A British police chief has recommended officers turn a blind eye to couples getting it on in public. Deputy Chief Constable Michael Cunningham, the chief in charge of lesbian, gay, bisexual and transgender issues, said police shouldn't become "moral arbiters" or risk alienating the gay community by arresting people who enjoy cottaging and dogging.

"In any event it is not for the police to take the role of moral arbiter, the police role is to ensure that any complaints are dealt with fairly and professionally and that where individuals are engaged in lawful activity they may do so safely," he said.

His comments were contained in a 21-page report, titled "Guidance on Policing Public Sex Environments", leaked to Police Review.

He also suggests police surf the net to get a better idea of how fans of cottaging and dogging like to enjoy themselves al fresco.

Just in case any policemen or women are swotting up on Current.com, some definitions:
Dogging: where previously unknown partners meet in public for sex.
Cottaging: when gay men meet in parks and toilets.

    • When I was young, urrrrrrrgggggh, dogging meant, don't get too close, and cottaging meant, well, looking for a house, maybe. Sex has gotten too complicated. I've given it up. I'll be sorry for this one.

      I am sure that most everyone has had dozens both beautiful and bizarre places out side of the bedroom to sexuality have fun.

      I DON'T believe in having an audience, no matter how sexy you are. (I bet men disagree)

      But something that people overlook. One time I got "caught" with my boyfriend. In a really odd location. The first question the officer asked, "Are you ok Miss?", then they made sure he didn't have weapons or was hurting me and left. They see alot of rape.

      Rape on a subway is usually not loud.
      Rape of a nature trail usually is never reported.
      Rape off the side of the road... you know where this is going.

      So, there are reasons for laws. We are crazy in love and do crazy things. But I don't want to be someone's peep show. But maybe I'm old fashioned.

    • I wish they wouldn't turn a blind eye to it, having to watch people practically sexing when you're trying to have an innocent picnic or play frisbee or something is not cool.

    • My question would be: Is sex in public against the law in England? If yes, the police have an obligation to enforce the laws. If we don't want to enforce a law, change it! Sounds to me like the police are fighting a losing battle and want to give up. Ahhh, that's right, 90% of public porn is exported from England.

    • Well the report makes sense, if there has been a complaint made by a member of the public, then the police should investigate. If the cops are just bored and stumble across a couple engaging in a PDA...well, leave 'em alone!

    • If there are people having sex in the middle of the street outside a school then the police have to get involved.

      If there are people having sex (for example) in a bush or in their car out of the view of people and are not upsetting or alarming them then its hard to see how the police need to get involved.

      The law in the UK as its stands says that if you are causing alarm, harassment or distress to anyone (any right minded person) by having sex then you can be prosecuted. But of course if people cant see what youre upto then the police cant get involved.

      The law used is the sexual offenses act 2003 has the offense of sexual activity in a public place where it is likely to cause harassment, alarm or distress. So if there are people around who could see easily and be bothered by your sexual behavior then you can be prosecuted under this act in the UK.

      There is also a section of the sexual offenses amendment bill that says you can't have sex in a public lavatory. That is what cottaging actually is. Its a British term for men meeting other men for sex in public toilets. In the past it happened because the law pushed men underground by risking prosecution for being open about their sexuality. This law is specifically designed to apply to this.

      The law is pretty common sense in the UK and seems to protect all concerned. The reforms to these laws have been made by the Labour government.

      If you ask people in London what they want the police to put time into. They will answer street crime, gun crime, violent behavior in the street and on public transport reducing quality of life. I think the idea of going out specifically to bust people engaging in discrete sexual activity in places where perhaps on balance they shouldnt would be viewed by most as a waste of their time and our money.

      A mate of mine is a policeman who frequently ignores couples having sex in carparks in cars as they have more important business attending murder scenes and robberies. The only time they have reprimanded a couple was when they were having sex in a bus stop in a busy street outside a nightclub in central London. In this case they simply gave them a telling off and moved them on.

      I want the police to protect all our interests and not to wander around with a copy of the bible in one hand and a Daily Mail in the other.

    • The reason for it is kinda stupid. But, it makes sense that the police should be doing something better than busting people for minor actions/offenses.

      Now Children see to the left.... "cottaging and dogging" in it's natural habitat, it routinely happens in parks and other public places, and children, it's perfectly OK.

      Don't be afraid, it just looks painful, awkward, and strange, but some of you will grow up and want to do this yourselves....

    • First of all, what's up with equating homosexuality and public sex? I'm fairly certain there have been plenty of straight people caught having sex in public as well.

      That being said...I'd personally prefer not to run across people having sex in public (awkward much?) but it isn't like it would scar someone for life.

      In America we still have laws. Thankfully, as not all sex is wanted by both. Rape occurs. It's not always loud or obvious, when weapons or threat is involved.

    • I agree here. I don't believe iin public sex, it should be kept in privacy and sacred and between a man and his wife. Not is partner, not just cause they have a condom, I believe our society has screwed up way to much and planted ideas that fit our selfish desires. It is unholy and unGodly, but a man and woman. Hope I don't offend anyone, but that is my belief and it won't change.

      Having sex on the top of a hill at sunrise, can be very sacred if you are doing it with your husband. Still a sacred union. And the time/place isn't what is important.

      I personally don't like to be "on display"... but if you have property that gets beautiful sun at the sunrise, and you are in the country... enjoy! And bring breakfast, it makes you hungry!

      I do not agree with people doing it where everyone else can watch. Tacky.
