Because the victims of this crime are corporations with lobbyists and wealth. The victims of those other crimes are individuals. The law clearly shows who the preferred citizens are.

it was on the list actually they listed the maximum penalty for murder as a $25,000 fine and 15 years in jail , which is incorrect murderers don't get fined they get 25-life. It was supposed to be satirical though, not so much humorous, of the flaws in our judicial system if murder and crimes much more severe than file sharing are less punishable.

Stop file-sharing and steal the actual CD.Not only are you still getting the same music for free(plus the other songs you DON'T want), but you get fined significantly less.
I think CD- Stealing is going to be the wave of the future.
