India's missile power lifts off

The spread of long-range ballistic missiles took a step forward on May 7 with India's successful flight test of its Agni-III missile that can carry a nuclear warhead as far as Beijing.

But the difference between this and other missile developments is that India's missiles - like those of the United States, Britain, France and Israel - are not used to threaten others and instead help deter potential aggressors.

With nuclear missile-armed neighbors like China, Russia and Pakistan, India needs an effective deterrent. But for years New Delhi concentrated on developing tactical missiles to deter Pakistan, which India fought three times since independence in 1947. India's nuclear-capable short- and medium-range missiles, in addition to its supersonic cruise missiles, are an existing deterrent to Pakistan.

Now India emphasizes development of strategic weapons, clearly worried about China's rapid military buildup. In 1962, India fought a war with China over their disputed frontier. When Chinese forces put down the 1959 uprising in Tibet and the Dalai Lama fled to India, New Delhi began military patrols along its northern border. Conflict with Chinese troops occurred, and in 1962 war broke out.

In three months of fighting China won every battle, showed the Indian army to be badly unprepared and redrew the border. Now, 46 years later there is unrest again in Tibet as China rapidly modernizes its military. With an arsenal of nuclear missiles that can reach India, including some reportedly based in Tibet, and a growing navy that could challenge for control of the Indian Ocean, China has become a threat to the Subcontinent.

The May 7 flight test was the third for Agni-III. The first test in 2006 failed, but the second in April last year was successful. This year's test was to validate last year's success and check out a new ring laser gyro-based navigation system. The Indian Defense Ministry said everything worked in textbook fashion in terms of range and accuracy. The missile traveled 3,000 kilometers (1,860 miles) and splashed down on target. Its full range is said to be 3,500 kilometers, which enables it to reach Shanghai and Beijing.

The government said Agni-III is now being turned over to the army, which has a missile regiment ready to receive it. The army will conduct the next flight test by the middle of next year, after which Agni-III is expected to become operational.

India's defense research organization now turns to complete the development of Agni-IV, a 3-stage solid fuel missile with a range of 5,000 kilometers (3,100 miles) or more, which would enable it to cover all of China from launch sites deep inside India. Northeast: Far from the madding crowd

Northeast India, it’s untamed and unexplored. There are full of lush green valleys, lofty mountains and tumultuous rivers with extraordinary range of flora and fauna. The natural beauty certainly awaits the traveller looking for something different.

India’s northeast, a region of breathtaking natural beauty- has been in the news for all the wrong reasons. The green hills, pristine rivers with turquoise blue waters, vast rolling plains, dense forests, the unmatched variety of flora and faun and last but not the least…the simple, happy-go-lucky people make it a place worth visiting. But unfortunately, most tourists-whether domestic or foreign have preferred to stay away from this region-not only because of the insurgency factor, but also because of other problem areas like poor infrastructure, poor communication facilities, lack of information and communication bottlenecks. This region is a melting pot of various races like the Indo-Burmese, Indo-Tibetan, Mongoloid, Aryan etc-but over the centuries they have become a part of the rich tapestry that is the North-East, living in harmony with nature .

Inspite of all this, the seven-sister states of the Northeast are economically very backward - there are not many avenues of employment for the youth from this region, which is one of the main reasons for their taking up the gun. ‘An empty mind is a devil’s workshop’ - very correctly said - it is here that the governments of the north-eastern states can take the cue and pitch in together to bring in tourists and along with it the much-needed moolah.

There is so much to choose from – take Assam for instance - the world-famous Kaziranga National Park –home to the one-horned rhinoceros and spread over an area of 430 sq kms; Manas National Park, a tiger reserve under Project Tiger, also a world-heritage site, the Nameri National Park – an angler’s paradise - are some places of interest not to be missed. Another place worth visiting is Majuli, the largest river island in the world - there are several ‘satras’ or monasteries here, which are seats of Vaishnavite art and culture-popularised by the Saint Sankardeva. Jatinga in the North-Cachar Hills district has confounded common people and ornithologists alike with birds coming from far and near and committing ‘suicide’ there. Assam nowadays has been trying very hard to woo tourists, domestic as well as foreign ones. Every year Assam hosts the Brahmaputra Beach Festival, Tezpur Festival, Dehing-Patkai festival, Tea Festival, Kaziranga Festival among others.

Tech Bangalore wants it sheen back

It’s been a frustrating time for many businesses in India’s IT hub of Bangalore. Endless traffic jams, sporadic power, a chaotic airport and many politicians who just couldn’t give a damn.

For four years, Karnataka state, home to India’s “silicon valley”, was ruled by a chaotic coalition with a regional party. With Janata Dal (S)’s support base among farmers, politicians were criticised for ignoring Bangalore’s IT “elites”.

The result – more decrepit public transport, four hour commutes, packed roads and blackouts that have taken some glean off this city as it faces increasing competition from other cities such as Shanghai and Manila to attract foreign investment.

Now many executives hope state elections, ending on May 22, may offer hope for the world’s “back office,” accounting for a third of India’s $41 billion software exports, by bringing in politicians to address grievances of businesses.

It is not just about political pie-in-the-sky promises.

Karnataka will hold the first major election under a new constituency map. The first new map in decades, it gives more political weight to urban India and its business workers and could weaken India’s traditionally pro-rural politicians as the country prepares for general elections within the year.

“In the last four to five years, a lot was squandered away in Bangalore. What has happened, happened in spite of,” said Ashok Kheny, an Indian businessman who has unsuccessfully battled for years to finish a $700 million highway and township project.

The last election four years ago was seen as a rejection of former chief minister S M Krishna’s pro-urban policies in favor of farmers. Krishna, who promised to convert Bangalore into another Singapore, had helped propel the city into an IT hub.

A similar voter backlash happened in Andhra Pradesh in 2004, where a pro-IT party was thrown out by angry voters, increasing feelings in India that being pro-tech was not a way to win power.

Nearly 175 terror groups are active in India

New Delhi, Apr 13 : Manipur has the highest number of terror outfits, followed by Assam and Jammu and Kashmir, according to a list prepared by the Union Home Ministry in consultation with state governments and intelligence agencies.

The home ministry is closely monitoring the activities of nearly 175-terror organisations spread across India and attempting to ascertain their links both within and outside the country. The list includes those suspected of, or indulging in terrorist, insurgent, extremist or fanatical activities. The majority of the outfits are centred in and active in the northeast, according to intelligence sources.

Manipur tops the list with a whopping 39 organisations, followed by Assam with 36 organisations that are under the scanner of the state and central intelligence agencies.

The next is the sensitive border state of Jammu and Kashmir with 32 such groups active, semi-active or dormant. In addition to these, there are at least four other independent groups that are not based in Kashmir but are coordinating or supporting terror groups in the state from across the border.

The surprise inclusion here is Dukhtaran-e-Millat, an all-women organisation that exerts community pressures to further social norms dictated by Islamic fundamental groups.

Most of the groups named in the list are engaged in secessionist activities, mostly armed and violent, either independently or with support from across the border, mostly in regions neighbouring Pakistan and China.

A matter of concern for law-enforcing authorities is that the list - which IANS - have obtained - is not exhaustive and keeps growing, the sources said.

Thirty groups belong to Tripura, followed by four in Meghalaya, three in Nagaland, two in Mizoram and one in Arunachal Pradesh.

This makes a total of 115 groups in seven states in the sensitive northeast, including those bordering China.
