Hong Kong emigrant's death attracts scrutiny of U.S. detention system
Hiu Lui Ng, a computer science engineer who worked in New York for the Empire State Building, died two days after his 34th birthday in custody at Immigration and Customs Enforcement in a Rhode Island hospital. His death was an unexpected final stop after consulting with officials about his green card with immigration officials last summer in New York, although his visa had lapsed years ago, and he was subsequently jailed and held in detention ever since.
Reporter Nina Bernstein, in her contribution to the International Herald Tribune ("Hong Kong emigrant's death attracts scrutiny of U.S. detention system", August 13, 2008) writes about the investigation surrounding Ng's death -- his body "riddled with cancer" untreated and undiagnosed for months, and a spine fracture which he suffered from in July before his death. His attorneys have initialized a criminal investigation in a letter to U.S. and state prosecutors in Rhode Island, Connecticut, Massachusetts and Vermont, and the Department of Homeland Security. Court affidavits say, Bernstein writers, that "guards at the Donald W. Wyatt Detention Facility in Central Falls, Rhode Island, dragged him from his bed on July 30, carried him in shackles to a car, bruising his arms and legs, and drove him two hours to a U.S. government lockup in Hartford, Connecticut, where an immigration officer pressured him to withdraw all pending appeals of his case and accept deportation."

Providence police officer kills alleged attacker
PROVIDENCE — A policeman yesterday morning interrupted a man who was stabbing a woman with a “large bayonet” and, to stop the assault, shot him fatally, according to police officials.
Patrolman John S. Abatiello crashed into the couple’s locked bedroom in a South Providence apartment and, with his pistol drawn, ordered the man to drop his weapon. But the man instead raised the bayonet higher in a threatening manner and Abatiello shot him once in the chest, the police said.
The alleged assailant, Eddy Tiburcio, 41, fell to the floor. He was pronounced dead at Rhode Island Hospital.
The victim, Niurka Moronta, 34, suffered stab wounds to her right shoulder and right thigh and bruises to her left eye and head, according to the police. She was treated at Rhode Island Hospital.
“She’s going to be OK,” said Police Chief Dean M. Esserman. She had been assaulted with both the bayonet and a hammer, he said, and both items were seized.
The couple were the parents of three boys, ages 3, 4 and 7, with whom they lived in an apartment in a duplex at 25 Pennsylvania Ave., according to the police.
The boys have been turned over to the Rhode Island Department of Children, Youth and Families.
“A terrifying thing happened and they saw an officer save their mother’s life,” Esserman said. “And yet they won’t see their father again.”
Neighbors in the family’s working-class neighborhood expressed shock.
“I see them very often and they look nice to me,” said Altino Barros, 43, a self-employed contractor who lives at 19 Pennsylvania Ave. “It seemed to me as a couple that they had a very good relationship. I never saw or heard anything” negative.
The events of the morning began with what Esserman said was a 911 call “in the wee hours,” to which the police and Fire Department responded. Bodies of missing R.I. couple found in septic tank
Police have found the bodies of a missing Rhode Island couple in a septic tank in their yard.
Sixty-year-old James A. Soares Sr. and 53-year-old Marian F. Soares had last been seen at the beginning of the month. They were reported missing by family members July 15 after they missed a family reunion.
Police went to the couple's house in Warren on Saturday and excavated the yard with a backhoe.

Third wrong-sided brain surgery at R.I. hospital
Rhode Island Hospital was fined $50,000 and reprimanded by the state Department of Health Monday after its third instance this year of a doctor performing brain surgery in the wrong side of a patient's head.
"We are extremely concerned about this continuing pattern," Director of Health David R. Gifford said in a written statement. "While the hospital has made improvements in the operating room, they have not extended these changes to the rest of the hospital."
The most recent case happened Friday when, according to the health department, the chief resident started brain surgery on the wrong side of an 82-year-old patient's head.
