Bringing down the volume of loud commercials
"Ever get sick of those commercials that seem to be a lot louder than the show you're watching?
Sen. Roger Wicker (R-Miss) sympathizes with you.
The senator yesterday introduced legislation that would require the Federal Communications Commission to bar commercials from being broadcast at louder volumes than the program material they accompany. It's called the Commercial Advertisement Loudness Mitigation Act, or CALM Act.
"Excessively loud television commercials are annoying and drive families away from quality programming," Wicker said in a news release. "This bill is a common sense approach to a problem that plagues individuals across the nation and will create a more enjoyable television experience. As a member of the Commerce Committee, I look forward to working with my colleagues to make this legislation a reality."
The bill has companion legislation introduced in the House by Rep. Anna Eschoo (D-CA).

How Man-Made Noise May Be Altering Earth's Ecology
"Bernie Krause listens to nature for a living. The 69-year-old is a field recording scientist: He heads into the wilderness to document the noises made by native fauna — crickets chirping in the Amazon rain forest, frogs croaking in the Australian outback.
But Krause has noticed something alarming. The natural sound of the world is vanishing. He'll be deep inside the Amazon, recording that cricket, but when he listens carefully he also hears machinery: The distant howl of a 747 or the dull roar of a Hummer miles way.
Krause has a word for the pristine acoustics of nature: biophony. It's what the world sounds like in the absence of humans. But in 40 percent of the locations where Krause has recorded over the past 40 years, human-generated noise has infiltrated the wilderness. 'It's getting harder and harder to find places that aren't contaminated,' he says.
This isn't just a matter of aesthetics. The contamination of biophony may soon become a serious environmental issue — Krause says that man-made sounds are already wreaking havoc with animal communication. We worry about the carbon emissions from SUVs and airplanes; maybe we should be equally concerned about the racket they cause.
Krause's argument is simple. In a biophony, animals divide up the acoustic spectrum so they don't interfere with one another's voices. He shows me a spectrogram of a wilderness recording, in which all the component noises are mapped according to pitch. It looks like the musical score for an orchestra, with each instrument in its place. No two species are using the same frequency. 'That's part of how they coexist so well,' Krause says. The online maps that reveal the noisiest parts of the country
Maps showing the levels of noise produced by major industries, airports, road and rail networks are available online for the first time.
The Government hopes they will help reduce noise pollution and protect designated quiet areas.
The maps, which cover 23 urban areas in England, are available to the public on the Department for Environment and Rural Affairs website.
This online map of London is just one of those released by Defra to show levels of noise in the country

Now you can see noise pollution
The government yesterday published online maps which allow users to enter their postcode to find out noise levels in their area. They show the level of environmental noise from airports, industry, and road and rail networks over 24-hour periods or during the night.
The environment minister, Jonathan Shaw, said: "Factors like transport and industry are a necessary part of modern life. But we need to look at what further practical steps we can take to make people's lives more tranquil. These maps provide the most comprehensive snapshot yet of noise in our country, all at the click of a mouse.
"We will use them to draw up action plans to reduce noise where practical from major roads and railways, as well as urban areas. The plans will include measures to protect designated quiet areas from any increase in noise."
But Peter Wakeham, director of the Noise Abatement Society, said: "What the maps don't have are football stadiums, nightclubs, military training ranges. If you live near Wembley it's terrible at the weekend. The maps need to be validated. At the moment they're just computer projections, not sound level recordings. At least they recognise there's a problem."
The maps cover 67,000 miles of road, 3,000 miles of railway and the areas around 18 airports. The website also includes the number of people exposed to noise levels. The areas covered are: Birkenhead, Blackpool, Bournemouth, Brighton, Bristol, Coventry, Hull, Leicester, Liverpool, London, Manchester, Nottingham, Portsmouth, Preston, Reading, Sheffield, Southampton, Southend, Teesside, the Potteries, Tyneside, West Midlands and West Yorkshire.

Check out all the disable individuals getting off of the bus. Poor people, they all have some kind of a problem and they all need a noise signal to orientate themselves. (Sorry about the cynicism, but I can not help!) I have been acoustically harassed for 7 consecutive Years.
So our Mayor wants to be the environmental Mayor? Ok! Let us see if he qualifies:
1. Our Public Transportation is the most acoustic polluted form of transport in the Bay Area and probably in the USA.
2. Our Public Traffic is brutal, uneducated and air pollution is all time high.
3. Noise is everywhere, anyone can harass anyone without further questions with beep signals, car alarms, car alarms special effects remote control door locks.
4. There are acoustic Terrorists in the Government and in the Public challenging Neighborhoods airspace everywhere.
5. Harley's and private cars with modified mufflers are free to run and speed in town at anytime; (Especially on weekends); terrorizing the whole population.
6. Every Weekend the "show down starts," quite a spectacle of combined social ignorance.
7. Many have the misconception that because we are in the City, everything goes. Just be quiet and enjoy the chaos and the crime ruling our lives until 4:00 AM!

Charges: Arrested and Abated for Neighborhood Acoustic Trespassing, Acoustic Nuisances.
Description of Event:
Pick up truck mentioned above had its noise alarm going off every time a Motorcycle or a Car with modified muffler passed by. The aware time of the Acoustic Violations begin at 11:00 AM and continued until 4:55 PM. Vehicle was disconnected by a civilian at 5:15 PM.
Obs: The Unusual Alarm mentioned above was going off for more than 30 seconds at the time.
Abatement was made observing the right of California Civil Rights Law.

Electric car might just kill you
From the department of unintended consequences, we now have a bill before Congress that would address one of the biggest problems with electric cars: They're too quiet.
It's not just blind pedestrians who have to worry. An ongoing study from the University of California at Riverside has found that even slow-moving hybrids can get 40 percent closer to any pedestrian than a combustion-engine car before they are detected. This is also a problem for bicyclists, who rely on their hearing to place traffic around them -- far more than many realize.
The bill before Congress would require the Transportation Department to establish safety standards for hybrids and other vehicles that make little discernible noise, including an audible alert.
