Non-Apple applications that run in the background are possible, but at a price. Location-based social networking app Loopt will become the first to get Apple's and AT&T's blessing to keep running after users switch apps, costing users $3.99 per month on top of their regular AT&T bill (after the first 14-day free trial).
Technically, Loopt isn't actually "running" in the background—rather, it will maintain a connection to its server even after you quit, as revealed by Silicon Alley Insider. The point of this, of course, is so that you can continue to report (via your iPhone) where you are, allowing you and your friends to e-stalk each other via iPhone. For those who use these kind of apps, background functionality is a blessing—instead of checking in however often you remember to do so, the phone can constantly keep you checked in.
