make it a requirement that at least one in ten school personnel (teachers, admin, heck, janitors) have clearance to carry weapons. Pay them a bit more. If you have 100 personnel make it known that 10 of them may be packing or have access to firearms at some hyper-secure location at the school.
Then make sure EVERYONE knows it - it's posted at the school entrance. Give it a euphemism - call weapon-certified school personnel "guardians" or something comforting - "Whatever Elementary has 14 Certified Guardians."
Make sure that those that carry do it concealed an never let their handguns leave their person.
Yeah it's not ideal - but we're NEVER going to prevent determined, pre-meditating soulless sociopaths like these guys today from getting into schools. But if people there are prepared they can stop it.
