Philly man charged with raping dying nursing-home patient
Yeadon police have charged a Northeast Philadelphia man with raping a dying 70-year-old nursing-home patient with Alzheimer's disease and a brain tumor. Doctors say she has less than six months to live.
Timothy Patrick White, 46, waived his preliminary hearing yesterday and was held for trial on 15 counts of rape and related charges.
Police say that White took the victim from the Manor Care Nursing Home to a Southwest Philadelphia bar for rum-and-cokes, then to Cobbs Creek Park, where they drank beer until 5:30 a.m. on July 22.
When he drove the woman back to the nursing home, staffers went to help her out of the car and noticed that White was "not wearing a shirt and his pants were unbuttoned," according to the affidavit for his arrest. They also found bruises on the victim's mouth, neck and arms, and discovered that she was not wearing any underwear. White told workers he was "a friend of hers," then drove away, police said. It was unclear how White was able to leave the home with the woman.
"She has no idea what happened," said Yeadon Detective Sgt. David Splain. "You're taking advantage of an elderly person that has diminished mental capacity."
A DNA sample taken from White matched semen recovered from the victim's anal cavity, according to police.
Splain said that the victim doesn't have the ability to form consent - which automatically makes it a rape case - and that doctors believe that she suffers from vascular dementia in conjunction with a brain tumor.
White's arrest follows a spate of abominable sexual-abuse cases in Delaware County, including:
* An Upland man is being held on $1 million bail for allegedly raping his young daughter over a two-year period. "This guy is a disgrace to human society," said police Investigator Michael Curran. The defendant, whose name is being withheld by the Daily News to protect the victim's identity, faces 260 counts of rape and related charges.
* Dr. Jerry Lazaroff, a clinical psychologist who worked for Delaware County Juvenile Court, was held for trial Wednesday for allegedly fondling four children, ages 5 to 10, during private therapy sessions at his Upper Providence office.
* Shawn Allen Rudd, a Megan's Law sex offender from Middletown, is awaiting a preliminary hearing on charges that he sexually assaulted two boys, ages 11 and 12, and a 9-year-old girl. Rudd, 44, was convicted in 1998 of assaulting a 2-year-old, according to Upper Chichester Detective Thomas McNichol, who said his department has seen an uptick in cases involving the sexual abuse of young children.

Priest jailed for molesting girls 30 years ago
A Catholic priest whose sexual abuse of seven girls was uncovered 30 years later was today jailed for a year.
Father Peter Carr, 73, was exposed when the two women now in their 40s - one a solicitor, the other a singer - swapped online recollections about how he rubbed paint on their naked bodies before school plays. They complained to police who found that other girls invited to join productions at the boys' school in the Forest of Dean, Gloucestershire, were subjected to similar abuse.
Gloucester crown court judge Martin Picton told Carr that he had done the church "much damage". "What you did was not minor. They [the girls] have had to face life with a sense of being degraded and humiliated," he said. "The shows should have been the high points of their childhoods but the pleasure is forever tainted by the abuse they suffered at your hands."
The woman who went on to become a singer said after the sentencing that she had not expected Carr to be jailed. "I didn't think a prison sentence would necessarily change anything because he doesn't think he has done anything wrong," she said. "He doesn't even have an inkling of how he has affected our lives. I feel quite sorry for him now. If you had asked me in my 20s, I might have wanted revenge, but now I am just satisfied that he isn't going to die with everyone saying what a fantastic priest he is." Man Faces 210-Year Sentence for Sexual Abuse of Children
"I don't want any other children to be like us," she told U.S. District Judge Dale S. Fischer through a translator. "Please don't allow this to happen again."
The girl spoke during a sentencing hearing for Michael Joseph Pepe, 55, of Oxnard, who was convicted in May of having sex with seven Cambodian girls ages 9 to 12. He faces a maximum sentence of 210 years in federal prison.
Pepe, a retired U.S. Marine captain, was working as a civilian teacher in Cambodia when he hired a prostitute to procure the children from their families in 2005 and 2006, according to testimony in the three-week trial.
The victims, six of whom were flown to the United States to testify, said Pepe drugged, bound, beat and raped them in his compound in Phnom Penh, the Cambodian capital.
In addition to the victims' testimony, prosecutors showed jurors restraints, sedatives and homemade child pornography seized by Cambodian National Police during a raid of Pepe's residence in 2006.

Woman charged in sex assaults of 3 kids for 3 years
Raysean Paglinawan, 21, a former dance teacher on the Big Island has been charged with more than 30 counts of sexual assault involving three children over a span of about three years.
Some of the alleged victims were her students. Raysean Paglinawan, 21, made her initial appearance in court on Monday. She turned herself in to Kona police on Saturday after a grand jury indicted last week.
Prosecutors would not comment on whether the children are boys or girls. All three were under the age of 14 when the alleged assaults began.
The alleged crimes happened between June 2004 and August 2007. Paglinawan was a hip-hop dance instructor at Naalehu Theatre during part of that period.
Paglinawan is charged with 22 counts of first-degree sex assault, 12 counts of third-degree sex assault, two counts of violation of an order for protection, and one count of custodial interference for taking or detaining a minor. Female Dance Teacher Accused of Sex with 13 Year Old Student
41-year-old dance teacher Sandra Borrego was arrested for allegedly engaging in sex with a 13-year-old boy. Borrego is charged with aggravated sexual assault on a child.
It is alleged that Borrego had sexual contact with a then 13-year-old on about 20 to 30 occasions on the school premise, behind a curtain in the school’s cafeteria and at her house. Borrego wasn't an employee of the Most Precious Blood School. But, we are learning she was a tenant, and rented the cafeteria room and charged money for dance classes. The alleged intimate episodes occurred in late 2006, suspiciously about the same time that Borrego became pregnant. Viagra made 80 year old man, a sex monster
A HUSBAND who demanded sex with his wife at least three times a day after he began taking the drug Viagra has been ordered to pay his wife $232,000 in compensation.
In a landmark court ruling, Svetozar Varmedja, 80, was found to have subjected his 53-year-old wife to more than 18 months of physical and sexual abuse.
It included 60 threats to kill her if she did not meet his sexual needs.
"Those tablets changed him and he started to treat me like a slave," his terrified wife said from her Sydney home.
The Serbian-born woman said the horrific mental and sexual abuse began in 2001 after her husband began taking the erectile dysfunction drug Viagra.
"He was a gentleman and a good man, but then he started taking the tablets," she told The Sunday Telegraph last week.
She said he was taking up to three Viagras a day.
His sex drive increased dramatically and she was forced into hundreds of sex acts.
"After taking those tablets, he told me it was very important for him to have sex three or four times a day," she said.
Mrs Varmedja's seven-year battle for justice ended last week when the Supreme Court rejected an appeal by her husband that the pay-out was "excessive".
The court said the case was "unusual" because an ex-spouse does not usually sue for assault.
Nonetheless, it demonstrated that he should be ordered to pay her damages for his deliberate, intentional and reckless disregard for her.

Social worker fired after allegedly asking child to reveal genital scratch
A social worker has to appear before a General Social Care Council conduct committee after she was accused of asking a child to reveal a scratch near her genital area.
Mabel Rose qualified as a social worker in 2004 and was working for an agency in south east London at the time of the alleged incident. Her contract was terminated later even though Rose has denied the allegations.
The incident is said to have occured in 2006. At that time, Rose was dealing with a child protection case, involving a six-year-old girl that had allegedly disclosed abuse by her father and showed another social worker, Marinda Beaton, evidence on a mobile phone.
During a home, Rose interviewed the child alone and saw a scratch on the child’s face. She was then told by the child about another one on her genital area, and asked to see it.
It was also claimed that the following day she told three colleagues what she had done, but later changed her story and said that the child had voluntarily revealed the scratch.
Rose's manager, Ian Smith, told the hearing that anyone with basic social work training should know that it is not appropriate to physically examine a child. I would have expected her to suspend the interview and I would have expected her to call the office. He added: “I was sorry to see Mabel go as she was well-liked. I felt a bit sorry for her as everyone makes mistakes but this was a serious mistake.”

$10M settlement in Church sex abuse cases
"A Roman Catholic diocese has tentatively agreed to pay $10 million to settle 47 pending sexual abuse claims against the diocese and its priests.
In a letter sent to priests with the Kansas City-St. Joseph Diocese late Tuesday night, Bishop Robert W. Finn said the deal is subject to his approval after he consults with two diocese boards.
"These incidents have been painful for the victims and their families, for priests not involved in these incidents who have served faithfully, and for the whole Church," Finn wrote.
He called the settlement a "a responsible resolution" that is in the best interest of the Diocese.
The tentative deal also calls for the diocese to meet 19 non-monetary conditions, which attorneys for the plaintiffs called more valuable than the money. They include publicly announcing and acknowledging the wrongfulness of sexual abuse by its priests.
"The civil process is not something that is amenable to righting this kind of wrong," plaintiffs' attorney Rebecca Randles said at a Tuesday night news conference. "But they're working very hard to try to come to a process where children in the future are protected."
The deal will settle all current sexual abuse lawsuits pending in Jackson County against the diocese and 12 current or former priests for incidents alleged to have occurred between 1951 and 1992.
While the deal has not been finalized, both sides said they are operating under the assumption that it will be. Victims have been in arbitration hearings since Monday to determine how much of the settlement they will receive. Those hearings are expected to continue for about two weeks.

UN probes Indian abuses in Congo
The UN has found that its peacekeeping troops from India may have engaged in abuse and exploitation while serving in the Democratic Republic of Congo.
UN Secretary-General Ban Ki-moon said he was deeply troubled by the findings. Mr Ban said the Indian government had assured the UN the allegations would be thoroughly investigated and if proven action would be taken. One UN official said there may have been abuse of young girls and boys by at least 100 Indian peacekeepers.
A UN statement said an internal investigation "revealed prima facie evidence" that the Indian troops in the UN's Congo mission Monuc "may have engaged in sexual exploitation and abuse". The cases occurred over a period of several years, a UN official told Agence France-Presse and the troops were now back in India. The UN statement said Mr Ban "reiterates, in the strongest possible terms, that such behaviour, if substantiated, is wholly unacceptable". No further details were released of the allegations.

Mother made child masturbate boyfriend
A 39-year-old mother was found guilty yesterday of sexual assault for telling her child to masturbate her boyfriend.
In a police interview, one of the woman's two daughters, who was between five and nine years old during the time of the allegations, told a detective that her mother had her touch the boyfriend's penis and masturbate him. The girl said her mother's boyfriend was naked when this happened.
The girl also told police she was made to touch her mother by her mother, but the judge found that the girl in her testimony couldn't remember the incident, so there was no proof that it happened.
Ottawa police learned about the incidents when the boyfriend went to the hospital and told medical staff he had been involved in sexual activities with the young girl. Detectives then made arrangements to speak with the woman's daughters.
While the woman's trial evidence had numerous inconsistencies, she admitted the allegations involving herself, her daughter and her boyfriend, the judge ruled.
The woman was convicted of sexual assault and invitation to sexual touching for the incidents involving her, her daughter and her boyfriend.
She was acquitted of the sex allegations involving her and her daughter alone.

Rights Lawyers to Investigate Rape in Zimbabwe
An international advocacy group says it is sending a team of lawyers to Zimbabwe to collect evidence of mass sexual violence, which it says is part of an anti-opposition campaign by supporters of President Robert Mugabe.
The group, AIDS-Free World, says Zimbabwean women and girls have been subjected to gang rape, beatings, torture and the threat of HIV infection in a campaign of violence by the ruling ZANU-PF party.
Speaking Thursday at a press event at the International AIDS Conference in Mexico, a Zimbabwean women's rights activist, Betty Makoni, said many of the victims are relatives of people involved with the political opposition.
AIDS-Free World says at least 53 women and girls have stepped forward to document their cases so that justice can be pursued.
Makoni said some of the rapists are members of the ZANU-PF youth militia.
She said many rape survivors who sought medical treatment at state hospitals were turned away by doctors who feared repercussions for treating them.
Zimbabwe's opposition Movement for Democratic Change has accused backers of Mr. Mugabe of killing dozens of MDC activists and injuring thousands more in the weeks before Zimbabwe's June presidential run-off election. Seattle Men Force 14 Year-Old Into Prostitution By Threatening Her Family
Police believe they did it by threatening to kill the girl and her family.
Yonatan Ogube and Samuel Rezene are accused of driving the teen to Aurora Avenue, where she says she was forced to have sex with strangers.
"And he threatened her both with her own life, and that he would also kill her family if she didn't comply," said Lisa O'Toole, prosecutor.
The victim also told police the men approached her about two weeks later as she walked in Holly Park, grabbed her by the hair and tried to drag her into their Cadillac a second time, but that she managed to get away. That night she told her father, who called police.
According to charging documents, the day after the victim gave her statement to police, they found the white Cadillac she'd described. Later, on a search warrant, they found a loaded handgun inside.
Friends of the two suspects say the charges aren't fair.
"They were probably just playing around just to see like how far she'll go," said Sonny Mensure, the defendant's cousin.
Today bail remained at $50,000 for each of the defendants.
Rezene has a been booked for various crimes 14 times since 2006 and has a felony drug conviction. Police believe they did it by threatening to kill the girl and her family. ... more -
Growing number of children aged 12 and under are sexual abusers in Israel
The number of children aged 12 and under who have perpetrated sexual assaults against members of their families has nearly doubled over the past two years, according to a report published by the Association of Rape Crisis Centers in Israel.
The number children in this age group who were listed as victims of sexual assault also nearly doubled over this period, the association said. But while professionals in the field believe that this increase is due mainly to increased reporting, there is a consensus among them that the number of children who sexually assault other children is genuinely growing.
Data from the Welfare Ministry’s child investigation service indicate a similar trend. In 1990, only 2.9 percent of all children up to the age of 14 who were suspected of committing sexual abuse were aged six to eight. In 2006, however, the proportion rose to 6.8 percent.
According to police data analyzed by the National Council for the Child, a decade ago, 57 percent of all minors suspected of committing sexual abuse were 12 to 15 years old. In 2007, however, the proportion rose to 65 percent.
Professionals say that many factors have contributed to the drop in the age of the assaulters. These include increased awareness of the problem, which has increased the rate of reporting even among conservative populations such as the ultra-Orthodox and the Arabs; children’s exposure to pornography and violence on television and the computer; parents’ absence from the home and a general lack of supervision; and earlier sexual maturation. Tapes show victims screaming, crying, gasping for air
Jurors in the capital-murder case of a man accused of killing two women viewed a DVD recording Wednesday of the women being beaten and sexually tortured.
Richard Davis is being tried on 40 felony counts, including capital murder, kidnapping and rape.
The jury in the trial of Richard Davis, 44, reviewed 90 minutes of edited images taken from seven hours of videotapes that police found in Davis' Independence apartment.
According to previous testimony, the videotapes showed Davis and his girlfriend, Dena Riley, brutalizing two women -- Marsha Spicer, 41, and Michelle Huff-Ricci, 36.
Davis is on trial in Jackson County for the May 2006 death of Spicer, of Independence. He faces 40 felony counts, including capital murder, and could face the death penalty if convicted.
Riley's trial is scheduled for next year. Davis and Riley also are charged in neighboring Clay County with capital murder in the April 2006 suffocation of Huff-Ricci.
The DVD played Wednesday could be seen only by the jury, judge and attorneys. Others in the courtroom, including Spicer's family, could hear the audio; the relatives left the room before the recording finished.
At one point, a victim is heard screaming and crying. Several minutes later the same woman begs, "Please wait," then the sound of duct tape being unrolled is heard. Later a woman's screams were heard, followed by another woman's voice telling her to be quiet.
Elsewhere on the recording, a woman is heard gasping for air.
Police found Spicer's battered and nude body in a shallow grave in Lafayette County in May 2006. Autopsy results indicated she had been strangled.
News of the find led police to two women who shared stories of a man who liked to choke women during sex. That led them to Davis and Riley, who denied knowing Spicer.
A search warrant for the couple's apartment found the videotapes, among other evidence. By the time authorities issued arrest warrants for Davis and Riley, they had left the area; they were captured in southwest Missouri after a five-day manhunt.
Police later linked the two to Huff-Ricci, who had disappeared more than a month before Spicer's body was found. Police have said both defendants led investigators to Huff-Ricci's charred, skeletal remains in rural Clay County, just north of Independence.
Riley and Davis also have been indicted in Kansas on a federal charge of kidnapping a 5-year-old southeast Kansas girl related to Davis after fleeing the Kansas City area. S.African boys often forced to have sex
"Two out of five male South African students say they have been raped, according to a study published yesterday suggesting sexual abuse of boys is endemic in the country's schools.
The survey published in BioMed Central's International Journal for Equity in Health showed that boys were most often assaulted by adult women, followed closely by other schoolchildren.
"This study uncovers endemic sexual abuse of male children that was suspected but hitherto only poorly documented," Neil Andersson and Ari Ho-Foster of the Centre for Tropical Disease Research in Johannesburg wrote.
The findings underscore the need to raise awareness about the rape of male children and they urged further efforts to prevent sexual violence in South Africa, the researchers said.
Another problem is that the prevalence of rape is hampering efforts to combat AIDS in a country at the epicentre of the global pandemic.
"There is increasing recognition of links between sexual abuse and high-risk attitudes to sexual violence and HIV risk," the researchers wrote. "Sexually abused children are also more likely to engage in HIV high-risk behaviour."
The survey carried out in 1,200 schools across the country asked 127,000 boys aged between 10 and 19 if they had ever been sexually abused and, if so, by whom.

Polygamist Leader Warren Jeffs Indicted

"ELDORADO, Texas - A grand jury on Tuesday indicted polygamist leader Warren Jeffs and five other members of a sect raided in April.
Jeffs is accused of sexual assault. The charges and identities of the others were being withheld until authorities can arrest them, said Schleicher County Clerk Peggy Williams.
One indictment is a misdemeanor; the others are felonies.
The criminal charges came during the panel's second meeting on the case and followed the ill-fated child custody case in which more than 400 children were placed in foster care. The Texas Supreme Court ruled child welfare authorities had overstepped in taking all the children from their parents even though many were infants and toddlers.
Fundamentalist Church of Jesus Christ of Latter Day Saints leaders have consistently denied there was any abuse at the ranch and vowed not to sanction underage marriages.
Secret proceedings
Grand jury proceedings are supposed to be secret, but documents released as part of the separate child custody case involving the FLDS children have revealed some of the evidence collected by law enforcement during the weeklong raid of the ranch.
Among the hundreds of boxes of photos, documents and family Bibles, investigators found photos of Jeffs kissing and intimately embracing several apparently teenage girls.
A journal entry purportedly from Jeffs attached to a report by a child advocate indicates he married his daughter to a 34-year-old man the day after she turned 15. The girl turns 17 on Saturday and has denied being married, though the child advocate report indicates intimate notes between the girl and man were also found in the raid.
The girl, who playfully climbed a giant oak tree while waiting to be called to testify last month, left the community building frowning as she talked to her lawyer. The Associated Press is not identifying her because authorities believe she may be a sexual abuse victim.
Plural marriages
Under Texas law, a girl younger than 17 cannot generally consent to sex with an adult. Bigamy is also illegal in Texas, although FLDS members in plural marriages did not get Texas marriage licenses.
In addition to discussions of the girl’s marriage, the Jeffs journal entry also indicates he blessed marriages of two other underage sect members.
A call to a spokeswoman for Abbott was not immediately returned Tuesday.
The FLDS, which believes polygamy brings glory in heaven, is a breakaway sect of the mainstream Mormon church, which officially renounced polygamy more than a century ago.

Mom Drugs Twin Girls To Make Child Porn
"An Illinois woman faces at least 15 years in prison after pleading guilty to doping her 6-year-old twin girls with cough syrup and taking nude pictures of them with her boyfriend.
The 30-year-old mother pleaded guilty Wednesday in federal court in western Wisconsin to creating child pornography.
Her boyfriend, 37-year-old Roger Smith of Hollandale, pleaded guilty last month to sexually exploiting children. Both are due for sentencing in September.
U.S. District Judge Barbara Crabb ordered the mother, who is pregnant, placed at a federal Bureau of Prisons medical center until sentencing.
The twins have lived with their father since the couple divorced in October. The pictures were taken in November and February at the woman's home in west-central Illinois.

Girls as young as 10 are being lured into prostitution by teenage boys who charm them, offer them gifts and gain their trust, the Home Office said today.
The Home Office is funding a video produced with the UK Internal Trafficking Group which will go to schools and youth groups to warn young people of the risk of so-called "internal trafficking".
It is also working with other agencies to find out the scale of the problem, a spokeswoman said.
She said the Home Office is working with police forces and health services - especially sexual health clinics - to make sure victims are identified and can be offered help. A new survey has shed light on why men are hooked on hookers, by revealing that a vast majority of males view buying sex as a form of addiction.
To get a broader insight into the attitudes of men who buy sex, the team of researchers, mostly young women invited more than 100 US men who visited prostitutes to sit and talk about their attitudes and experiences. They received more than 200 responses.
The survey designed by anti-prostitution activist Melissa Farley showed that majority of men believed that there was nothing wrong with prostitution and 83 per cent viewed buying sex as a form of addiction.
