Ambulances and cop cars ready to rumble
But not everyone is raving about the Rumbler. Citizens Coalition Against Noise Pollution (they'd prefer you call them Noise Off) says the device creates an "ear splitting sound" and notes the company's own marketing materials warn "sirens and speakers may cause hearing damage." When urging city councils to reject the Rumbler, Noise Off explains that regular exposure to low frequencies can cause hearing loss, sleep deprivation, chronic fatigue, anxiety, hostility, depression and hypertension. None of those are qualities you want in emergency service professionals.
Public reaction to the Rumbler has been mixed, with some drivers complaining it's annoying.

Good lord, I remember hearing about a much simpler solution way back in the eighties, what it was was an IR sending unit installed in all emergency vehicles, that would broadcast up to six city blocks away.
The reason it never took off is because it required co-operation from detroit and othe car manufacturers to put in an IR reciever in all makes and models of cars that would activate a simple light on the dash to gain a motorists' attention to let them know an emergency vehicle was somewhere nearby, and to pull over to the side of the road. The cost of the recieving unit? At the time $100.00.
The same technology could still be implemenmted today and could be set up to overide a persons stereo, and broadcast over the vehicles own speaker system as well as give directional indication as to where the emergency vehicle is coming from. Burglary, Robbery and Auto Burglaries occur in the district in varying patterns. After a review of the crimes for the months of July and August, some patterns are evident. Daytime before 5 PM are the highest times for a burglary to occur. Residences are by far the most frequent, although construction sites are next highest at nearly 30%. I spoke recently regarding such incidents and recalled that one afternoon, while canvassing North Beach construction sites, we found 10 locations where tools and equipment were left unattended. The theft of opportunity can easily be avoided by securing equipment and tools in locked containers when they are unattended or otherwise not in use.
In cases of robbery, there are a few precautions that one can do to protect themselves. Maintain situational awareness while out and about. Know your surroundings and your travel routes. Travel with a friend or co-worker. Don’t over burden yourself with packages or bulky items. Be wary of purses, backpacks and laptop bags. These are the most taken items along with wallets, watches and Ipods in robberies.
In the northern area of the Central District, in concentrated tourist areas, auto boostings are the most often reported crimes. Parking garages are the most frequently hit locations. Indra Murdoch at the Anchorage Shopping Center has experienced success in lowering their auto boosts significantly in the past few months. She launched a campaign in education to her security staff, attendants and to the parking public. She placed large signs in the garage advising parkers to lock up their valuables out of sight or to take them from the parked vehicles. Indra gets a Captain’s Complimentary Citation for outstanding crime prevention.

I am just back from a quick trip to the Eastern Sierras. The sights were great at Mono Lake, Devil’s Postpile, Gem Lake, June Lake and Mammoth Mountain. I even ran into a bunch of tourists trying to figure out the Italian script on the back of their Caffe Roma t-shirts at the foot of Rainbow Falls. Familiar with the credo, I translated, Tony would be proud. While I was there I happened to pick up a local paper to see how crime took a vacation as well. The good news is that their worst report was a demolished and pilfered kitchen and pantry. The suspect was a four legged 350 pound local, covered in dark brown fur. I wonder how they manage Community Policing with those guys.
Yesterday was officially the first day of Fall and our event calendar fills up quickly. In October we have the 10/10 Parade and Festival in Chinatown on 10/04/08 and of course, Fleet Week at Fisherman’s Wharf on 10/9-10/12. At the end of the month we expect revelers of all ages and costume to come into the district for Halloween on Friday 10/31/08.
Broadway and the area has been active. See below for statistics. We have had help with new Central Lieutenant Harry Pierson and Night Captain Dave Lazar directing troops from Central Station, the Market Street Beat, the Traffic Violence Reduction squad and others. The SF Sheriff continues to be a great ally with a bus on Broadway every weekend to assist in booking prisoners. They were very busy Saturday night into Sunday morning.

The Traffic Company Violence Reduction Unit assistance was very helpful indeed, with a reported 41 citations issued, 5 vehicles towed, 6 reports made and 7 arrests made. The best arrest of the night occurred when Solo Motorcycle Officer Jim Riordan was told by a motorist that a group of 4 Latin males and a black male robbed him at Sansome and Broadway on 9/20/08 at 1:40 AM. Two fatal incidents occurred this week, both within hours of each on 9/11/08. Just after midnight, officers were alerted to a call of a suspect breaking into vehicles on the unit block of Alta, near Coit Tower. At one point, the suspect ran from one of the victim vehicles and attempted to flee, vaulting a wall at the end of the street. The suspect did not survive the fall of over 150 feet to the foot of the hill at Sansome and Filbert Streets.
Later that afternoon, officers were called to an apartment building at Taylor and Geary to our only homicide of the year. Without being able to provide any specific details, I can only commend Officers Steve Wonder and Nick Rainsford for outstanding investigation and follow up that led to the arrest of the suspect within 48 hours of the report.

Last week, I met with Chief Fong and Cindy Brandon, the executive director of SAFE, Safety Awareness For Everyone, and a representative from the Metropolitan Club regarding a talk on crime awareness for the individual. It occurred to me that the tenants of crime awareness should be on everyone’s mind. Here are just a few tips to help keep you from being a victim.
• Be Mindful. Have situational awareness of your surroundings. That can mean several things, but besides being mindful in the moments when going to and from your home, school or office, it also means doing some homework yourself. Do you know the crime trends in your area? Do you take personal precautions? Do you own something that is a hot commodity? Things like laptops, Ipods, GPS systems in vehicles are top items stolen from people and unoccupied vehicles.
• Use a Lock. On your home, your car, your bike, your work-out locker at the gym. Some thieves are strictly opportunists. Community Court Panelist Training
Certainly as in almost everything in life, there should be priorities and consequences. In crime issues, not every offense can or should be taken to a jury trial. That is not to say that somehow, every crime that involves a victim should be addressed. Be a part of a team to make our community whole after an offense. Take a spot on one of our three Community Courts after attending panelist training.

Despite being a bit superstitious….
To date, we have had no vehicle related accident fatalities in the district.
Also to date, we have had no, zero homicides in the district for the year 2008.
In our fight against auto burglary, one property manager who oversees a garage on Fisherman’s Wharf reports that they have had only one auto boost over the past 3 months since installing several large signs warning patrons to secure valuables out of sight in their parked and unattended vehicles.
Occasionally we experience crimes series of different sorts. We attempt to identify them through police reports or by officers who notice trends in their sectors or on their beats. Information communication is key when it comes to solving a series. That means we need to hear from the community when they notice something unusual or when they experience a crime. Sometimes I am told about crimes that occurred, but the witness or victim did not report them. It is important to track crime trends and statistics by documenting occurrences as much as possible. Sometimes patrols and staffing decisions can be made by the number of calls for service or number of incidents reported in an area during specific times.

We continue to see thefts of opportunity and theft of precious metals such as copper and bronze. Please see the attached SAFE Flier at the end of this newsletter for additional tips and information.

Thanks to Officer Fred Crisp for putting together last week’s newsletter. I am back from vacation but hopefully soon we will have a volunteer working at Central Station and one of his duties will be to assemble the newsletter. I will continue to write the “Captain’s Comments” section but he will do the remaining segments.
School is back in session! Drive, (and bike) safely!
Remember to stay alert while driving, especially in the next few weeks when kids are just returning to school. Easy for me to say; 2 weeks ago I was on my way to work on the Embarcadero when I dodged a jogger and ran smack into a metal bollard. Luckily, I was wearing my helmet and the only things I bruised were my thigh and ego. My bike did not fare so well. It is easy to take your eye or mind off driving for even a second or two, but unfortunate results can happen. Remember to stay “hands free” when using the phone. Remember too that ear buds or ear phones are not allowed.
You may remember the Bocce Community Event at “National Night Out” at Joe DiMaggio Playground on 08/05/08. Everyone in attendance voiced the opinion that such an enjoyable event should happen more than once a year. Neighbor Lee Goodin heard those comments and took action. Lee has reserved the Bocce’ Ball courts on Thursday September 4th from 6PM-7:30PM for another get together. Tel-Hi, Central Station and neighbors will be in attendance. Thanks and farewell to SAFE’s and Central District Community Liaison David Chan. David retired from SAFE, (Safety Awareness For Everyone), last week and was awarded certificates from SAFE and Chief Heather Fong. David has been a great friend and hard worker who has always helped with our annual Chinatown events, the annual Crime Prevention Kick-off, crime prevention fliers and presentations. He coordinated meetings and did translations for bulletins and safety fliers. We will miss him and we wish him well in his future endeavors.

I read recently about legislative attempts to address the problem at the recycling yards, to identify those bringing in materials for cash. In the meantime I would recommend that you secure copper pipe indoors whenever possible or to paint over it, insulate it or securely fasten it with brackets at several locations. Police: Man Drives Off After Being Shot By Officer
GARLAND, Texas -- Garland police said an officer shot a 19-year-old man who allegedly tried to hit the officer with a car early Saturday morning.

The Neighborhood Parks Council seeks volunteers for the Playground Work Days in August!
In connection with the Playground Report Card, Neighborhood Parks Council and Rec Park Department are collaborating to plan a number of workdays in 2008 to raise the score of failing playgrounds. Two of the largest clubs on Broadway were closed and Night Supervisors noted drastically reduced amount of problems. One large fight inside a club on the 500 block sent two to the hospital with injuries.
We had good support on both nights with help from the Traffic Company with several motorcycle officers handing out several citations and making traffic related arrests.

Solo Traffic Lieutenant Kitt Crenshaw stopped a vehicle and discovered the driver was wanted on a warrant relating to a narcotics asset seizure. Masked Burglars tracked through apartment break-in
Officer Scott Korte reported that he was called last week, to a burglary on the 1000 block of Sutter. The Officers entered the apartment and saw that the place was “trashed” including toilet paper strewn about the bathroom and all over the rest of the apartment. The investigation turned a bit when they learned that entry was made from a second floor window and that food that was left out for the occupant’s dogs had been eaten. The burglars then apparently developed a thirst and drank every drop of water from the toilet bowl. It was then that the officers saw the footprints on the toilet and around the apartment, very small, thin footprints. Turns out the suspects were raccoons. No capture was made.
Seriously folks, if we learn anything from this case, it is that even if you live on a level above the ground floor, it may still be accessed. Remember to screen or close windows entirely.

Salvage Thefts, Continued
We receive from time to time, alerts from other law enforcement jurisdictions, of cases and crime trends to be aware of. I spoke of opportunity thefts a few weeks ago from curbside recycling, copper wire, copper pipe and fixtures and even metal works of art that are dismantled and taken in for cash at recycle yards. Recently, there has been a trend on the peninsula and in the East Bay, of catalytic converter thefts. Thieves will drive around looking for parked vehicles and will use wrenches or even a ‘saws-all’ to rip the converter straight from the car’s undercarriage. Popular models seem to be older Toyota’s, especially the Forerunner’s because of the height. Apparently the raw materials bring in some cash, but not nearly what the cost is to repair and replace them. Recent reports include theft of manhole covers, park plaques and even cemeteries.

On 7/23/08 at 2AM, HQ called to report several males fighting with weapons on the 1000 block of Sansome. BOY racers who have inflicted years of misery on Neath residents may have met their match.
Skewen Neighbourhood Policing Team said months of speaking to offenders and the cooperation of bosses at Vale of Neath Retail Park, meant a long-term solution was almost in place.

Good things are happening here in the district. We are 2 for 2 at City Commissions this week. On Tuesday July 15, 2008 the Entertainment Commission turned down an entertainment permit for the first time in my three year tenure here. Reason cited were lack of management experience, past incidents at the location on the 400 block of Broadway and a lack of a good security plan.
On July 16, 2008 the Board of Permit Appeals upheld a notice of violation and cease and desist order on a business operating as an illegal encounter studio, also on the 400 block of Broadway. The place in question was investigated twice for acts of prostitution and in one case, robbery of a tourist from Israel. Women employees were arrested related to all three accusations. The location also operated after 2 AM, also in violation of the Planning Code, and enlisted barkers and scantily clad women approaching men on the street.
We are encouraged by these actions and hope to see them as the beginning of follow up support for the Central Station Night Watch officers who have sustained efforts on Broadway over the past three years.
The Economics of Crime
Crime often rises and falls with the economy. We have seen a steady rise in crimes of theft and opportunity throughout the district. Petty thefts, shoplift, and ‘dine and dash’ type crimes seem to be on the rise.
Two glaring examples of this occurred last week. On the 500 block of Jefferson, suspects disconnected and stole several dozen feet of active copper plumbing to crab pots at one location. Copper pipe thefts along with recyclable items have been targets of theft throughout the Bay Area. On 7/16/08 at 5 PM, a woman riding aboard MUNI was robbed of a bag of groceries at Stockton and Broadway.
Laptop Grants for At Risk Youth
This program provides free refurbished laptops to selected college bound foster care youth and other youth under the jurisdiction of the Juvenile Court system. This program is a partnership between City Youth Now www.cityyouthnow.org, Redemtech www.redemtech.com, TechConnect Digital Inclusion Initiative www.sfgov.org/digital_inclusion and Independent Living Skills Program www.sfhsa.org . Captain’s Comments
On Wednesday July 9 at 11 AM, I was at the Cable Car turn around at Bay and Taylor Streets when I saw an elderly woman with a cane across the intersection attempting to step up onto the curb when she obviously began to lose her balance. Just as she went backwards, arms and legs akimbo, Sanford Cipinko, “Attorney at Law” swept in. Mr. Cipinko reached out with his right arm and cradled the falling woman, meanwhile balancing a cup of coffee in his free hand. The woman was propped up onto the curb and was helped to regain her balance and composure. I asked the woman if she was ok and congratulated Mr. Cipinko for the catch and no-spill feat. He gave me his card and said, “we prevent injuries as well.” There can’t be any money in that.
After seeing this act, I thought about the past two newsletters and our themes about ‘being our brother’s (and sister’s) keepers, and also about pedestrian safety. On the same day I received our 6 months stats from the Traffic Bureau on traffic collisions and injuries and fatalities. To date, we have had 127 accidents involving injury. Thankfully we have had no, (knock wood), repeat, no traffic related fatalities. Keep up the good work and remember to look both ways.

7/12/08- 1 AM, fight reported at a bar on the 400 block of Broadway, patron struck in head with bottle.
7/12/08- 1:40 AM, Sgt. Ed Anzore observed two Hispanic males shouting at each other and challenging each to a fight on the 400 block of Broadway. The men began fighting and hurled themselves into a window twice before the Sergeant and Officers could seperate them. Both were detained and cited for fighting in public. One of the two suffered a laceration above his eye. The men were from Suisun and Castro Valley, Ca.

7/8/08 at 10 PM- Geary and Hyde Streets- A white female from SF was arrested by Officer Milan Kangrga and Rene Nielsen for groping an officer and soliciting acts of prostitution. Captain’s Comments ... more -

A MAN could have died when a row over loud music exploded into violence.
Michael Smith, 44, was rushed to hospital with a fractured skull and severe brain damage after he was punched, kicked and stamped on.
He was in intensive care for 12 days and doctors believed that even if he survived the attack he would be left with significant mental problems.

Quiet, Please! How Noise Pollution Could Send You to the Hospital
Neurosis, hysteria, stress, nausea, and high blood pressure -- just a few of the health problems linked to noise.
A leaf blower, snow blower, lawn mower and two huge dogs -- Peter D'Epiro can describe in excruciating detail how his neighbor's lawn equipment and pets ruined summer afternoons and dinner parties for him and his wife for more than a decade in Ridgewood, New Jersey. But he'd rather not. "I can barely think about that situation without rushing for the Valium or the IV gin drip," he says.
With rising emotion, D'Epiro recalls how the neighbor began "warming up his rider mower, converting our idyllic backyard -- birds, squirrels, crabgrass -- into the sonic equivalent of La Guardia or Heathrow. Yes, he had a large yard, but the job could have been accomplished in 30 minutes, whereas he took, oh, say, six or seven hours on Saturday, often followed by another half-dozen on Sunday." D'Epiro goes on to describe how he and his wife, usually mild-mannered, exceedingly polite people, were reduced to screaming, fist-shaking and cursing in the face of these acoustic offenses.
Noise brings out the worst in human beings -- noisy people have been injured and even killed by their neighbors -- but neighbors are just one source of noise in a world that's increasingly cacophonous. Neighborhoods can turn into battlegrounds when clubs, restaurants, automobile sound systems and parties are acoustically unrestrained. The roadway clamor made by cars and trucks, the oppressive roar of low-flying aircraft, the rumble of commuter trains and the screeching of subway cars compound the challenges of daily life in the city or suburbs. Construction work generates lots of noise, and lots of noise complaints to civil authorities. Indoor sources include ventilation systems, office machines, home appliances, TVs and computer games.
Noise isn't just a nuisance; it's positively bad for us.

Complaint of Loud Music Triggers Assault
A Des Moines man was seriously injured early Sunday after complaining about loud music.
Shane Lee Freeman, 24, was taken by fire department medics to Mercy Medical Center. Police said his face was swollen and he may have broken bones in his face and jaw. Freeman told police that a red Chrysler New Yorker with a white top was being driven up and down the 2700 block of Cleveland Avenue early Sunday morning with the stereo system blaring. It went on for about an hour, he said.
Freeman said he finally approached the vehicle. A front seat passenger reached out of the car with a bat and hit Freeman on the left side of his face, according to a police report. The car sped away.
No arrests immediately were reported.
