      Fall is officially here, it’s getting darker sooner and no doubt the rain will follow. Now is a good time to check windshield wiper blades and to be on the lookout for bicycles and pedestrians during commute hours. At the end of the month there will be masses out on the streets of San Francisco, free wheeling all over the place. Expect for lots of people and bikes out this October 31st. Not only will it be Halloween, but it will also coincide with Critical Mass, the all-out bicycle rodeo around town.
      Beware of Fraudulent Travel Planners
      This past week we had over 50 reports of hopeful travelers who have been bilked out of travel plans and thousands of dollars, and some even their passports. Victims from all over the City reported that they made travel plans with an agent on Stockton Street. When they found that their ‘tickets’ were not paid for, they responded to the office and discovered that it was now found vacant. Anyone who made plans through the agent is advised to contact the airline and to make a police report if irregularities are found.
      Halloween Safety Tips:
      1. Costumes should fit correctly so kids won't trip on them. Wear light-colored costumes so you can be seen easily at night.
      2. Kids should not try to Trick or Treat by themselves. They should go with an adult and a group of friends.
      3. Map out where you and your friends will be going. Visit only the well-lighted houses.
      4. Trick or Treat while it is still light out; always bring a flashlight, it may get dark. Wear a reflective costume or stickers.
      5. Pick well-lighted streets. Walk on the sidewalks. Do not take shortcuts or alleys!
      6. Only accept candy at a person's front door. Do not go inside of a house or into someone's car.
      7. Have a back-up plan in case you get separated from your group. Carry a cell phone or a walkie-talkie or money for a pay phone, and the number of a trusted adult.

      Burglary, Robbery and Auto Burglaries occur in the district in varying patterns. After a review of the crimes for the months of July and August, some patterns are evident. Daytime before 5 PM are the highest times for a burglary to occur. Residences are by far the most frequent, although construction sites are next highest at nearly 30%. I spoke recently regarding such incidents and recalled that one afternoon, while canvassing North Beach construction sites, we found 10 locations where tools and equipment were left unattended. The theft of opportunity can easily be avoided by securing equipment and tools in locked containers when they are unattended or otherwise not in use.

      In cases of robbery, there are a few precautions that one can do to protect themselves. Maintain situational awareness while out and about. Know your surroundings and your travel routes. Travel with a friend or co-worker. Don’t over burden yourself with packages or bulky items. Be wary of purses, backpacks and laptop bags. These are the most taken items along with wallets, watches and Ipods in robberies.

      In the northern area of the Central District, in concentrated tourist areas, auto boostings are the most often reported crimes. Parking garages are the most frequently hit locations. Indra Murdoch at the Anchorage Shopping Center has experienced success in lowering their auto boosts significantly in the past few months. She launched a campaign in education to her security staff, attendants and to the parking public. She placed large signs in the garage advising parkers to lock up their valuables out of sight or to take them from the parked vehicles. Indra gets a Captain’s Complimentary Citation for outstanding crime prevention.

      I am just back from a quick trip to the Eastern Sierras. The sights were great at Mono Lake, Devil’s Postpile, Gem Lake, June Lake and Mammoth Mountain. I even ran into a bunch of tourists trying to figure out the Italian script on the back of their Caffe Roma t-shirts at the foot of Rainbow Falls. Familiar with the credo, I translated, Tony would be proud. While I was there I happened to pick up a local paper to see how crime took a vacation as well. The good news is that their worst report was a demolished and pilfered kitchen and pantry. The suspect was a four legged 350 pound local, covered in dark brown fur. I wonder how they manage Community Policing with those guys.
      Yesterday was officially the first day of Fall and our event calendar fills up quickly. In October we have the 10/10 Parade and Festival in Chinatown on 10/04/08 and of course, Fleet Week at Fisherman’s Wharf on 10/9-10/12. At the end of the month we expect revelers of all ages and costume to come into the district for Halloween on Friday 10/31/08.
      Broadway and the area has been active. See below for statistics. We have had help with new Central Lieutenant Harry Pierson and Night Captain Dave Lazar directing troops from Central Station, the Market Street Beat, the Traffic Violence Reduction squad and others. The SF Sheriff continues to be a great ally with a bus on Broadway every weekend to assist in booking prisoners. They were very busy Saturday night into Sunday morning.

      The Traffic Company Violence Reduction Unit assistance was very helpful indeed, with a reported 41 citations issued, 5 vehicles towed, 6 reports made and 7 arrests made. The best arrest of the night occurred when Solo Motorcycle Officer Jim Riordan was told by a motorist that a group of 4 Latin males and a black male robbed him at Sansome and Broadway on 9/20/08 at 1:40 AM.       Two fatal incidents occurred this week, both within hours of each on 9/11/08. Just after midnight, officers were alerted to a call of a suspect breaking into vehicles on the unit block of Alta, near Coit Tower. At one point, the suspect ran from one of the victim vehicles and attempted to flee, vaulting a wall at the end of the street. The suspect did not survive the fall of over 150 feet to the foot of the hill at Sansome and Filbert Streets.
      Later that afternoon, officers were called to an apartment building at Taylor and Geary to our only homicide of the year. Without being able to provide any specific details, I can only commend Officers Steve Wonder and Nick Rainsford for outstanding investigation and follow up that led to the arrest of the suspect within 48 hours of the report.

      Last week, I met with Chief Fong and Cindy Brandon, the executive director of SAFE, Safety Awareness For Everyone, and a representative from the Metropolitan Club regarding a talk on crime awareness for the individual. It occurred to me that the tenants of crime awareness should be on everyone’s mind. Here are just a few tips to help keep you from being a victim.
      • Be Mindful. Have situational awareness of your surroundings. That can mean several things, but besides being mindful in the moments when going to and from your home, school or office, it also means doing some homework yourself. Do you know the crime trends in your area? Do you take personal precautions? Do you own something that is a hot commodity? Things like laptops, Ipods, GPS systems in vehicles are top items stolen from people and unoccupied vehicles.
      • Use a Lock. On your home, your car, your bike, your work-out locker at the gym. Some thieves are strictly opportunists. They will not force a lock or door, but they are always open to unattended items.

      In the most recent assault, season-ticket holder Alan McKenna, 37, was enjoying a quiet drink with his cousins when another drinker swung for him - believing he was Ashley.

      Mr McKenna, from Low Fell, said: "As soon as I walked through the door of Chicago Rock Cafe in Chester-le-Street, I was approached by two guys.

      "One of them said: "Are you the owner of Newcastle United?

      "I knew there was going to be trouble because they seemed drunk and aggressive. They weren't joking about it.

      "I just laughed, trying to make light of the situation, and said 'no'.

      "But one of them said: 'You ******* liar,' and went to throw a punch at me.

      "He didn't manage to hit me because a couple of the lads I was with wrestled him away.

      "I was shocked, I couldn't believe that someone would do that. But now it keeps happening."

      Newcastle supporters have grown increasingly unhappy with the club's owner after Kevin Keegan resigned as manager earlier this month.

      At Saturday's home game against Hull, Mr McKenna was accosted in the toilets at St James' Park by another unhappy fan.

      "I went to the toilets and while I was in there a guy came up to me and said: 'How did you get in here you sneaky fat *******?'

      The restaurateur was shocked at the comment. He said: "I can't believe he called me that, I'm not even that fat!"

      The resemblance between the two men is striking - even by Mike Ashley's standards.

      Mr McKenna explained: "I met Mike Ashley in a lift at St James' Park last season. I said to him: 'I know what you are thinking Mike, I think you are handsome as well.'

      "We had a bit of a laugh and I met him again a couple of weeks later at the Fulham game.

      "He was in a box and recognised the lad I was with in the lift. He went over and asked: 'Where is your cheeky friend?'

      "I was downstairs in the Bamburgh Suite. My restaurant, McKenna's at the Northern Stage in Newcastle, had sponsored that game and Mike came down to chat to us.

      "He stayed for about an hour-and-a-half, talking and having pictures taken.

      "Mike was winding some girls up, saying that I was his brother. We had a laugh - he is a nice bloke and he has got a good sense of humour.

      "Even his PR team had their pictures taken with me because they couldn't believe how much I looked like him.

      "I have been mistaken for Mike Ashley quite a lot even though I don't think we are that similar.

      "When he was popular, people would often come and pat me on the back if I was walking through Newcastle, telling me what a great job I was doing.

      "But now the abuse has really started.

      "Just the other day, I was having my photograph taken outside my restaurant when some builders across the street shouted: 'Ashley, you are a ****ing ****.'

      "I think I'm going to have to get a Newcastle shirt with 'I'm not Mike' on the back.

      "I never used to mind looking like Mike Ashley - but after all this abuse, I've changed my mind!"

    • Woman, 82, breaks anti-social behaviour order - for the tenth time

      An 82-year-old grandmother broke an Asbo 10 times in nine months by abusing her neighbours and putting a curse on a family.

      Dorothy Evans has been in a long-running feud with neighbours in Abergavenny, Wales, but denies charges of breaching her Asbo by causing harassment, alarm or distress to her neighbours.

      Prosecutor Phillip Morris told the court Mrs Evans had breached the Asbo imposed on her three years ago on 10 occasions between 1 September, 2007, and June 5, 2008.
      Mr Morris said: "Mrs Evans was made the subject on an Asbo in May 2005 by magistrates after causing, alarm and distress to her neighbours. Since that order was made, she had continued to be abusive to her neighbours - the Casa family on one side and the Staffords on the other. She has called Mrs Casa a stupid cow and an idiot. She called her a slut and said she was out all hours of the night with different men.

      Mr Morris told the jury: "She called Mrs Casa's son a lazy bastard and opened the passenger door of their car to call their daughter a bitch. She called Mrs Casa a bitch and said that tickets for an amateur dramatic show in the town had not sold because she was in it."

      The court heard Mrs Evans also allegedly encouraged her daughter Barbara Thomas to drive her car at Mrs Casa. She is also accused of breaching her Asbo by repeatedly hitting Mrs Casa's car with her walking stick in the feud.

      Mr Morris told the jury that neighbour Gemma Stafford went to investigate after hearing sounds like someone hitting a wall with a sledgehammer. He said: "Mrs Evans was there. She was using the f-word. She was aggressive and put a curse on a Gemma Stafford's father. "She failed to control her temper and caused her neighbours upset on each of these occasions."

      The trial continues.

    • What Can You Do in 35 Seconds?

      Here in my house, acoustic issues are life threatening events, a trespass and therefore a crime. When the legislative made graffiti a crime, many people did learn to use their personal energy towards a better and safe direction. That also helped abate graffiti and improve the neighborhood quality of life. Now it is time to draft our acoustic policy to follow this same direction. Just in case you are really interested in making San Francisco a first class City so people that come here as a tourist will have something good to talk about abroad. If you are in doubt of the benefits, just remember that Tourism it is a multimillion dollar business that greatly benefits the wealth of this City.       Community Court Panelist Training
      Certainly as in almost everything in life, there should be priorities and consequences. In crime issues, not every offense can or should be taken to a jury trial. That is not to say that somehow, every crime that involves a victim should be addressed. Be a part of a team to make our community whole after an offense. Take a spot on one of our three Community Courts after attending panelist training.

    • 3 Jewish youths beaten by Muslim gang in Paris street

      Three Jewish teens were attacked by a group of Muslim African immigrants in Paris on Saturday evening, a French police spokeswoman said yesterday. The Jewish teens, ages 17 and 18, who have been identified as Dan Nebet, Kevin Bitan and David Boaziz, are leaders of the Bnei Akiva youth group in Paris' 19th District.

      Thiery Nebet, Dan's father, told Haaretz over the phone that according to what his son had said, as they were walking down the street, "Four or five Arabs of African origin started to throw walnuts at Kevin. When he went up to them to ask them why they did it, they surrounded him and knocked him down. Dan and David moved in and very quickly more Arabs joined in and started to beat the three with their fists and with chains."


      The Jewish teens were hospitalized, one with a broken nose and jaw and all three with bruises, and filed a police report after their release. Police opened an investigation and are looking for the Muslim teenagers allegedly responsible for the attacks.

      According to the chairman of the Jewish Students Union in France, Raphael Haddad, barrages of stones were thrown at the three teens during the attack. Haddad also said the incident occured on Petit Street in the 19th District, not far from where a 17-year-old Jewish youth was attacked and seriously injured by immigrants on June 21.

      The attack is one of a long series of racial attacks in Europe in general and in France in particular. France has Western Europe's largest population of both Jews and Muslims.

      The assault was condemned by French President Nicolas Sarkozy and was described by Jewish organizations as an act of anti-Semitism.

      The Jewish Agency's envoy in Paris, Rafi Zaush, told Army Radio that attacks in the 19th District are common but most incidents are less violent and therefore not reported by the media. The French ministerial committee to fight racism and anti-Semitism showed concern over the incidents in the 19th District and turned to the mayor, requesting he beef up police presence ahead of Rosh Hashanah, the Jewish New Year.

      The French Ministry of the Interior confirmed that the attack was motivated by anti-Semitism, saying the incident ended with relatively little damage.

      According to Thiery Nebet a large number of Jews live in the 19th District and, "The atmosphere here is difficult. Now I need to protect our sons so they will not talk a great deal, because that is what we were told by the community's security people. This time it was my son; it can be anyone. The Jews want to live in peace but it's impossible with the Arabs here. We go around with a skullcap and that bothers them, but we don't care. If we have to take off our skullcaps to live better, it's better to leave now."

      Benjamin Touati, head of the French desk of World Bnei Akiva, said yesterday: "The situation is very worrisome. One hundred meters from the place of the attack is a Habad school with 1800 female students."

      Despite being a bit superstitious….
      To date, we have had no vehicle related accident fatalities in the district.

      Also to date, we have had no, zero homicides in the district for the year 2008.

      In our fight against auto burglary, one property manager who oversees a garage on Fisherman’s Wharf reports that they have had only one auto boost over the past 3 months since installing several large signs warning patrons to secure valuables out of sight in their parked and unattended vehicles.

      Occasionally we experience crimes series of different sorts. We attempt to identify them through police reports or by officers who notice trends in their sectors or on their beats. Information communication is key when it comes to solving a series. That means we need to hear from the community when they notice something unusual or when they experience a crime. Sometimes I am told about crimes that occurred, but the witness or victim did not report them. It is important to track crime trends and statistics by documenting occurrences as much as possible. Sometimes patrols and staffing decisions can be made by the number of calls for service or number of incidents reported in an area during specific times.

      We continue to see thefts of opportunity and theft of precious metals such as copper and bronze. Please see the attached SAFE Flier at the end of this newsletter for additional tips and information.

    • A Culture of Terror and Chaos

      That is indeed a sad reality of American's "mediocracy" and "anti-social behavior" that started before or with the film "Easy Rider" back in the 60's. The Film was produced in 1969 but this mediocre motorcycle culture started in the 60's by Harley Davidson and its followers that today acoustically terrorizes inhabitants all over United States.

      Should we blame the Producers of the Movie, "Easy Rider"?
      Not in my opinion! They had all the rights to do the movie. People in society are the ones that suppose to separate their fantasies from reality and recognize that they do not have the right to imitate that. Motorcycle somehow became a symbol of "a fake freedom" that disturbs inhabitants all over the United States.

      Thanks to Officer Fred Crisp for putting together last week’s newsletter. I am back from vacation but hopefully soon we will have a volunteer working at Central Station and one of his duties will be to assemble the newsletter. I will continue to write the “Captain’s Comments” section but he will do the remaining segments.

      School is back in session! Drive, (and bike) safely!
      Remember to stay alert while driving, especially in the next few weeks when kids are just returning to school. Easy for me to say; 2 weeks ago I was on my way to work on the Embarcadero when I dodged a jogger and ran smack into a metal bollard. Luckily, I was wearing my helmet and the only things I bruised were my thigh and ego. My bike did not fare so well. It is easy to take your eye or mind off driving for even a second or two, but unfortunate results can happen. Remember to stay “hands free” when using the phone. Remember too that ear buds or ear phones are not allowed.

      You may remember the Bocce Community Event at “National Night Out” at Joe DiMaggio Playground on 08/05/08. Everyone in attendance voiced the opinion that such an enjoyable event should happen more than once a year. Neighbor Lee Goodin heard those comments and took action. Lee has reserved the Bocce’ Ball courts on Thursday September 4th from 6PM-7:30PM for another get together. Tel-Hi, Central Station and neighbors will be in attendance.       Thanks and farewell to SAFE’s and Central District Community Liaison David Chan. David retired from SAFE, (Safety Awareness For Everyone), last week and was awarded certificates from SAFE and Chief Heather Fong. David has been a great friend and hard worker who has always helped with our annual Chinatown events, the annual Crime Prevention Kick-off, crime prevention fliers and presentations. He coordinated meetings and did translations for bulletins and safety fliers. We will miss him and we wish him well in his future endeavors.

      Recycling Thefts
      We continue to see thefts of opportunity and theft of precious metals such as copper and bronze. I read recently about legislative attempts to address the problem at the recycling yards, to identify those bringing in materials for cash. In the meantime I would recommend that you secure copper pipe indoors whenever possible or to paint over it, insulate it or securely fasten it with brackets at several locations. Plaques and decorative items should be securely fastened and/or anchored.

    • Pacoima Man Shot To Death Over Loud Car Stereo

      PACOIMA Police say a Pacoima man couldn't take the noise from his neighbor's car stereo anymore and shot him to death early Wednesday morning.

      Raymundo Serrato, 58, died at the scene of the 2:15 a.m. shooting in the 13000 block of Kelowna Street, said Officer Kate Lopez of the Los Angeles Police Department's Media Relations Section.

      Lopez said the man was shot by a Jubenal Guillen, 55, during a dispute. Guillen was arrested on suspicion of murder.

      "There were words exchanged; a scuffle," LAPD Detective Pat Barron said. "And after the scuffle -- or during the scuffle -- the suspect produced a firearm and shot the victim."

      A woman who lives in the neighborhood said that the younger man regularly came home in the early morning hours and made a lot of noise, which may have upset his 58-year-old next-door neighbor.

      "So I guess he, just, probably, had enough. He had enough, so he shot him," Lisa Velasquez said.

      Masked Burglars tracked through apartment break-in
      Officer Scott Korte reported that he was called last week, to a burglary on the 1000 block of Sutter. The Officers entered the apartment and saw that the place was “trashed” including toilet paper strewn about the bathroom and all over the rest of the apartment. The investigation turned a bit when they learned that entry was made from a second floor window and that food that was left out for the occupant’s dogs had been eaten. The burglars then apparently developed a thirst and drank every drop of water from the toilet bowl. It was then that the officers saw the footprints on the toilet and around the apartment, very small, thin footprints. Turns out the suspects were raccoons. No capture was made.

      Seriously folks, if we learn anything from this case, it is that even if you live on a level above the ground floor, it may still be accessed. Remember to screen or close windows entirely.

    • Bucket cops ensure clean getaway

      If you go down in the woods today... well perhaps not the woods; but if you "go" anywhere in the south-west UK City of Torquay do not be surprised if you are handed a mop and bucket instead of a fine.

      Residents are so fed up with waking to their city smelling of stale urine and vomit that the local police, nicknamed "mop cops", are now tackling the problem head on, forcing anyone displaying anti-social behaviour up against public property to clean up their own mess, both under police supervision and public scrutiny.

      The swift on-the-spot justice is seen as an alternative to drunk and disorderly fines, 40% of which never get paid.
