When I was in Iraq I recall a rumor that a shipment of U.S. money in the millions if not billions, arrived at Baghdad International Airport only to disappear shortly after without any accountability of where it had gone.
Only a rumor, but I would not be surprised in the least if it actually happened.

Who is that picture of? That isn't Waxman.
Most people speculate that the money went to bribe any of the local militias or other violent groups that didn't go along with the Anbar Awakening. If that's true, it was essentially election spending designed to stabilize Iraq so that "the surge worked" talking point could make sense.
