Sounds like Fifa will be adding some technology into football with a new computerised transfer system. It is claimed the new computer system will prevent clubs from performing last minute buys and create a more transparent transfer.

"The world governing body believes the system will prevent money laundering, protect minors and make transfers more transparent. Clubs will have to declare whether there is any third party ownership of a player - the issue that caused the Carlos Tevez controversy at West Ham - or risk being sanctioned."-Independent

The time limit could mean if any club left it too late, then they could risk losing a transfer when the computer locks out transactions when the time runs out. This also means FIFA can monitor transfers and hand out punishments with points or fines if any of the rules are broken.

It'll be interesting to see how a computerised and early transfer system with have on the cash amounts used in transfers, but I'm guessing with computers comes a few bugs which might cause disputes if anything goes wrong. Though it looks like you can access the site online after a simple google search. https://www.fifatms.com/fifatms/ with the system kicking off Oct 1st.

"FIFA president Sepp Blatter said: "This is a historic moment for football. TMS is a relatively simple online system but it will have a tremendous impact on the international transfer of players. "-Independent
