The political system holds back improvements to milk them of their Election Value.

Global Warming will just hafta WAIT. Your need for a better job will just have to WAIT. Starving shoeless poorly-educated children in Appalachia, or on Indian reservations, WILL JUST HAVE TO WAIT. The ground turned into a petrified dang forest will JUST HAVE TO WAIT. Passing any laws allowing car bodies to be made from strong LIGHTWEIGHT~SAVES~FUEL dent-resistant hemp will JUST HAVE TO WAIT.

Everything you (aka => EVER'BODY) know should be bulldozed forward NOW has to wait in line til it can be called up as a political card to be played later... which is a rolling pair of dice that can never be allowed to stop rolling [TO THE NEXT ELECTION].

ASSUMING THEY HAVE THE LUXURY OF TIME, which in fact if you ever listen to RUSH LIMBAUGH THAT'S EXACTLY WHAT THE POLITICIANS (ON BOTH "SIDES OF THE AISLE") BELIEVE TO BE TRUE.
