustained indefinitely. Experts have said the Japanese need to continue to keep the fuel cool for many months until the plant can be stabilized, but there is growing awareness that the risks of pumping water on the fuel present a whole new category of challenges that the nuclear industry is only beginning to comprehend.
The document also suggests that fragments or particles of nuclear fuel from spent fuel pools above the reactors were blown “up to one mile from the units,” and that pieces of highly radioactive material fell between two units and had to be “bulldozed over,” presumably to protect workers at the site. The ejection of nuclear material, which may have occurred during one of the earlier hydrogen explosions, may indicate more extensive damage to the extremely radioactive pools than previously disclosed.
David A. Lochbaum, a nuclear engineer who worked on the kinds of General Electric reactors used in Japan and now directs the nuclear safety project at the Union of Concerned Scientists, said that the welter of problems revealed in the document at three separate reactors made a successful outcome even more uncertain.
“I thought they were, not out of the woods, but at least at the edge of the woods,” said Mr. Lochbaum, who was not involved in preparing the document. “This paints a very different picture, and suggests that things are a lot worse. They could still have more damage in a big way if some of these things don’t work out for them.”

TOKYO — Japanese officials continued to battle a spreading contamination problem at the Fukushima nuclear complex on Sunday, saying that water pooling inside one of its reactors and the seawater just outside the plant were showing sharply increased levels of radiation.

The developments came after the world’s chief nuclear inspector said that Japan was “still far from the end of the accident” that struck the plant, which continues to spew radiation into the atmosphere and the sea. Yukiya Amano, the director general of the International Atomic Energy Agency, acknowledged that the authorities were still unsure about whether the reactor cores and spent fuel were covered with the water needed to cool them and end the crisis.
Mr. Amano, taking care to say that he was not criticizing Japan’s response under extraordinary circumstances, said, “More efforts should be done to put an end to the accident.”
More than two weeks after a devastating earthquake and tsunami, he cautioned that the nuclear emergency could still go on for weeks, if not months, given the enormous damage to the plant.
His concerns were underscored on Sunday when officials in Japan announced higher levels of radiation in pools of water at the facility’s stricken reactors.
The Nuclear and Industrial Safety Agency said that water seeping out of the crippled No. 2 reactor building into the adjacent turbine building contained levels of radioactive iodine 134 that were about 10 million times the level normally found in water used inside nuclear power plants.
The higher levels may suggest a leak from the reactor’s fuel rods — from either the suppression chamber under the rods or various piping — or even a breach in the pressure vessel that houses the rods, the Japanese nuclear regulator said.
Tetsuo Iguchi, a professor in the department of quantum engineering at Nagoya University, said that at that level of radiation, workers would be able to remain on site for only about 15 minutes before health considerations required them to leave, further complicating work.
“First, Tokyo Electric has to figure out where the leak is coming from,” he said, “then they’ve got to isolate the water somehow. It’s a difficult task.”
Tests also found increased levels of radioactive cesium, a substance with a longer half-life, the Japanese safety agency said.
“Because these substances originate from nuclear fission, there is a high possibility they originate from the reactor,” said Hidehiko Nishiyama, the agency’s deputy director-general, at a news conference. He said that it was likely that radiation was leaking from the pipes or the suppression chamber, and not directly from the pressure vessel, because water levels and pressure in the vessel were relatively stable.
Mr. Nishiyama also said that radioactive iodine in seawater just outside the plant had risen to 1,850 times the usual level on Sunday, up from 1,250 on Saturday.
“Radiation levels are increasing and measures need to be taken,” he said, but added that he did not think there was need to worry about high levels of radiation immediately escaping the plant.
Yukio Edano, the chief cabinet secretary, said he did not think the pressure vessel, which cases the fuel rods, was broken at the No. 2 reactor. He said pressure levels inside the reactor remained higher than atmospheric pressure, suggesting that there was no breach.
“I don’t think the container is breached, but there is a possibility the water is coming from somewhere inside the reactor,” he said. “We want to find out as quickly as possible where the highly radioactive water is leaking from, and take measures to deal with it,” Mr. Edano said on a live interview on the public broadcaster, NHK, early Sunday.
Naoto Sekimura, a professor of engineering at the University of Tokyo, told NHK on Sunday that information suggested that the No. 2 unit at Fukushima was leaking significantly more radiation that the No. 1 unit or the No. 3 unit.
“The No. 2 unit’s suppression pool, which connects to the containment building, is damaged, so its ability to contain radiation has been compromised,” Mr. Sekimura said. “They’ve got to find the source of the leak.”
Separately, the I.A.E.A., citing data from the Japanese authorities, reported that two of three workers who were exposed to radioactive water on Saturday suffered “significant skin contamination over their legs.”
“The Japanese authorities have stated that during medical examinations carried out at the National Institute of Radiological Sciences in the Chiba Prefecture, the level of local exposure to the workers’ legs was estimated to be between 2 and 6 sieverts,” the I.A.E.A. said on its Web site.
“While the patients did not require medical treatment, doctors decided to keep them in hospital and monitor their progress over coming days.”
The elevated levels of radiation at and around the Fukushima plant will require careful monitoring of seafood in Japan, said Kimberlee J. Kearfott, a professor of nuclear engineering and radiological sciences at the University of Michigan.
“It is extremely important that seafood be carefully monitored,” she said in an e-mail. “This is because many of the radionuclides are concentrated in the environment,” she added. “For example, iodines are concentrated in kelp (a Japanese food, seaweed) and shrimp.
“Iodines, cesium and strontium are concentrated in other types of seafood,” she continued. “Fish can act like tea or coffee presses. When you push down the plungers, the grounds all end up on one side. In this case, that is the fish.”
She said an example of this phenomenon occurred after the Chernobyl disaster, when specific radionuclides were concentrated far away in Norwegian lichens. Reindeer ate the lichens, concentrating it again, a danger to the native peoples whose diet includes a large amount of reindeer meat.

Japanese gov't criticizes nuke plant operator
Officials admonish missteps at Fukushima plant, demand greater transparency from company as workers struggle to contain radiation

SENDAI, Japan - Japan's government revealed a series of missteps by the operator of a radiation-leaking nuclear plant on Saturday, including sending workers in without protective footwear in its faltering efforts to control a monumental crisis.
The U.S. Navy, meanwhile, rushed to deliver fresh water to replace corrosive salt water now being used in a desperate bid to cool the plant's overheated reactors.
Government spokesman Yukio Edano urged Tokyo Electric Power Co. to be more transparent, two days after two workers at the tsunami-damaged Fukushima Dai-ichi plant suffered skin burns when they stepped in water that was 10,000 times more radioactive than levels normally found near the reactors.
"We strongly urge TEPCO to provide information to the government more promptly," Edano said.
The Nuclear and Industrial Safety Agency, or NISA, said TEPCO was aware there was high radiation in the air at one of the plant's six units several days before the accident. And the two workers injured were wearing boots that only came up to their ankles — hardly high enough to protect their legs, agency spokesman Hidehiko Nishiyama said.
"Regardless of whether there was an awareness of high radioactivity in the stagnant water, there were problems in the way work was conducted," Nishiyama said.
NISA warned TEPCO to improve and ensure workers' safety, and TEPCO has taken measures to that effect, Nishiyama said, without elaborating.
TEPCO spokesman Hajime Motojuku declined to comment.
The government's admonishments came as workers at the plant struggled to stop a troubling rise in radioactivity and remove dangerously contaminated water from the facility, which has been leaking radiation since a massive earthquake and tsunami on March 11 knocked out the plant's key cooling systems. Officials have been using seawater to try to cool the plant, but fears are growing that the corrosive salt in the water could further damage the machinery inside the reactor units.
TEPCO is now rushing to inject the reactors with fresh water instead, and to begin extracting the radioactive water, Nishiyama said.
Defense Minister Yoshimi Kitazawa said late Friday that the U.S. government had made "an extremely urgent" request to switch to fresh water. He said the U.S. military was sending water to nearby Onahama Bay and that water injections could begin in the next few days.
The U.S. 7th Fleet confirmed that barges loaded with 500,000 gallons of fresh water supplies were on their way.
The situation at the crippled complex remains unpredictable, Edano said Saturday, adding that it would be "a long time" until the crisis ends.
"We seem to be keeping the situation from turning worse," he said. "But we still cannot be optimistic."

Tokyo (CNN) -- Authorities in Japan raised the prospect Friday of a likely breach in the all-important containment vessel of the No. 3 reactor at the stricken Fukushima Daiichi nuclear power plant, a potentially ominous development in the race to prevent a large-scale release of radiation.
Contaminated water likely seeped through the containment vessel protecting the reactor's core, said Hidehiko Nishiyama of the Japan Nuclear and Industrial Safety Agency.
Three employees working near the No. 3 reactor Thursday stepped into water that had 10,000 times the amount of radiation typical for a nuclear plant, Nishiyama said. An analysis of the contamination suggests "some sort of leakage" from the reactor core, signaling a possible break of the containment vessel that houses the core, he said.
The workers have been hospitalized and work inside the reactor building has been halted, according to the agency.
Work inside two other reactor buildings also had to stop and workers had to be pulled back Friday after the discovery of high levels of radiation in water at those locations, a Tokyo Electric Power Company official said Saturday. Water is still being pumped into the containment vessels, the utility official said.
Nuclear power experts cautioned against reading too much into the newest development, saying the workers exposed to radioactive water might not suffer injuries any more serious than a sunburn.
Moreover, evidence of radioactivity in the water around the plant is not necessarily surprising given the amount of water sprayed onto and pumped into the reactors, said Ian Hutchinson, professor of nuclear science and engineering at the Massachusetts institute of Technology.
"I am not particularly alarmed," he said.
The reactor thought to be leaking contaminated water is the same one cited in the dramatic evacuation last week of a small crew of workers who had stayed behind after the plant's owner pulled most employees from the area. The workers were pulled back March 16 after white smoke began billowing from the reactor and radiation levels spiked.
At the time, the Japanese nuclear safety agency said it suspected damage to No. 3's containment vessel, but a government spokesman the next day said there had been no indication of a "major breach of containment."
That reactor is of particular concern, experts have said, because it is the only one at the plant to use a combination of uranium and plutonium fuel, called MOX, that is considered to be more dangerous than the pure uranium fuel used in other reactors.
Plant workers were also carefully watching the plant's No. 1 reactor, concerned that an increase in pressure noted inside that reactor could be a troublesome sign. Earlier, buildups of hydrogen gas had driven up pressure that led to explosions at three of the nuclear plant's reactors, including the No. 1 unit.
Nishiyama conceded that "controlling the temperature and pressure has been difficult" for that reactor, which on Friday had been declared stable.
The hospitalized employees were working to reconnect power to the No. 3 reactor building when they encountered water that was about 5 inches (15 centimeters) deep. Water rushed over the boots of two workers, who may have received what is called a "beta burn." The third worker had taller boots but was hospitalized as a precaution, according to Nishiyama.
The men were exposed to the water for 40 to 50 minutes, said Tokyo Electric, which owns the plant. The workers may have ignored alarms on devices intended to measure radiation levels, believing the readings to be wrong, said the International Atomic Energy Agency, citing Japanese authorities.
The two workers whose skin was exposed to the contaminated water had the highest levels of radiation recorded so far, the power company said.
One, in his 30s, was exposed to 180.7 millisieverts and the other, in his 20s, tested at 179.37 millisieverts.
Nishiyama said the third man -- who was exposed to 173 millisieverts but at first did not go to the hospital because his boots were high enough to prevent water from touching his skin -- has also gone to the same research hospital out of "an abundance of caution."

Oldest US nuclear reactor: a ‘disaster’ in waiting?

LACEY, New Jersey – A sleepy New Jersey town has popped onto people's radar screens because it has the oldest running nuclear power plant in the United States -- and, some say, the most dangerous.
Named for a Revolutionary War general, Lacey is the kind of American town that few from outside the seaside settlement knew much about before the earthquake and tsunami in Japan triggered a nuclear crisis.
Down the road from the 1950s-style diner and across from the bridge that locals use as a fishing pier stands the Oyster Creek nuclear plant.
It uses a GE Mark I Boiling Water reactor identical to those that lost power at Japan's Fukushima plant in the March 11 earthquake and then was struck by a tsunami that knocked out its backup generators, causing reactor cooling functions to fail.
US anti-nuclear activists and many residents of Lacey and surrounding Jersey shore townships worry that a similar nuclear disaster could happen at Oyster Creek, and it wouldn't need an earthquake or tsunami to trigger it.
Oyster Creek has been dogged by problems including a corroding liner in the carbon steel containment unit; leaks that allow radioactive tritium to seep into drinking water; and huge volumes of stocked spent fuel rods.
"We have 40 years of radiation on site -- two-and-a-half to three times more than in Japan," anti-nuclear activist Jeff Brown told AFP.
"You also have that tremendously stupid design to start with where the spent fuel rods are sitting on top of the reactor," he said, raising a fear among residents that the reactor could be an easy target for a terrorist attack.
"At the very least, we need a no-fly zone over Oyster Creek. We have a no-fly zone over Disney World but not here," said Peggi Sturmfels, a program organizer at the New Jersey Environmental Federation.
Oyster Creek is owned and operated by Exelon Corporation, which employs 700 people at the plant. The company disputes the charges by activists, insisting the reactor is safe.
"Nuclear power stations in general are the most hardened and well-protected industrial facilities in existence. Oyster Creek is no exception," Exelon spokesman Craig Nesbitt told AFP.
Half a million people live within what would be the evacuation zone if Oyster Creek were ever to have a radiation accident. In the summer, the population swells with beach-goers heading to the Jersey shore.
The town is 85 miles (137 kilometers) south of New York and 55 miles (88 kilometers) east of Philadelphia.
New Jersey is not in a seismically active zone but meteorologists say the coastal state is long overdue for a Category Five hurricane.
"One good storm surge, and Oyster Creek's backup generators are swamped. It's Japan all over again," Sturmfels said.
Nesbitt rejects such assessments, saying the plant is five miles (eight kilometers) off the Atlantic coast, protected by barrier islands, and 23 feet (seven meters) above sea level, far higher than the largest recorded storm tide of seven feet, in 1962.
He also said Oyster Creek "is constantly evaluated and improved," and that more than $1 billion has been spent on plant upgrades since operations began in 1969.
The Nuclear Regulatory Commission extended Oyster Creek's license for another 20 years in 2009.
The NRC not only gives out nuclear licenses but is the industry safety watchdog. That's a conflict of interest, say critics who liken the situation to the regulation of the oil industry prior to last year's devastating Gulf of Mexico oil spill.
Under pressure from state officials, Oyster Creek's license was rolled back to 10 years, and the plant is now due to close for good in 2019.
Even that's too late, say some residents.
"I don't like it. They should close it sooner," retiree Barbara Murrofsky told AFP as she shopped at a local hardware store.
"What's happening in Japan has made us more aware of the problems we have in our own backyard," she said. "There are so many people who live near here that an accident would be a major disaster. They should shut it down now."
But another local, Rick Gifford, looked philosophically at Oyster Creek.
"It's been running for 40 years with no problem, there's no reason it should start having problems now," he said.
Greg Auriemma, a lawyer for the Sierra Club environmental group, said Gifford's stance was not unusual in Lacey.
"There's a sense of complacency because while the plant has had a lot of negative publicity, no major disaster has occurred. So people look at it and say, 'It's been running for 40 years, what's the big deal?'"
But, Auriemma said, as Japan showed, one tragic event can dramatically change the situation. "There's a potential disaster that could happen right here in our backyard," he told AFP.
Last week, President Barack Obama ordered a "comprehensive review" of US nuclear safety and vowed to learn lessons from Japan's atomic accident.
The NRC on Wednesday launched its review of the nation's 24 US reactors, saying a full report and recommendations will be published in six months.
A federal court hearing a case brought in 2009 by environmental groups against the NRC on Monday asked the nuclear watchdog to advise if Japan's unfolding crisis impacted "the propriety" of renewing Oyster Creek's license.
On the same day, the NRC extended for 20 years the license of another Mark 1 reactor, in the state of Vermont.

Just as in the Chernobyl catastrophe almost 25 years ago when Soviet authorities denied the extent of radiation and downplayed the dire situation that was spiraling out of control, Japanese authorities spent the first week of the Fukushima crisis issuing conflicting and confusing reports. We were told that radiation levels were up, then down, then up, but nobody aside from those Japanese bureaucrats could verify the levels and few trusted their accuracy. The situation is under control, they told us, but workers are being evacuated. There is no danger of contamination, but stay inside and seal your doors.
The First Atomic Snow Job
The bureaucratization of horror into bland and reassuring pronouncements was to be expected, especially from an industry where misinformation is the rule. Although you might suppose that the nuclear industry's outstanding characteristic would be its expertise, since it's loaded with junior Einsteins who grasp the math and physics required to master the most awesomely sophisticated technology humans have ever created, think again. Based on the record, it's most outstanding characteristic is a fundamental dishonesty. I learned that the hard way as a grassroots activist organizing opposition to a scheme hatched by a consortium of nuclear utilities to park thousands of tons of highly radioactive fuel rods, like the ones now burning at Fukushima, in my Utah backyard.
Here's what I took away from that experience: the nuclear industry is a snake-oil culture of habitual misrepresentation, pervasive wishful thinking, deep denial, and occasional outright deception. For more than 50 years, it has habitually lied about risks and costs while covering up every violation and failure it could. Whether or not its proponents and spokespeople are dishonest or merely deluded can be debated, but the outcome—dangerous misinformation and the meltdown of honest civic discourse—remains the same, as we once again see at Fukushima.
Established at the dawn of the nuclear age, the pattern of dissemblance had become a well-worn rut long before the Japanese reactors spun out of control. In the early 1950s, the disciples of nuclear power, or the "peaceful atom" as it was then called, insisted that nuclear power would soon become so cheap and efficient that it would be offered to consumers for free. Visionaries that they were, they suggested that cities would be constructed with building materials impregnated with uranium so that snow removal would be unnecessary. Atomic bombs, they urged, should be used to carve out new coastal harbors for ships. In low doses, they swore, radiation was actually beneficial to one's health.
Such notions and outright fantasies, as well as propaganda for a new industry and a new way of war—even if laughable today—had tragic results back then. Thousands of American GIs, for instance, were marched into ground zero just after above-ground nuclear tests had been set off to observe their responses to what military planners assumed would be the atomic battlefield of the future. Ignorance, it turns out, is not bliss, and thousands of those soldiers later became ill. Many died young.
Unwary civilians who lived downwind of America's western testing grounds were also exposed to nuclear fallout and they, too, suffered horribly from a variety of cancers and other illnesses. Uranium miners exposed to radiation in the tunnels where they wrestled from the earth the raw materials for the nuclear age also became ill and died too soon, as did workers processing that uranium into weapons and fuel. Many of those miners were poor Navajos from my backyard in Utah where a new uranium boom, part of the so-called nuclear renaissance, was—before Fukushima—set to take shape.
