    • On energy, T. Boone Pickens sees bipartisan fault

      When T. Boone Pickens discusses energy policy with Democrats and Republicans this week, neither side may like all that they hear.

      With average gasoline prices above $4 a gallon, energy issues have come to dominate the legislative debate this summer and both parties have sought the counsel of the oilman/investment whiz/wind power promoter.

      What does Pickens, a geologist before he was a billionaire, think of the debate?

      “There’s nothing they are saying that is going to solve the problem,” he told The Hill.

      For example, Pickens doesn’t expect much oil to be found off the coasts. That would seem to undercut the Republican push to open the areas to drilling.

      “The public thinks, ‘Well, God. If we got 86 billion barrels of oil sitting out there, why don’t we go drill it and produce it and lower the price of gasoline to $2?’ That’s kind of the way it’s been characterized. Which I think is totally misleading,” he said (editor’s note: A transcription of the interview will appear in the Business & Lobbying section of Tuesday’s edition of The Hill).

      That should bolster Democratic leaders who are resisting pressure to drill, although Pickens does support conducting seismic studies to get a better handle on potential resources.

      What about Democratic efforts to rein in “speculation,” a push that Democrats in both the House and Senate may make this week?

      Pickens doesn’t think much of that idea, either.

      “It’s a waste of time. Doesn’t have anything to do with it. … Everybody tries to place the blame, and the blame is our own lack of leadership over the past 40 years on energy.”

      Pickens’s main mission in Washington this week is to promote the Pickens Plan (www.pickensplan.com.), his effort to use natural gas as a transportation fuel instead of as a source of electricity.

      Wind power would replace the natural gas on the grid. And natural gas would replace gasoline, saving the country $700 billion over 10 years that would otherwise go to buy foreign oil, he said.

    • New Texas wind power project is massive

      AUSTIN, Texas — Texas, headquarters of America's oil industry, is about to stake a fortune on wind power.

      In what experts say is the biggest investment in the clean and renewable energy in U.S. history, utility officials in the Lone Star State gave preliminary approval Thursday to a $4.9 billion plan to build new transmission lines to carry wind-generated electricity from gusty West Texas to urban areas like Dallas.

      "People think about oil wells and football in Texas, but in 10 years they'll look back and say this was a brilliant thing to do," said Patrick Woodson, vice president of E.On Climate & Renewables North America, which has about 1,200 megawatts of wind projects already in use or on the drawing board in Texas.

      Texas is already the national leader in wind power, generating about 5,000 megawatts. But wind-energy advocates say the lack of transmission lines has kept a lot of that power from being put to use and has hindered the building of more turbines.

      Supporters say Thursday's 2-1 vote by the Texas Public Utility Commission is critical to getting that energy to more people.

      "We will add more wind than the 14 states following Texas combined," said PUC Commissioner Paul Hudson. "I think that's a very extraordinary achievement. Some think we haven't gone far enough, some think we've pushed too far."

    • Texas approves massive new wind power project

      Texas officials gave preliminary approval Thursday to the nation's largest wind-power project, a plan to build billions of dollars worth of new transmission lines to bring wind energy from gusty West Texas to urban areas.

      "We will add more wind than the 14 states following Texas combined," said PUC Commissioner Paul Hudson. "I think that's a very extraordinary achievement. Some think we haven't gone far enough, some think we've pushed too far."

      Environmentalist and consumer groups called the move a critical expansion of the "renewable energy superhighway," predicting it will spur wind energy projects, create jobs, reduce energy costs and reduce pollution.

      Texas already generates about 5,000 megawatts of wind power, more than any other state. The new plan would add transmission lines to boost capacity to about 18,000 megawatts.

    • Floating wind turbines poised to harness ocean winds

      A British company is poised to construct the world's first floating wind turbine, in a move that could herald a new generation of cheaper, less problematic wind energy.

      Blue H, a firm registered in the UK but based in Holland, aims to anchor its prototype device 12 miles off the coast of southern Italy later this month.

      The company is one of several racing to build commercial-scale floating wind turbines that sit in deep water far from land. These turbines benefit from more powerful winds and avoid many of the issues that afflict existing wind farms.

      Neal Bastick, head of Blue H, said the Italian prototype would be "virtually invisible" from the shore, and that the company plans to build a full scale floating 90 megawatt wind farm in the region. Blue H also wants to build them off Scotland and the northeast US.

      Bastick said the floating windmills would be more economic to install than existing offshore turbines, which sit on fixed foundations in the seabed. They could minimise problems with planning, as well as having less impact on shipping, military radar and coastal seabird populations. Electricity would be sent ashore using undersea cables.

    • Oil company plans first floating wind turbine

      OSLO, Norway - An oil company announced plans Thursday to build next year what it claims will be the world's first full-scale floating wind turbine.

      State-controlled StatoilHydro ASA, based in the western port of Stavanger, is the key producer in the offshore oil industry that makes Norway a major petroleum exporter.

      The company said the $80 million pilot project combines its offshore oil experience with advanced technology for wind power.

      The 2.3 megawatt windmill will be placed about six miles off the coast of Karmoey, near Stavanger on the west coast. StatoilHydro said it has already signed contracts for the construction of the wind turbine and its floating base. The electricity will be sent to land through underwater cables.

      Previous ocean windmill projects have been based on towers built onto the seabed near land, rather than floating structures. However, windmills on land or near the coast often draw complaints they spoil the view and disturb wildlife.

      Since the buoy is held in place by three anchors with chains, the system could be used in waters as deep as 2,300 feet, the company said in a news release.

      StatoilHydro said a 10-foot tall model of the floating unit had already been tested in a wave tank at the Norwegian research institute SINTEF in the city of Trondheim.

      The company said it plans to conduct a two-year test with the unit after it is goes on line in late 2009 in hopes of demonstrating that floating wind power is commercially viable.

    • Celebrate clean coal, come on!

      In one TV commercial, Kool and the Gang warble their celebration of good times because coal, yes, coal, makes the party possible in America. In another, white and black, young and old, male and female, and even someone in a doctor's green scrubs, stare into the camera and soulfully declare: "I believe" American know-how will make coal clean and stop it from contributing to climate change. Not sold? Maybe you missed the newspaper ads and billboards warning that turning away from coal could mean blackouts, unemployment and higher electric bills.

      These messages and other variations on the coal-is-great theme are flooding the nation courtesy of the coal industry, coal-fueled utilities, railroads and related industries. The pro-coal marketing campaign -- known by its tag line "Clean Coal" -- has kicked into high gear as prospects for new plants have turned bleak. Wall Street is tightening financing, leading to what one analyst told the Christian Science Monitor is a "de facto moratorium on coal power." The expected election of a more environmentally friendly president may lead to the first federal limits on carbon dioxide emissions. Even red states like Kansas are now battling the construction of coal-fired plants. Last year, 59 new plants were either canceled or halted across the nation.

      When it comes to the threat of global warming, "the coal industry are the last people to get it," says Daniel J. Weiss, senior fellow and director of climate strategy at the Center for American Progress, a nonprofit, progressive think tank. "That's why they're fighting so hard. They're on a death spiral right now."

      The coal industry's woes have risen as worries over climate change have increased. Today's coal-fired plants emit copious amounts of carbon dioxide, a major greenhouse gas. One new plant planned for Iowa, for example, would dump 5.9 million tons of the stuff into the air in just one year. Two proposed Kansas plants would add 11 million tons annually.

      snip

      As the coal debate continues, the National Oceanic and Atmospheric Administration announced April 23 that global levels of atmospheric carbon dioxide increased by 19 billion tons in the last year. The worldwide concentration is now 385 parts per million. The level that is expected to tip the world into disaster is 450 parts per million.

      But climate change isn't raining on the coal industry's campaign. In April, Barack Obama acknowledged a voter sporting one of the industry's hats at a campaign stop in Dunmore, Penn., and then used the industry's own terminology to talk about his support for investing in carbon storage research. In an appearance in Charleston, W.Va., Hillary Clinton also used the industry's own words to pledge her support for doing the same.

      Obama, Clinton and John McCain all favor legislation to fight climate change. The nearly identical programs proposed by the two Democrats are more far-reaching than that put forth by McCain. However, none of them support a moratorium on building new coal-fired plants.

      Meanwhile, the Clean Coal marketing machine keeps rolling. As one commercial declares, coal powers "our way of life." On the soundtrack, Kool and the Gang sing, "Celebrate good times, come on!"
      ~~~~~~
      What an insidious campaign. And all the presidential candidates go along with it! It is time to tell them to stop this pandering to those industries who care about nothing but their own balance sheets. CO2 levels are now the highest they have been in 650,000 years and it is because of the very garbage being spewed by coal plants.
      "Clean coal" is an assault on reason! Shame on Obama, Clinton, and McCain for giving it credence to get votes while people die from its effects.
      These students came up with a great solution for expanding their wireless network. Apparently there wasn't any power source available for the network repeater, so they build a wind turbine. These should be on every rooftop, in every city.
      Dan built the charging circuit himself. Essentially the windmill recharges two 12V batteries and the circuit exists to make sure it does not over charge them. The wireless AP/repeater (not in the picture) is connected to the battery terminals. We "waterproofed" it using plumber's putty, the plastic tuperware box, and that metal box that Dan got off ebay).
