Mayor's Blog: About the Troubling Economic Crisis
The events of the past few days have caused me great pause and consternation. Our nation is gripped in a financial crisis that at its worse could send us down a course that would rival the Great Depression.
And yet these days it seems we go from crisis to crisis – a war with no clear result or end, the housing and foreclosure crisis a few months ago, now we have a melt down on Wall Street.
Congress considers passing a plan to bail out an industry that should know better, an industry Congress had coddled, and will now subsidize.
Congress will then move on to the next debate – all without addressing the underlying conditions that got us here, and keep getting us here.
Why are markets failing? Why are the fundamentals of our economy not sound? Why do people feel worse today, and are more pessimistic about our future than at any other time in our history?
This is a time when Washington has lost its values----- lost its principles - lost its sense of purpose - It no longer invests in our cities, it no longer invests in our people.
Plain and simple, Washington has abandoned us.
Cuts to education, cuts to housing, health, public safety, youth programs, economic development, job training, arts, and infrastructure.
This comes at a time when people in America are suffering – when our nation needs the most.
Consider the following:
1 in every 6 children lives in poverty, with nearly half living in extreme poverty. Is poverty and economic opportunity an urban problem or an American problem?
The US economy has lost over 450,000 jobs so far this year - wages remain flat - gasoline is now over $4 a gallon - rising food prices, rising medical costs - hitting each and every one of us in the wallet.
Is our economy an urban problem or is it an American problem?
We know the answer - these are America’s problems – and yet cities have been left alone to deal with them.
Cities drive the national economy. And yet, when Mayors bring up the issues we all face – we get the same response.
We are told Mayors need to be fiscally responsible, that we need to do more with less, but there is not enough money to solve urban problems.
CDBG is funded at a little over 3.5 billion annually, and has been cut every year since I’ve been in office – We get a Water Bill passed over a veto, approximately $5 billion annually – this is what we spend on water! And remember the SCHIP crisis? How much resistance did the current administration put up to spending money to make sure uninsured children got health insurance?
And yet, this same administration proposes we spend $700 Billion to bail out Wall Street. We are supposed to entrust the bailout to the same regulators who allowed it to happen.
This isn’t monopoly money – Can any of you imagine what $700 billion dollars could do in America’s cities? Or even $350 billion?
Then we are told we MUST spend this money to save our economy, save our very way of life, but no one talks about the path that led us here. The financial crisis has been building up for some time – we know about the bad lending practices; irresponsible borrowing; irresponsible lending - No one bothered to look at underlying value until it was too late.
Meanwhile, mayors have been working on financial literacy, small business assistance, entrepreneurship, education – working with organizations like the ICIC to reinvigorate our inner cities –
We are arming people with the knowledge and tools necessary to make wise financial choices, to build credit worthiness, to accumulate wealth. And now the financial crisis may lead to a credit crisis – Whereas banks were too eager to lend, now they don’t lend at all.
It is time for Washington to end its partisan gridlock, end the pointless debates, and engage in some serious planning and leadership to address the issues we all face.

Sex offender laws in Nevada face court challenge
Eager to protect children from sexual predators, Nevada and other states across the nation are adopting laws that publicize the names of offenders on the Internet.
But sex offenders say they have rights, too, and argue it's wrong to lump those guilty of minor offenses with the worst offenders. Some are challenging the laws.
"People think that imposing these draconian retroactive laws are a way to keep their children safe," said Margaret McLetchie, an American Civil Liberties Union of Nevada lawyer.
The laws, which they say are unconstitutional, were tailored to meet standards under the Adam Walsh Child Protection and Safety Act, which President Bush signed in 2006.
Nevada was among the first to pass the laws that would allow the state to post on the Internet the names, photos, home and work addresses and vehicle descriptions of offenders who've served probation or prison sentences on convictions as far back as 1956.
McLetchie said the measures mix serious sex offenders with people convicted of misdemeanors such as public nudity and could subject them to violence from neighbors who see their names and photos.
"These laws don't provide public safety, they only demonize a particular group," she said.
Mahan has expressed concerns that if Nevada posted its list of 4,941 people convicted of sex crimes since 1956, there would be no way to restore their privacy if the law was later found to be flawed.
Once posted, the judge said, "the cat's out of the bag."
His ruling is expected to be watched closely in states that have adopted or are considering provisions of the Adam Walsh Act, named for a 6-year-old Florida boy abducted and killed in 1981. He was the son of John Walsh, star of television's "America's Most Wanted."
Implementation has been challenged in some states, including Florida and Ohio.
"We've objected since it was first introduced in the Legislature," said Amy Borror, spokeswoman for the Ohio public defender's office in Columbus. "We believe it's unconstitutional when it's applied retroactively. Even going forward, it's bad policy." E. coli cases traced to Whole Foods beef
Massachusetts health authorities are warning consumers not to eat ground beef bought from Whole Foods Markets over the last two months after seven infections have been linked to meat bought there, some after a national recall.
The state Department of Public Health today confirmed the seventh E. coli case linked to ground beef. The people who fell ill -- five of whom were hospitalized -- had all eaten ground beef from Whole Foods last month. Preliminary results indicate that the ground beef products were part of a nationwide recall of meat produced by Nebraska Beef Ltd. because of possible E. coli contamination.
"A review of records from Whole Foods indicates that some of the stores received product from the recall list," the state said in a release. "At this time, it is not known why the food listed under the USDA recall was sold to the public after the recall date."
The statement from DPH also said the grocery chain has cooperated with state investigators.
The products involved include ground beef and ground beef patties from the stores' meat counters as well as packaged meat found in the stores' cooler. Any meat bought between June 2 and August 6 should be thrown out, state officials said. Consumers should also check their freezers for meat they may have bought last month and frozen for later use.
E. coli can cause bloody diarrhea, dehydration, and in the most severe cases, kidney failure. The very young, the elderly and persons with weakened immune systems are the most susceptible to foodborne illness.

Seattle says good bye to public toilets
The 5 million dollar automated public toilet project is coming to an end. The loos were installed in 2004, they have become so costly and unsanitary that the city is calling it quits. They are selling them on eBay at a starting bid of $89,000 USD.
The free public restrooms have become so filthy, that even the cities most impoverished aren't taking advantage of it.
"I’m not going to lie: I used to smoke crack in there,” said one homeless woman, Veronyka Cordner, nodding toward the toilet behind Pike Place Market. “But I won’t even go inside that thing now. It’s disgusting.”

Airport scanners to hit London's streets?
Following the surge in violent knife crime in the London area, the Metropolitan police are to introduce a new program aimed at combating this escalating violence, installing handheld and mobile airport-style scanners that will detect any concealed weapons.
"The new program, called Blunt 2, started this week in one borough and should be in place in all 32 London boroughs within the next few months, said a Metropolitan Police spokesman, who asked not to be identified in line with police rules."
Do you think having so many of these airport scanners in and around London will actually do anything to help curb the street violence? Following the surge in violent knife crime in the London area, the Metropolitan police are to introduce a new program aimed at combati... more -

Police Traffic Sting: Taraval & 16th Avenue, November 21, 2007
The SFPD conducted a sting this morning in the Inner Parkside neighborhood, nabbing drivers who failed to yield or stop for pedestrians in the crosswalk.
I watched with glee as the officers went after dozens (yes, dozens!) of violators. My wife and I walk our dog on these streets morning and evening, and the number of close calls, near misses and heart-in-my-throat moments are too many to count. I applaud any effort to get these irresponsible drivers to slow down to sane speeds and no longer see pedestrians as simple obstacles to get by, around or through at any costs.
In the short video you can see the pedestrian (undercover policewoman) almost get clipped by the silver sedan, only to have the first officer right on their tail. My neighbor came out to ask the next officer what was happening and proceeded to thank him for the effort, as she too has had her share of scary moments.
(BTW, you may have seen Craig Debro of KTVU's "Mornings on 2" doing a on-the-spot story from Taraval/16th this am (11/21/2007). If so, you got to see my neighbor, John, wave to the camera, and you might have heard me yelling, "De-broooo!!" over and over in the background...)
You can guess how I feel about this (yea!!!), but what about you? Do you think the police are justified in this sort of sting, or do you think it's entrapment?
