Fugitive Profiles # 3: Candido Peraza
On July 23, 2004, seven year old Nathan Sitompul was riding his bike with his mother, in Ontario, California. Nathan was struck and killed by a suspected drunk driver, Candido Peraza. Peraza ran over Nathan a second time, as Nathan tried to stand up, which caused the fatal injury. Candido Peraza fled the scene and hid his car in a remote area. Murder charges have been filed against Peraza in this case, and he is currently a fugitive from justice. Peraza has previously worked in a warehouse. Child's skull found on Sydney beach
A child's skull has washed up on a popular Sydney beach, police say.
Police said the skull was found at Mona Vale Beach Basin by a someone taking a morning walk last Friday.
"After being looked at by a neuropathologist, a dentist and an anthropologist it is believed that the skull is similar in size to that of a small child," a police spokeswoman said in a statement.

5 year old boy steals $105k from his Dad to buy some toys
A five-year-old Serbian boy is likely to be put up for adoption after blowing the equivalent of $105,000 in cash that he found in his father's safe. Djodja Markovic used the money to take a group of pals shopping, buying them clothes, toys, bicycles, candy, computers and games.
His father, Slobodan Markovic, said he only realised what had happened when his son and his friends came home carrying dozens of shopping bags.
"I must have forgotten to lock the safe and he just saw the money and took it," said the elder Markovic. "I have asked the police to investigate because it is unbelievable that the shop owners let such a young boy do this." Police are currently looking into the matter. Body of missing girl found in suitcase
JERUSALEM (CNN) -- Israeli police divers found a suitcase Thursday containing human remains that are believed to be the body of a missing 4-year-old girl, an Israeli police spokesman said.
The suitcase was pulled out of the Yarkon River in Tel Aviv, where police have been searching for Rose Pizem, Mickey Rosenfeld said.
Two weeks ago, the girl's grandfather Roni Ron, 45, told police he stuffed her body in a suitcase and dumped it in the Yarkon River.
The remains will be tested to confirm the identification of the body, and the tests could be completed within 24 hours, Rosenfeld said.
"The body was found in a very bad, severe condition, as you can imagine after being in the water for weeks," Rosenfeld said, explaining why the tests could not be completed sooner.
Ron initially told police he accidentally killed Rose when he slapped her in a fit of rage but then changed his account.
Police transcripts quote Ron as saying, "I parked the car on the sidewalk. I opened the trunk, pulled out the suitcase and when I reached the banks of the river, I threw it. She's finished. I finished her. I saw the water seeping in and the suitcase slowly sinking."
The family drama centers on Rose's mother, Marie-Charlotte Renault-Pizam, 23, and Ron -- her estranged husband's father -- with whom authorities say she has had two more daughters. Rose's father lives in France.
Both the mother and grandfather are in custody.
Renault-Pizam has denied any role in her daughter's disappearance. She told police she thought Ron sent Rose to an institution in France, although police, without elaborating, have said they have a telephone conversation that shows she knew the child's fate.
Rose's great-grandmother, Vivienne Yaakov, reported the girl missing in late July, saying she had not seen her great-grandchild for about two months. Rose and her mother had been staying with Yaakov, who told police that Ron had taken the child and she never returned.
Police searched Ron's apartment in mid-August and arrested him.

Missing girl found safe and well after four years
A girl who went missing four years ago, and became known as Italy's Madeleine McCann, appears to have been found safe and well in Greece.
Police on the Greek island of Kos were alerted after an Italian tourist grew suspicious after the girl approached her with another youngster offering a bracelet for sale. DNA tests are currently being carried out on the eight year old girl to see if she is Denise Pipitone, who vanished in 2004. The DNA tests were ordered after Denise's mother Piera, shown photographs of the girl found in Greece, said the "shape of the eyes was exactly that" of her daughter. Other similarities were a birthmark under the same eye as Denise, the fact the girl spoke fluent Italian and most strikingly the 30-year-old Roma gypsy woman who was with her admitted to police she was not the girl's mother.
Six weeks after Denise disappeared from her home at Mazzaro dell Vallo near Palermo a bank guard in Milan saw a distressed little girl with a group of Roma gyspies. He made a videoclip with his phone but did not approach them. The footage was given to the police who showed it to Mrs Pipitone and she confirmed it as her daughter. In the footage the woman said to the girl: "Danas" and she answered, in perfect Italian "Dove mi porti" (where are you taking me?). The guard also noted the birthmark under the left eye.
Italian police scientists analysed the film and later said that the clip showed seven facial feature points similar to Denise but as no DNA was taken it was impossible to say for certain.
News of the discovery will bring fresh hope to Gerry and Kate McCann after their daughter disappeared in Portugal last year, and for the parents of Ben Needham who vanished in 1991 from the same Greek island where the Italian girl was found. Toddler dies after falling from London tower block
A 23-month-old toddler has died after falling from the fourth floor of a tower block in north London.
A spokesman for the Metropolitan Police said the child fell from a balcony window in Tottenham and died the next day from massive head injuries.
The spokesman said the toddler fell about 33ft (10m) from a block of flats known as Croydon, on the Broadwater Farm Estate on Gloucester Road.
He was taken to Royal London Hospital with a fractured skull and was later transferred to Great Ormond Street Hospital, where he died.

Painters catch child during Kensington fire
PHILADELPHIA (CBS 3) ― Two painters are being hailed heroes after catching a baby dropped from the third floor of a burning building in Philadelphia's Kensington section Tuesday.
The drama unfolded at about 10:30 a.m. when flames broke out in a three-story row home in the 2500 block of Cedar Street.
Two painters working down the street saw black smoke billowing from a home and immediately ran to the scene. Daniel Dangler and Donald Miller said they saw the smoke and ran to the house where they found a father dangling his child out of the third floor window.
"I said to the guy, 'drop the kid,'" Dangler said. "The smoke was so thick behind them, I knew they couldn't go back inside."
With no firefighters in sight, the father dropped his son feet first safely into Dangler and Miller's arms.
"The way I was screaming at him, he trusted me to let that kid go," said Dangler.
With the father still trapped, the painters ran to retrieve the ladder from their truck, extending it high enough for the boy's father to escape.
The boy and his dad were taken to an area hospital to be treated for smoke inhalation and authorities said both were expected to be OK.

One laptop for every child in Niue
"The One Laptop Per Child programme has lived up to its name in the tiny South Pacific nation of Niue, where 100% of children now have one.
500 of the programme's XO laptops were distributed this week to primary and high school students.
The rugged, waterproof laptops have been designed as a cheap way to bring the internet to children in the developing world.
There are 4500 more laptops earmarked for the Pacific region as a whole.
It is not the first time that Niue has proven to be ahead of the technological curve; in 2003, it became the first territory to offer free wireless internet to all its inhabitants.
Besides instant wireless websurfing, the schoolchildren will also be able to communicate with each other within a radius of one kilometre without going online.
Secretariat of the Pacific Community director general Jimmie Rodgers was quoted by the AFP news wire as saying that the laptops "have the potential to revolutionise education in ways that are difficult to imagine."
Originally the brainchild of the Massachusetts Institute of Technology's Media Laboratory, the effort has grown to garner the support of large corporations, including Google. Half-ton murder suspect 'too fat for jail'
Texas prosecutors are trying to work out how to take into custody an obese murder suspect too fat to fit through her front door.
The bedridden woman, who weighs nearly half a ton - 1,000 pounds or over 71 stone - is accused of killing her two-year-old nephew.
A grand jury indicted Mayra Lizbeth Rosales, 27, on a charge of first degree murder on Thursday and ordered her bail be set at $150,000.
Hidalgo County District Attorney Rene Guerra Rosales told local television news he hoped to take the woman into custody as early as Friday but did not go into detail as to how this would be done.
Lupe Trevino, Hidalgo County Sheriff, said holding Rosales at the county jail for the duration of her trial would be impossible because she needs extensive medical care.
"She would die," said Mr Trevino.
Rosales, who was previously charged with capital murder, was indicted on additional charges of first degree murder and injury to a child after a post mortem report showed the toddler, Eliseo Gonzalez Jr, died because he had been struck.
Prosecutors believe the child was hit at least twice while in Rosales' care in March, crushing his head and causing severe head trauma and brain haemorrhaging.
The woman told investigators at the time she had accidentally crushed the boy under her own weight while trying to pick him up.
In March, shortly after the boy died, Rosales was formally charged with capital murder while lying in bed at home in La Joya, close to the Mexican border.
She faces life in prison or even the death penalty if convicted.
The boy's mother, Jaime Rosales, was charged earlier with injury to a child because she allegedly left her son alone with his aunt, breaking an agreement with social services not to do so.

Strip Search of 13-Year-Old for Ibuprofen Ruled Unconstitutional
If you have a problem with school officials strip searching 13-year-olds for Advil – or if you care about the government’s standards for informant use and invasive searches – you can take relief in yesterday’s ruling by a full panel of the U.S. Court of Appeals for the 9th Circuit, which ruled 6-5 that students cannot be strip-searched based on the uncorroborated word of another student who is facing disciplinary punishment.
“A reasonable school official, seeking to protect the students in his charge, does not subject a thirteen-year-old girl to a traumatic search to ‘protect’ her from the danger of Advil,” the federal appellate court wrote in today’s opinion. “We reject Safford’s effort to lump together these run-of-the-mill anti-inflammatory pills with the evocative term ‘prescription drugs,’ in a knowing effort to shield an imprudent strip search of a young girl behind a larger war against drugs.”
“It does not take a constitutional scholar to conclude that a nude search of a 13-year-old girl is an invasion of constitutional rights. More than that: it is a violation of any known principle of human dignity,” the court continued.
In addition to finding the strip search unconstitutional, the court held that the school official who ordered the strip search, Vice Principal Kerry Wilson, is financially liable in the case and cannot claim qualified immunity. The ACLU co-represented the student, Savana Redding, before the U.S. Court of Appeals for the 9th Circuit, which decided to reconsider the case after a three-judge panel ruled 2-1 that the strip-search was legal.
For a case like this, it’s hard to understand how the unconstitutionality of strip searching Redding could even be up for debate. Consider how flimsy the government’s case was:
* No physical evidence suggested that Redding – an honor roll student with no history of substance use or abuse – might be in possession of ibuprofen pills or that she was concealing them in her undergarments.
* The strip search was undertaken based solely on the uncorroborated claims of a classmate facing punishment, who was caught with prescription strength ibuprofen – the equivalent of two over-the-counter pills of Advil. (And why on earth might a teenaged girl have ibuprofen?)
* No attempt was made to corroborate the classmate’s accusations among other students or teachers.
* The classmate had not claimed that Redding currently possessed any pills, nor had the classmate given any indication as to where they might be concealed.
* No attempt was made to contact Redding’s parents prior to conducting the strip search.
If you want to get some background information on the abundance of scientific literature describing the serious psychological repercussions of being strip-searched at age 13, you should check out the briefs of support that were also filed by the National Association of Social Workers and the Rutherford Institute.
“The strip search was the most humiliating experience I have ever had,” said Redding in a sworn affidavit following the incident. “I held my head down so that they could not see that I was about to cry.”
As Reason’s Jacob Sullum insightfully observed in his article on the case, “The School Crotch Inspector”:
“There are two kinds of people in the world: the kind who think it’s perfectly reasonable to strip-search a 13-year-old girl suspected of bringing ibuprofen to school, and the kind who think those people should be kept as far away from children as possible … Sometimes it’s hard to tell the difference between drug warriors and child molesters.”
The same safeguards and regulations on informant use that we have been advocating in the context of criminal drug proceedings apply even more so to the context of school, where young people are particularly vulnerable to unsubstantiated rumors and finger-pointing by vindictive peers.
