      Police arrested a second suspect early Thursday in connection with the death of University of North Carolina at Chapel Hill student body president Eve Carson.

      Heavily armed officers surrounded a house in Durham, North Carolina, shortly after midnight Thursday after receiving an anonymous tip that Lawrence Alvin Lovette Jr. was inside, police said.

      Lovette, 17, surrendered without incident after four hours, Durham police Lt. Robert McLaughlin Jr. said.

      He is the second man police were looking for in their investigation into Carson's death. Authorities have charged a suspect in the slaying of University of North Carolina student body president Eve Carson with first-degree murder.

      Documents filed Wednesday named the defendant as 21-year-old Demario James Atwater, of Durham. Chapel Hill police and District Attorney Jim Woodall gathered Wednesday afternoon in an Orange County courtroom for Atwater's first appearance.

      Police had released several photos of a man who they say attempted to use Carson's ATM card at a bank and a convenience store. The photographs, taken by an ATM camera in the Chapel Hill area, show a young man wearing a hooded sweatshirt and a vintage Houston Astros baseball cap.

    • Possible transformation in community transportation around the Triangle

      I think the proposed ideas are great. Finally the Triangle, is interested in bringing the area's public transportation up to standard with the "cutting edge" ideas and research happening in the area.

      Trains could ease the congestions on the roads and major highways. In addition, this would be an environmentally responsible move on the part of the Triangle.

      Dear Carolina Faculty, Staff and Students:

      I am pleased to announce a new University policy as a result of
      legislation passed by the North Carolina General Assembly this summer
      and following consultation with the Faculty Council, Employee Forum and
      Student Advisory Committee. While we have banned smoking inside
      University buildings and facilities for years, beginning January 1,
      2008, we will expand the no-smoking boundary to 100 feet from all
      University facilities, both on and off campus, and we will not have any
      designated smoking areas. Smoking in state-owned vehicles also will be
      prohibited.

      This extension of our no-smoking zone, authorized by revisions to G.S.
      143-596, provides an opportunity for the University to sustain its
      dedication to a healthy work and learning environment. It allows us to
      reduce the potential for exposure to second-hand smoke as we reinforce
      the efforts of our colleagues in UNC Health Care. Since July 4, the
      health system, School of Medicine and Campus Health Services have
      prohibited smoking anywhere on the grounds and parking areas around
      their buildings.

      The practical effect of this University policy is that the campus will
      be smoke-free. We will begin posting temporary signs throughout campus
      to ensure that visitors and members of the campus community are aware of
      the expanded no-smoking policy. Later, we will replace these signs with
      permanent signs at the entrances to campus. The intent of the policy is
      to promote the health and well-being of people on our campus, although
      we understand that implementation of this policy may be stressful for
      some of our faculty, staff and students who choose to smoke.

      As we restrict the areas where people can smoke, we also will provide
      many resources to help members of the Carolina community who would like
      to quit smoking. For information about smoking cessation assistance,
      students should refer to the Campus Health Services Web site,
      http://campushealth.unc.edu, and faculty and staff should refer to the
      Environment, Health and Safety Web site, http://www.ehs.unc.edu.

      When the new policy goes into effect on January 1, I ask that you treat
      smokers courteously and, if you are comfortable doing so, simply request
      that people who are smoking within 100 feet of University facilities
      extinguish their tobacco product.

      I wholeheartedly support this expanded dimension of our no-smoking
      policy because of its tremendous health benefits for the entire
      University community, and I ask for your full cooperation as we
      implement the policy and related procedures in January.

    • Fake Turf Being Watered as Water Supply Runs Low

      It's not even real grass.

      But in the midst of what may be the worst drought ever in North Carolina, Duke University and the University of North Carolina at Chapel Hill are watering the synthetic turfs used by their field hockey teams.

      The International Hockey Federation insists.

      The universities are not breaking any rules. But like clockwork, as residents in Durham and Chapel Hill see their plants and lawns wither, the sprinklers go on at the UNC-CH Francis E. Henry Stadium and at Duke's Williams Field.

      Brad Schnurr, a Chapel Hill contractor who does work in Durham, saw the sprinklers go on one afternoon recently at Duke and drove around the block to make sure he was not seeing things.

      "Sprinklers aren't even the right term, they're like fire hoses," Schnurr said. "I was like, 'What is that? What is that?' I couldn't believe it."
