South Ossetia car bomb blast kills 7

A powerful car bomb exploded yesterday near a military base used by Russian peacekeeping troops in Tskhinvali, the capital of the breakaway region of South Ossetia, killing at least seven and injuring three, writes Charles Clover in Moscow.
It was the worst act of violence since the end of the war in mid-August, and threatened a fragile peace accord in which Russia has pledged to withdraw its troops from positions in central Georgia and back to South Ossetia and Abkhazia by October 10. Russian officials said they were still investigating the blast. Some feared it could be used to justify any delay in the withdrawal.

19 Hurt In Jerusalem Car Attack
An Israeli soldier and then a policeman fired at the Arab driver, killing him, a police spokesman said.
The driver was still lying in the road an hour after being shot.
The incident came just three hours after Foreign Minister Tzipi Livni was handed the daunting task of forming a new government.
It also revived memories of two previous attacks by Palestinians in vehicles in the city in the past few months.
Police spokesman Micky Rosenfeld said a number of soldiers had been standing on a pavement and were struck by the car as it careered into them - deliberately according to witnesses.
"A man in a vehicle struck a number of people in Kikar Tzahal," Mr Rosenfeld said.
"We can confirm it was a terror attack. The man was shot and killed."
Jerusalem police chief Aharon Franco said almost all the injured were soldiers. Two were seriously hurt, medics said.
The black car, its windows shattered, halted when it slammed into a Roman Catholic religious building opposite the walls of Jerusalem's Old City on a road that marks the dividing line between Arab East Jerusalem and the Jewish west.
The attack bore similarities to two previous incidents in Jerusalem this summer when Palestinians driving construction vehicles attacked Israelis.

Chinese border assault kills 16
16 Chinese policemen have been killed in an attack on a border post in the muslim region of Xinjiang. Two attackers drove up to the post in a rubbish truck, throwing grenades before moving in to attack the policemen with knifes. State media reports that both terrorists have been captured.
Xinjiang, in the north-west of the country, is home to the Muslim Uighur people. Uighur separatists have waged a low-level campaign against Chinese rule for decades. McCain aide: Terrorist attack on U.S. would be a "big advantage" for Rep...
A top adviser to John McCain said another terrorist attack on U.S. soil would be a "big advantage" for the Republican presidential candidate.
Charlie Black, already in the spotlight for his past lobbying work, is quoted in the upcoming July 7 edition of Fortune magazine as saying such an attack "certainly would be a big advantage to him." Black said Monday he regretted the comment.
Black is also quoted as saying the "unfortunate event" of the assassination of former Pakistani leader Benazir Bhutto in December 2007 "helped us."
The remarks caught McCain flat-footed on a day when he focused on energy issues — first in a speech, then at a town-hall meeting and then during a news conference as he stood beside two $100,000 electric cars. McCain offered $300 million to anyone who develops a revolutionary automobile battery, and he predicted such incentives would lower alternative energy costs.
Moments later, he was befuddled when reporters asked about Black's comments. Black was similarly surprised when reporters happened upon him outside a later McCain fund raiser.
Speaking quietly, Black read from handwritten notes. "I deeply regret the comments. They were inappropriate. I recognize that John McCain has devoted his entire adult life to protecting his country and placing its security before every other consideration," Black said. Update: 62 Killed in Algerian Bomb Blast. UN and Government Buildings Targeted.
Two bombs exploded in the Algerian capital of Algiers Tuesday reportedly killing dozens of people. Many of the victims were students on a school bus, local media said.
One explosion was outside the constitutional court in the neighborhood of Ben Aknoun and the other was in the residential area of Hydra, ENTV reported.
Earlier, the civil protection agency told the Associated Press that one attack near the Supreme Court killed 30 people, while another blast in a residential district near the U.N. killed 15 people.
