Up to four new plants will be built if they are fitted with technology to trap and store CO2 emissions underground.
The technology is not yet proven and would only initially apply to 25% of power stations' output.

Coal needs your help, cuz it isnt going anywhere.
"is the largest source of energy for the generation of electricity worldwide."
In 2005, total worldwide energy consumption was 500 Exajoules, with 80-90% derived from the combustion of fossil fuels.
Approximately 40% of the world electricity production uses coal.
http://en.wikipedia.org/wiki/File:World_energy_usage_width_chart.svg68.7% of China's electricity comes from coal.
48.9% of US electricity comes from coal.
http://en.wikipedia.org/wiki/File:Sources_of_electricity_in_the_USA_2006.pngWorld coal consumption is about 6.2 billion tons annually.
Total known deposits recoverable by current technologies sufficient for 300 years use at current consumption levels.http://en.wikipedia.org/wiki/Coal

Here is Ed Miliband talking about this proposal at the commons, personally, I think it'll be a "green-wash"

Carbon Capture & Storage tech is not really that far fetched.
"Oil companies have for decades been pumping carbon dioxide into oil wells to force out the stubborn hydrocarbons that don't come up with conventional methods"
"Norway has, since the mid-1990s, been investing huge amounts to inject and store carbon dioxide under the North Sea"
"But the Mountaineer power plant in New Haven, W.Va estimates they will be able to capture and store about 1% of their annual emissions by year end."
This technology is already in use, but does not yet exist on a scale to actually reduce a coal-fired power plant to net zero emissions.
The technology is real, but it needs alot of work.

MycoJ:
"Capturing and compressing CO2 requires much energy and would increase the fuel needs of a coal-fired plant with CCS by 25%-40%."
"estimated to increase the cost of energy from a new power plant with CCS by 21-91%."
Credit Suisse Group says $15 billion needs to be invested in CCS over the next 10 years for it to play an important role in climate change.
The International Energy Agency says $20 billion.
Pew's global warming center puts the number as high as $30 billion.
