All I can tell you is that the free market does not work you described; people and employers respond to incentives very differently than you have suggested.

If $10.00/hr is too low, then pay more. I made ~$13.00/hr back in 1981. If I have to pay $0.75 more for a room at night, I will pay it. I am already paying for record levels of public assistance... more
