On first glance, this story made me cross eyed from how complicated it all sounded. After careful processing, I think I got the point. They have found the highest known point for bulk glass to store energy, not fail and conduct electricity; this is called the breakdown strength.
I know this sounds super exciting, so what does this new high breakdown strength mean?
This is positive for a material storing energy, so imagine if it were used for a electric car, or some portable electric goods (I am thinking straighteners, phone etc ), they will be able to store much more power. They will then work for a longer period of time.

I think one of the major drawbacks of electric cars is the batteries, I know of one which needs 600 laptop batteries - imagine all that weight and heat.
This could be a real breakthrough!
