Russia sees everything West of the country as suspicious, in the friendliest of terms; of course they would blow this out of proportion. Historically, this made sense: the only countries that recently invaded Russian territory was France and Germany, and it was close to being attacked by W. Europe and the US during the early Cold War. However, it makes no sense as of today - fact of the matter is, the US hasn't been overly concerned with Russia since the Cold War because it's not the "Soviet Terror" it once was, and Europe... well, Europe just doesn't want to fight more wars. It's more a paranoid thought that still heavily influences Russian foreign policy.

Also, Russia knows jack shit about the US' intentions for pulling out. Fact is, Obama is an isolationist: he's along the kind of people that want to get out of world affairs and focus on domestic affairs. It's also popular opinion that the US should be getting out of the wars, and let's be honest, I don't think Obama is willing to continue funding these wars when 1) Bin Laden has been killed, and 2) there is no real threat to the US anymore.
