Ofcom kicks off 'net neutrality debate'

Telecommuications regulator Ofcom has begun what it calls a “debate” on net neutrality.The move, which pre-empts any decisions or formal consultation, will examine the impact of internet service providers “shaping” traffic to give priority, say, to email rather than video.
