    • Victim's sister condemns Montreal North riots

      MONTREAL - The sister of an 18-year-old whose death by police shooting touched off riots last night is calling for calm in Montreal North.

      "People have to respect their neighbours," said Patricia Villanueva. "They have to realize that rioting like that isn't going to change things."

      Her brother, Fredy Villanueva, was killed during a confrontation between two police officers and the group he was hanging out with Saturday.
      Police said the officers felt threatened, but witnesses at the scene told a different story - one in which Fredy was shot after little provocation.

      Around 11 p.m. Sunday, the fury surrounding his death erupted, with knots of protesters roaming the streets and setting fire to cars and garbage barricades.

      The Montreal riot police were called out and some 500 officers arrived on the scene, forming a perimeter four or five blocks away from the epicentre of the rioting, at Rolland Blvd. and Pascal St.

      Patricia said the Villanueva family was saddened to see news reports of the events on television this morning.

      "We saw that there was a march at first, where people were demonstrating peacefully," she said.

      "That comforted us a bit, to know that there are so many people out there who support us. But it's not okay to start rioting and burning cars. People have to realize that somebody owns those cars."

      She said she worried for the reputation of the neighbourhood where her family once lived.

      "This makes things worse, in a way, because now there's going to be this image out there that Montreal-North is full of delinquents, and that's just not true."

    • Mob Attacks Police Over Litter

      I wish the citizens of the world would take notes from this girl. You can fight back. She just chose to fight over trash instead of say, impending removal of all human liberty.

      One officer was dragged to the ground and kicked while the other was bitten by a girl who jumped on his back.

      Up to 30 people took part in the attack, which happened in North End, Croydon, on Wednesday afternoon.

      Trouble flared when the 15-year-old threw her food wrapper back on to the ground and became aggressive. The two officers are currently on sick leave.

      One eyewitness said he saw two police officers struggling with a girl before a group of youths joined in and began pushing and shoving the officers.

      "The police - there were only two of them - they were really outnumbered and all these yobs were just pushing them out of the way.

      "I didn't see any punch being thrown but it was disgusting the way they treated the police."

      A girl who was arrested at the scene on suspicion of assault has been released on bail.

    • State of Emergency Declared in Mongolia amidst rioting

      President Nambaryn Enkhbayar of Mongolia has declared a state of emergency in the capital after a post-election political rally descended into violence.

      Five people were killed and 220 were wounded in the rioting, and authorities detained more than 500 people, according to the Mongolian news agency, Montsame.

      Police were blocking major arteries into the capital Wednesday after the president suspended most television broadcasts and imposed an overnight curfew in Ulaanbaatar, the capital, said William Infante, Mongolia director for The Asia Foundation, a nonprofit organization that seeks to bolster democratic institutions.

      The demonstrators were upset about the prospect of a victory in Sunday's parliamentary elections by the ruling Mongolian People's Revolutionary Party, Infante said. More than 8,000 people attended the demonstration but only 200 to 300 rioted, Montsame reported.

      Fire destroyed a building housing the party headquarters, and one person inside died of smoke inhalation, the news agency said, while a Japanese reporter was seriously wounded.

      About 1,500 security forces, including 200 soldiers, were dispatched to maintain order, the news agency said, noting that 90 percent of those detained were younger than 35.

      "The legal and supervisory authorities were controlling the provocation from the very beginning ..." Montsame reported. "There is no leader of the political parties, coalitions and political forces among the detainees."

      The U.S. Embassy said Wednesday it was "deeply concerned about the violence" that prompted the state of emergency.


      The violence was unusual for Mongolia, which made the transition from communism to democracy in the early 1990s. Four previous parliamentary elections were free and fair, and they passed without incident, Infante said.

      "I think Mongolians are shocked. This was completely unexpected," he said. "The sentiment is one of profound disappointment."

    • Riot alert at UK immigration centre

      Police and prison officer are on stand-by in full riot gear at the Campsfield detention centre in Oxford, there have been four similar incidents of this type at Campsfield in the last 16 months.

      After a fire broke out and one person was treated for smoke inhalation, around 10 fire engines, 20 police vehicles and a police helicopter showed up at the scene on Saturday afternoon.

      A Home Office spokesman said: "Specially trained prison officers have been sent to the site in riot gear in case they are needed to go inside."

      The fact that this is the fourth time that something like this has happened is making people really question the management of the centre. In 2005, a 19 year old Turkish man killed himself at campsfield after making three attempts at bail.     • Pentagon's raygun demonstrated on mock protesters

      The Pentagon has been developing a raygun which can harmlessly repel enemies by causing a burning sensation in the top layer of the skin. However, according to CBS's 60 Minutes, the military is unwilling to actually trust this weapon enough to deploy it in Iraq.

      "We are now stepping into the Buck Rogers scenario," explained Colonel Kirk Hymes, who is in charge of testing the "Active Denial System" at Moody Air Force Base in Georgia.

      Hymes demonstrated the weapon by staging what CBS somewhat oddly called "a scenario soldiers might encounter in Iraq" -- a handful of military volunteers, dressed as civilian protesters, who carried signs saying "peace not war" and threw objects at a small group of soldiers. A series of raygun blasts from half a mile away disrupted their chants and finally sent them running.

      Assistant Secretary of the Air Force for Acquisiton Sue Payton calls the Active Denial System a "huge game-changer" which "would save huge numbers of lives." She told CBS, "It could be used to read someone's mind, in effect. ... If they continue to come at you, then you're fairly sure ... they're probably a terrorist or an adversary who wants to do you harm."

      The Active Denial System was developed in secret for ten years before being unveiled by the Pentagon in 2001. As of 2004, it was being described as ready for use in Iraq within the next 12 months. This has still not occurred, and according to Secretary Payton, use of the weapon in Iraq is now "not politically tenable" because after Abu Ghraib "you don't ever, ever, ever want a system like this to be thought of as a torture weapon."

      However, the failure to deploy the weapon as planned has raised suspicions that the real intention is to use it for domestic crowd control.

      In 2006, Air Force Secretary Michael Wynne was quoted as saying that the device should be used first on Americans, because "if we're not willing to use it here against our fellow citizens, then we should not be willing to use it in a wartime situation. ... If I hit somebody with a nonlethal weapon and they claim that it injured them in a way that was not intended, I think that I would be vilified in the world press."

      Raytheon, which developed the system for the Pentagon, is currently selling a more limited-range civilian version of the system, under the name "Silent Guardian," which it promotes as being suitable for "law enforcement, checkpoint security, facility protection, force protection and peacekeeping missions."

      Commander Charles "Sid" Heal of the Los Angeles County Sheriff's Department, who advised Raytheon in developing the raygun, told CBS that the real reason the system has not been deployed in Iraq is "cowardice." Heal, a former Marine, took a variety of non-lethal weapons to Somalia in 1995 and was dismayed to find that his superiors felt their supposedly humanitarian mission was better accomplished by killing. He would love to have the Pentagon's raygun available for such purposes as controlling prison riots.

      The Pentagon is spending just $13.1 million on the raygun this year. Secretary Payton agrees this is "absolutely peanuts ... chump change," but she explained to CBS that with only a $475 billion annual budget, "we don't have enough money to do things that are the here and now." The raygun is seen as unproven because it has never been deployed in the field, and it has not been deployed in the field because it is unproven.

      "Lethal weapons have an easier time getting into our system," acknowledges Colonel Hymes.

      Nine prisoners were killed with machetes and knives yesterday (Saturday) during a riot in an overcrowded prison in northern Honduras (Central America). "Nine prisoners, eight from gangs, died after a fight... in the San Pedro Sula penitentiary," said Security Ministry spokesman Hector Mejia. TV images showed blood-stained corridors in the jail in Honduras' second city following the riot, which was believed to have been provoked by a prisoner who shot a fellow inmate.

      Police later took control of the jail in San Pedro Sula, Honduras' manufacturing centre and its most violent city. The jail holds some 3,000 inmates but was built to hold far fewer. Honduras, Guatemala and El Salvador are overrun with violent youth street gangs, known as "maras" that trace their origins back to Salvadoran immigrants on the streets of Los Angeles in the 1980s and 1990s.

    • The 100th Backyard Brawl - Pitt over WVU, Chaos in Oakland (UPitt)

      Well we did it. We knocked off #1 or #2 (depending on the poll) West Virginia University in the 100th Backyard Brawl and ruined their chances of their first national championship title ever. You couldn't have expected there to not be a celebration. Shortly after the game ended, students flooded the streets, setting couches aflame (a common, popular thing for WVU fans to do when they win) and took over some of the biggest streets in Oakland. We also took over the cathedral for a while until the police forced us out. We screamed pitt chants at the top of our lungs for almost 3 hours until the riot police arrived to force us off the streets. It was very reminiscent of the Steelers' riots after their championship in super bowl XL, without the car flippings and 40 arrests (though there were a few).
