    • On the Brink of Disaster

      Natural disasters made more severe by climate change will hit especially hard in regions with shaky political, economic, and security situations, says a new report from the United Nations Office for the Coordination of Humanitarian Affairs and relief agency CARE International. Vulnerable areas include central Africa, the Horn of Africa, and the Sahel; Afghanistan, the Caspian region, India, Iran, and Pakistan; and Cambodia, Indonesia, Laos, and Myanmar. "The likelihood of floods, violent storms, and droughts resulting in disasters is determined by a number of factors, including timely access to proper equipment, information, and the capacity to exert political influence," says CARE's Dr. Charles Ehrhart. More frequent and intense extreme-weather events, he notes, "will not necessarily cause a corresponding rise in disasters if world leaders act now." The report recommends that humanitarian groups help strengthen local disaster preparedness and response capacity and focus beyond short-term aid.

    • Fat kids to be removed from parental neglect

      Dangerously overweight children will have to be taken from their parents and put into care because of Britain's worsening "obesity epidemic", council leaders have warned.


      One million children will be clinically obese within four years on current trends, storing up future problems from heart disease, strokes, high blood pressure and diabetes.


      The Local Government Association (LGA), which represents 400 councils in England and Wales, predicted social services teams would have to take drastic action to improve the health of seriously overweight children.


      Social workers have only become involved very rarely in such cases, considering the issue is best tackled by parents.


      But the LGA warned that social services might have to treat very fat children as victims of "parental neglect" – just as malnourished children are.


      It predicted that social services would have to intervene "more and more" with obese children. It added that councils would have to take action against parents who put their children's health at risk, with the ultimate sanction of taking the fattest boys and girls into care.


      The LGA said Britain was fast becoming the "obesity capital of the world" and the increasing weight of the average citizen was pushing up council tax bills.

      "Taxpayers cannot sue the U.S. Department of Veterans Affairs for incorporating religion into its health care programs for the nation's veterans, an appeals court has ruled.

      The 7th Circuit Court of Appeals ruled Tuesday the Madison-based Freedom From Religion Foundation and three of its members have no legal standing to bring the case.

      The group was trying to end the department's practice of asking patients about their religion in "spiritual assessments," its use of chaplains to treat patients, and drug and alcohol treatment programs that incorporate religion. It claimed those practices violated the separation of church and state.

      But the court ruled that federal taxpayers cannot challenge those expenditures. The court cited a U.S. Supreme Court decision last year in which the same group was not allowed to sue over President Bush's faith-based initiative.

      In that case, the court ruled 5-4 the executive branch cannot be sued by taxpayers for expenses that allegedly promote religion. Cases can only be brought when the questionable expenditures are explicitly authorized in a congressional spending bill, the court ruled.

      Congress never authorized spending on the chaplain services, pastoral care and other programs challenged, the 7th Circuit ruled.

      Annie Laurie Gaylor, the foundation's co-president, criticized the ruling but said an appeal to the Supreme Court was unlikely. She said the group would look for VA patients who object to their treatment to be potential plaintiffs but said such a case would still be difficult to win.

      "The courts are moving to the position where government can fund religious activities and endorse religion without restraint," she said. "It's really very disturbing."

      The veterans agency, which treated 5.3 million people at its facilities in 2005, says it believes spirituality should be integrated into care, but it allows patients to decide whether that involves religion.

      Its spiritual assessments ask patients a series of questions about their faith, such as how often they attend church and how important religion is in their lives. Agency officials say the assessments help them determine patients' needs."

    • Heartbreak over cub confiscation

      A tribal man in India who rescued an abandoned bear cub to help his daughter overcome her mother's death has fallen foul of forestry officials.

      They confiscated the animal arguing that its capture was in contravention of wildlife laws.

      As a result, Ramesh Munda, 35, was briefly jailed and the bear was sent to a zoo where some reports say it has refused to eat.

      His daughter is now distraught over the loss of a "much-loved" family friend.

      Mutual affection

      Mr Munda, who is also known as Ram Singh, rescued Rani almost two years ago from the dense forest of Keonjhar in the eastern state of Orissa.

      From the moment the cub was recovered, both man and animal appeared to develop an unusual bond of love.

      Such was the level of affection between the bear and Mr Munda's family, that the local press began to write stories about this rare example of mutual affection.

      But Orissa forestry department officials were not so sentimental.

      Keonjhar district forest officials arrested and jailed him under the Wildlife Protection Act and sent Rani to Nandankanan Zoological Park.

      Now both man and animal are pining to be reunited, with the bear reportedly refusing to eat any food.

      Deserted

      Recently released on bail, Mr Munda is desperately looking for an opportunity to visit Nandankanan and spend a few moments with Rani.

      "I brought her up like my own daughter Gulki. I'm eager to meet her," he said.

      Little Gulki, who spent her childhood with Rani, is also shedding tears over the absence of her furry friend.

      She has now been reunited with her father after his time in prison, but the pair are pining for Rani.
