It would be better if they instead monitored certain websites that people of questionable character visited. And no I don't mean questionable character like the anarchists cook book, I mean questionable character like a child porn site. Make a program, or monitor people who visit these sites and track their movements on the internet rather than try to track the movements of every person online.
